1. Call to Order
Vice Chair Moodie acted as Chair for the meeting and called the meeting to order at 6:30
P.M.

Roll was called. A quorum was present.
b. Introduction of new alternate member: A'Keyah Williams (Ex A) and recognition of
Gregory Hartman appointment as a board member.
Vice Chair Moodie recognized Mr. Hartmann's move from an alternate to a regular
member.
Ms. Williams stated that she is a Boynton Beach native, working as a Palm Beach County
teacher as a theater program director at Atlantic Community School and she studied
acting at the Pompano School of the Arts, Dreyfuss School of the Arts and Fordham
University. She just premiered a movie last year, which was at the Miami Film Festival,
which will also be shown in Orlando. The members welcomed her.
c. Excused Absence Requests
Mr. Weiss stated that Dr. Pacilli and Mr. Valazquez have excused absences because they
moved the date of the meeting and they had scheduling conflicts..

III. Informational Items from the Board
Mr. Hartmann announced that the kinetic event was great, as was the Blarney Bash on
Saturday. He said that it was a good family-friendly event.
Mr. Weiss stated that he was a judge for the Boynton Garden Club Art and Floral Display
Competition, which is when children made drawings and then the Garden Club members
created a floral arrangement to mimic the drawings. He commented that it was very
interesting and the floral arrangements were amazing.

Mr. Weiss noted that this exhibit, as well as the talented students in the adult painting
class is still on display.
b. Spinning Sailfish opening on March 30, 5:30-7:30 PM at the Marina Cafe -
Spinners are nearly complete.
Mr. Weiss commented that one Sailfish was received by Artist Michele Drummond. He
invited the members to the opening as noted above and said that he thought that the
members would be pleased with the six sailfish.
c. Art and Autism opening on April 12
Mr. McQuire inquired about the beverages at the event being soda and water. He
commented that he went to a City event and the City was selling beer and wine. He noted
that the Art Advisory Board had a bit of an issue with selling beer and wine at openings.
Mr. Weiss clarified that there is no prohibition about serving beer and wine, rather, it is
taxpayer funds purchasing the libations.
B. Grants / Fundraising
a. Mellon Foundation denied our $110,000 Monuments Grant request but asked
us to apply to their Humanities Program. Maximum Grant is $100,000. Discussion
with Mellon staff on April 11
Mr. Weiss stated that they have a meeting with the Mellon Foundation on April 11th to
discuss possibly receiving up to $100K for the HOB Unity project. The City was turned
down for its first grant application, but the Foundation asked the City to apply for a second
grant in their Humanities program.
C. Upcoming Opportunities
a. Metal Screen Mural Design for "The Pierce". (Ex C)
Mr. Weiss stated that the City released the Screen Metal Design for the Pierce project.
The competition is out there for artists to submit their work.
D. AiPP and Private Development.
a. Grand Opening of Neurobehavioral Hospital (Feb 23, 5-7 PM) Description of
artwork by CEO and photos attached (Ex D)
Mr. Weiss explained that he and Mx. Ratcliff attended this event and that the hospital's
CEO gave a long introduction about the artwork, which was unusual and that it was used

as an avenue to discuss the way they hope patients and staff at the hospital will interact
to help solve issues. He advised that it was a very nice event.
Mx. Ratcliff commented it was a lovely event and the art was amazing.
b. Dedication of Big Bench at Eden Development of Oakwood Square, Monday,
March 20 at 12 noon to 12:45 PM. Sculpture by Andrew Kovacs
Mr. Weiss commented that he hoped the members could attend.
c. Development Page Update: Pierce Call to Artists Released and Neurobehavioral
Hospital Mural Fully Complete. (Ex E)
Mr. Weiss reported on a potential new project called Baywatch and advised that they
submitted a proposal, so they will see if that goes forward.
Vice Chair Moodie asked how the Pierce Call to Artist was released.
Mr. Weiss responded that it was through Monocronical. He said that Monocronical found
the artist for the Neurobehavioral Hospital as they have a massive database and that is
primarily who will be issuing the Call, but he pointed out that the City also issued a Call
to local and state artists.
VI. Action Items
Neurobehavioral Hospital mural with completed lighting is approved as installed.
Mr. Weiss advised that linear downlights were installed.
Motion
Mr. McQuire moved the Neurobehavioral Hospital Mural with completed lighting is
approved as installed. Mx. Ratcliff seconded the motion. The motion passed
unanimously.
VII. Old Business
2023 Projects (Call to for the Artist Roster Ex F)
Mr. Weiss reviewed the projects for the remainder of the year that were not awarded or
were currently being worked on and he proposed that they address them as an artist
roster. He noted that a lot of public art agencies use the rosters them for small-scale
projects. Mr. Weiss stated that he can set up a committee to determine who is qualified
to be an artist and that he is focusing on local and Palm Beach County artists. He thought
that they may have 100 artists.

