Minutes 05-01-23 Minutes of the Senior Advisory Board Regular Meeting Held at City Hall, Commission Chamber, 100 E. Ocean Avenue Boynton Beach, Florida, on Monday, May 1, 2023, at 2:00 P.M. PRESENT: Sandra Watson, Chair Brent Rolle, Recreation Supervisor James Czizik, Vice Chair Mary DeGraffenreidt, Recreation Manager Ann Cwynar Reena Gallagher Thomas Devlin ABSENT: Marcia Levine Christina Charles James Watson I. CALL TO ORDER Chair Watson called the meeting to order at 2:04 P.M. II. PLEDGE OF ALLEGIANCE The members recited the Pledge of Allegiance to the Flag. III. ATTENDANCE A quorum was present. IV. APPROVAL OF AGENDA 1. Additions, Deletions, Corrections Chair Watson noted that a representative from Humana was present to speak about the insurance. She advised that this item will be heard under Public Input. 2. Adoption Motion Mr. Devlin moved to approve the