Mx. Ratcliff inquired if the selection criteria could be amended to make it more flexible.
Mr. Weiss responded that the AIPP defines the criteria and advised that the artist has to
have some kind of proof professionalism. Mr. Weiss reviewed the presentation and the
projects
Mr. Weiss explained that there was a request from the Building Department for some type
of contemporary version of a fish rack at the Oyer Park Boat Launch. He said that the
remaining funds in the budget are for collaborative projects.
Mr. McQuire commented on the traffic cabinets, one of the outstanding projects, and he
suggested they pick interesting images.
Discussion followed that natural landscaping depictions and tasteful nature scenes were
aesthetically pleasing and that the cabinets do get damaged and tagged so they will likely
have to be replaced more than once a year. It was noted that the cabinets will be in an
urban area.
Annual Report
Mr. Weiss stated that this is the annual report that will be going to the City Commission
in April. He recommended the members advise him and he will work with Vice Chair
Moodie to finalize the report, to say what they did in the last year and a half, and what
they want to focus on in their presentation to the City.
Dr. Jones thought it was important to say that the Board is eligible and actively seeking
competitive grant funds, but it will be even better when they demonstrate the City's
commitment to the program.
Vice Chair Moodie suggested that if they can collect the data on media references, it
might be a good boost for the Board.
Mr. McQuire thought that they should expound on how many artworks there were at the
Kinetic Art and Symposium and that the event is the only international show in the world
of its kind; that the City maintains 89 beautiful sculptural pieces throughout the City and
that the programs engage seniors, young folks, children, and people with disabilities. It
added that it is a community outreach art program, all on a shoestring budget.
Vice Chair Moodie pointed out that because it is public art, it is independent of socio-
economic status, so all can enjoy the pieces; it adds to the quality of life for residents and
it attracts visitors. She suggested that the Board include information from local
establishments how the kinetic event help visitors.
Mr. McQuire stated that in 2022, they raised funds for independent artists that helped
them get through COVID.

Mr. Hartmann stated that they should provide images of the pieces they had last year and
show a collage and the top three that looked the most impressive.
A foam board was suggested to display the pieces the Board wants to show in the
presentation.
Mr. Weiss stated that the presentation would be made April 18tH
Vice Chair Moodie stated that she will not be in town on the 18tH
Mr. Weiss advised that he will try to make the presentation on April 4t". He further stated
that one of the things he was most proud of, was that they dramatically increased the
diversity of the art in the City.
Vice Chair Moodie agreed and noted that the diversity of the participants also increased.
Mr. McQuire pointed out that they had a special meeting about diversity and how to
execute.
Vice Chair Moodie explained they look at the arts program being inclusive of all the City's
residents.
Mx. Ratcliff stated that it reflects the City, that they did a good job, and will continue, and
that are getting even better at being culturally diverse as Boynton is diverse.
Maintenance of PNC Green Wall
The PNC has contracted with the landscape company to restore the green
wall plants.
Mr. Weiss advised he visited the Bank and spoke with them they were aware of the
matter. They supposedly have signed a $12k contract to restore the green wall.
Vice Chair Moodie stated that she was encouraged with their progress and that the green
wall is a very unique public art display. It is in a spot that is highly trafficked.
VIII. New Business
Fiscal Year 2024 Budget for Public Art Fund
Mr. Weiss stated that he was not prepared to make a presentation in terms of the public
art budget. He stated that he thought the budget would be in the black, but it is not,
because developers have not been paying for their permits and fees. He was confident
they can work within their $300k budget that they have for the last few years as the
activities were similar to what they had in the past, which is they the Kinetic Art and
Symposium, they had this year and the Avenue of the Arts. He requested the members

look for artists; as the idea was to have artwork along Ocean Avenue and there are bases
for them already there. Mr. Weiss explained that trying to find a sculpture artist to work
within a $10K budget is difficult.
The other project was the HOB Unity Project. Mr. Weiss stated that they are meeting with
the Mellon Foundation on the 11th to see if they qualify for a $100K grant to go with a
$15K grant they already have for that project, which they hope the Governor will sign. He
stated if the conversation goes well with Mellon, they will apply for an Our Town Grant,
which is a special event grant. He was looking for $50K for the HOB from the Board's
Budget, and hopefully with grants, have a budget of $150K, which they need to pursue
now. He advised that they do mural projects each year, and they have partnerships with
Public Works, and next year they will have the HOB event, which builds up to Avenue of
the Arts in February 2024 and preparation for kinetic for 2025. He advised that he wants
to begin work on the Kinetic event a year in advance and that he has schedules that he
will provide.
IX. Future Agenda Items
Mx. Ratcliff commented that at the last meeting, Ms. Alexis brought up Haitian Flag Day.
They stated they do not know how viable it would be to do this year, but they can do it for
next year.
Mr. Weiss explained that he reached out to Haitian art collectors and they were concerned
about the security at the Art & Cultural Center. He spoke with Risk Management and he
may be able to make something happen for May and June. He noted that there is a Haitian
Art Society in St Petersburg that he contacted and two other people contacted him and
both indicated Mr. Weiss will have to work with the security situation. He will contact them
and apprise them of the changes and ascertain whether they feel comfortable bringing
their work here. He clarified both organizations will not give every work as they are afraid
of theft, and it any work is stolen, they will be reimbursed for it.
Vice Chair Moodie asked if anyone looked at the garden on Dixie Highway.
Mr. Weiss responded that the owner of Seabourn Cove came to the City three months
ago and they want to build more units and expand the Garden on a vacant lot. The owner
said he would speak to artist Lucy Keschavarz about repairing the garden and planning
how to modify it to accommodate the new development; however, the owner has not
returned.
Vice Chair Moodie said she favored it be modified.
Vice Chair Moodie asked that as the members drive around and see the different pieces
of art, that if something should be done, they share it at a meeting as the pieces need to
be maintained.

Turgo Bastien, Solo Exhibition, "Art is Life Past Present and the Future" Contemporary Art, First
Floor Traditional Haitian Artworks Group Exhibition, Second Floor Gallery The exhibition will be
on display until June 241H
Turgo Bastien is a contemporary painter and sculptor born in Haiti and living in South Florida
since the 1980s. He founded the Art Creation Foundation for Children in Jacmel, Haiti which
provides youth classes and events in many art forms. Recently, he exhibited his work in the Art
of Transformation in Opa-locka and Karibu: A Celebration of Black Artists in Palm Beach
County at the Cultural Council of PBC in Lake Worth. A large mural has just been completed
in Little Haiti in North Miami. His Spinning Sailfish is on display outside in Boynton Beach.
Turgo wrote: "My paintings derive from the rhythmical space,filling patterns of the mask and
the multidimensional state of mind of those sharing my life in the diaspora."

Organized by Boynton Beach Sister's Cities board member, Jane Marcel, the second-floor
gallery displays paintings and flags that have a long artistic history in Haiti. The artists
include Jean Claude LeGagneur, Alexandra Barbot, Ernst Registre, Carl Craig, Raymond
Thomas,Alex J Altidor, Shadrac Izme and Kepler Le Rosier. Additional works from the
collection of Vestiguerne Pierre.
Performance, Multi-Purpose Space, Second Floor
Organized by Boynton Beach Art Advisory Board Member, Cynthia Alexis, a series of
performances will be presented on the stage while the audience enjoys student artworks
from Plumosa School and SouthTech. Boynton and Delray teens from Plumosa School of the
Arts will dance to the choreography of Dayana Rios. Designer Gladivia Alexis will present a
fashion show of the GLADIVIA design line. Performer Vivi will sing traditional Haitian songs
while Tiffani Leblanc sings contemporary Caribbean. Haitian American drummers will fill the
space with a Caribbean beat. DJ Moonray will keep music flowing throughout the evening.

OYNTON 2023 Call to Artists for Sculpture
Call to Artists for Sculpture in Boynton Beach, FL
Applications Due: Thursday, May 25, 2023 at Midnight
Budgets: Range from $75,000 to $300,000
Total Dollars Approximately $1 ,400,000
In the next 24 months, five apartment developers and one hospital will commission or
purchase sculptures for six projects. Three of the sculptures will join "Cavalcade" by
Albert Paley and anchor the Cultural District at the prime downtown intersection. The
intersection links City Hall, Library, Arts & Cultural Center, the Marina and the bridge
to the beach with the major north-south Federal Highway or USI . With the completion
of the apartments, restaurants, bars and sculptures, the City intends to market the
zone as cultural attraction in south Florida between Palm Beach and Boca Raton.
All artist applicants will be presented to each of the developers and hospital for
potential selection. Each artist has six unique opportunities with six different
selection panels.
Artists can present past work for a new commission and propose the sale of existing
work. Existing sculptures (or new commissions) must be resistant to the hurricane
force winds, the sun's ultraviolent light and the salt air.
Some of the developers have specific themes or other attributes required of the
artwork. The Pierce by Affiliated Development seeks an engaging, educational
sculpture that celebrates Boynton's connection to the natural environment of the
Atlantic Ocean with elements such as coral reef, fish, sea mammals, coral, shell fish,
sand, waves, fishing, fishing boats, diving, surfing, etc. Bethesda Hospital wishes the
artist to integrate moving water with the sculpture.
In general, the sculptures will be sited on wide sidewalks near the street. Most have
backgrounds of 3 to 7 story buildings with retail storefronts. Narrow tall sculptures
may be the best solutions. Good surveillance around or through the sculpture should
be possible. The sculpture at Bethesda Hospital will be the grassed landscape
between the entrance and parking lot.
The sculptures should be engaging to pedestrians and have a strong visual image to
automobile drivers both day and night. The works selected might be abstract,
narrative, figurative, pop, collage, etc. Durability and repairability against damage by
wind, sun, salt air and people including fading, graffiti and scratches are essential. By
the Art in Public Places ordinance, the sculptures should last as long as the buildings.

the only city in the world with a consistent commitment to kinetic art. The 71" Kinetic

Boynton Beach is a minority majority, working class city of 80,000 with a significant
percentage of African-American, Caribbean American and Hispanic American
residents.
Scope of Work: Commissioned Work
• Prepare concepts, design details and budgets.
• Work with the client's team to finalize aesthetic design, the fabrication methods
and materials for the Florida outdoor environment, and the structural elements
necessary for approval by the Boynton Beach Building Department.
• Coordinate with owner's design team on lighting and a raised base, if any.
• With owner's team, create a presentation for the Art Advisory Board for review
and approval.
• Deliver and install the sculpture with a licensed contractor.
• Complete the catalog forms that includes a description of regular and long-term
maintenance and the specifications for replacement of electronic components,
if any. Material and color samples to be provided.
• Other scopes of work that may be required by the developer.
Scope of Work: Purchase Existing Work
• Except for developing the artwork design, scope of work includes all the scope
in Commissioned Work above.
• If necessary, modify artwork to be resistant to the hurricane force winds, the
sun's ultraviolent light and the salt air.
• If necessary, modify the artwork or artwork structure for installation on a
concrete foundation.
Contract
Each developer may have unique contracts, but will clarify the following:
• The responsibility for engineering design and building permit applications.
• The ability of the developer/hospital, any future building owners and the
City of Boynton Beach to reproduce unlimited images of the artwork for any
and all purposes except the direct sale of the printed or digital images for
profit.
• The ownership of the digital files for potential sales as NFT.
• Any extension of the warranty beyond 12 months after installation.
• Artist's role in any repair of the artwork if damaged.
• If the artwork is a limited edition, the ability of artist to sell a copy in Florida.
(Unlimited editions are not permitted by the Art Advisory Board)
Desired Qualifications
• Talented visual artist or designer with experience in public sculpture.
• Excellent success fabricating in the appropriate materials for this project.
• A history of public projects and/or exhibitions demonstrating a positive and
professional artistic reputation.

• Must have experience creating public sculpture.
• Must be able to secure general commercial liability insurance for the term of
the contract.
• International with the ability to receive payment through banks in the USA
Ineligibility
• The building architect or other members of any of the design teams.
• Members, immediate family members and business partners of the members of
the Boynton Beach Art Advisory Board and Public Art staff.
Extra Consideration
• To expand the diversity of artists creating work in the City of Boynton Beach,
artists that have not been previously commissioned for public art with the
private sector or the City under its Art in Public Places program.
• Artists with life experiences with the diverse ethnic and cultural communities of
Florida including but not limited to African Americans, Caribbean Americans
and Hispanic Americans.
Compensation
The artist contracts will range from $75,000 to $300,000 for the required artistic
services in the scope of work including the design, fabrication, delivery and
installation.
Schedule
The developers will be selecting artists in 2023 & 2024.

BoyntonArts Artist and Designer Roster 2023-2026
Call for Artists
The City of Boynton Beach Public Art Program, named BoyntonArts, seeks artists, designers and other
skilled makers for unique and special small-scale projects commissioned by the City and private
developers. Most of projects do not require public art experience as BoyntonArts will manage the
fabrication and installations. As with all art programs in Boynton Beach, artistic diversity by ethnicity,
physical abilities, sexual orientation and age is a program objective.
The Roster is our tool for choosing creatives for smaller projects typically with artist fees from $100 to
$3,000. Any artist that is accepted into the Artist and Designer Roster will be pre-qualified for selection
by the Art Advisory Board or private developers.
Selection Criteria for the Roster:
Highly skilled visual artist in any media, designer in graphics, web, light projection and products or a
maker such as metal fabricator, concrete casting/molding, ceramic tile installation CAD Routing and 3-D
printing.
1. Post high school education in visual arts, design or making.
2. A history of gallery exhibitions, commissions and/or media recognition.
3. Desire and capacity to consider Boynton Beach's unique community, history, and character.
Fee:Typical projects have an artist fee range of$100-$5,000.
Eligibility Requirements:The roster is open to artists, designers and makers residing in Florida over the
age of 18 and a US citizen or legal resident. Art Advisory Board and public art staff and their Immediate
family members are NOT eligible. (FYI: Other Boynton Beach projects are open to artists in other
American states and other countries.)
Selection Process for the Roster
The Art Advisory Board will select the artists, designers and makers for inclusion in the roster.
Use of the Roster
Unique selection committees, curators or the Art Advisory Board will review the roster to select artists
and designers for projects in Boynton Beach.
• The roster will be open to other art agencies in the region, private developers and collectors.
• The roster will NOT be utilized for projects over$5,000 in artist or designer fees.
• The Public Art staff may ask for quotes from makers for fabrication at any time.
• Used for projects in 2023 (2024-2026 projects are not known at this time.)
How to Apply:
The Roster is divided into visual artists, designers and makers. Each person can apply to each category,
but the work submitted must be related to the category. BoyntonArts uses Google Sheets. Application
must include
1. Basic Information: Name, Business Name, Street Address, Phone, Email and Web/Social Media.
2. Brief biography/statement (250-word limit) regarding personal background and your experience
and skills to create for small projects.

Time on the Roster:
Each artist/designer/maker can remain on the roster for 3 years. After three years, the artist must apply
again. Artist may update their jpeg images or resume once a year.

Description: Creating simple designs to be installed into Gobo projectors. Artwork must be created as a
silhouette or stamp design for light to be projected and displayed on a flat surface. The artwork will be
black images with a white or single color background.

Description:The City of Boynton Beach in partnership with the Public Works Department, is looking to
enhance and beautify our city streets by covering up unsightly traffic cabinets with vinyl wraps. Chosen

4. Barton Cemetery Entrance and Fence Elements
Description:The City of Boynton Beach is looking artist designed parts of the entry and fence details for
Barton's Memorial Cemetery. Originally Cherry Hill Cemetery,the cemetery is named for Mary and
William Barton's son, Alton, who is buried there.
Barton's Cemetery was designated for the African American community living in Boynton Beach,with
gravestones dating back to the early 1900's. As part of a larger narrative within the city of Boynton Beach
to memorialize significant places within the Black community, BoyntonArts is looking to commission an
artist to create a fence for this historic site, that will bring dignity to those who rest their and their loved
ones.
The entrance and fence will be constructed of standard fence parts with added artist designed elements
that are laser or water jet cut in aluminum and then powder coated.

5. Oyer Park Boat Launch Fish Rack - Contemporary
Description:The City of Boynton Beach is looking for an artist to create a unique fishing rack to install at
the Harvey E. Oyer, Jr. Park Boat Launch and Dock.This design should be a creative take on the
traditional fish rack, where fishermen display their catch of the day for a photo.

My name is Lupe Lawrence;I was born in Havana,Cuba.When I was five years old,my family and I
moved to the United States and lived in my aunt's house. In her living room,hanging above her
sofa,I saw the painting Haywain by John Constable and began to cry,immediately I knew that I
wanted to be an artist.I wanted to evoke the same emotions in others as the painting had produced
in me.
I told my mother that I wanted to go to art school,and because we had just come from Cuba,we did
not have the money to go,and she persuaded me to forget about my desire.When I entered high
school,I took my first art class and felt as if I had come home.I told my teacher that I wanted to
pursue an art career.She told me that I did not have what it took to go to college.Deflated,I was
persuaded not to follow my inspiration to become an artist.It would take a crisis in 1995 for me to

What do I do?
I create photographic montages with Photoshop.I use my own DSLR or mobile phone camera to
photograph a variety of subject matter but mostly I am interested in nature.Back at my computer,I
combine these different images until I have achieved a balanced composition.I liken this process to
playing with paper dolls orjigsaw puzzle pieces.

Since 2019,Sara has served as an ESOL/Reading Teacher at Pine Grove Elementary School in
Delray Beach,Florida.Before that,since 1998,she had been teaching English Language Learners
in Tallahassee,Florida.From 1993-1996,she taught English as a Foreign Language to high school
students in Kyoto Prefecture,Japan.
Since childhood,Sara has always made art and even took AP art courses at Atlantic High School in
Delray Beach.From Florida State University,she received her BFA in Studio Art in 1988 and her MS
in Multilingual/Multicultural Education in 2000.
Today,Sara continues to pursue her own interests in art.She also sees art as a universal visual

My work exudes strength in scale while maintaining a levity of attitude,magnetically attracting the
curiosity ofthose who viewthe sculptures.My adventurous use ofscale and unexpected angles

the personality born into each sculpture is key to forming an emotional connection to the artwork.
Whetherthe object is a stylized re-creation of something recognizable or a more symbolically

Kinetic Supports Downtown Businesses
As the owner of a business in Downtown Boynton Beach, I want to
say thank you for the Kinetic Art Show. We had a record-breaking
weekend at The Butcher& The Bar, largely due to the foot traffic
generated by the show. We also had many out of town visitors
J who chose to dine with us in the evenings.
We appreciate all the City (and CRA) does to support local
businesses.And while that may not have been the intent of the Art
Show, it definitely benefitted us. To put it in perspective, we were
busier this weekend than we were for Pirate Fest or any of the
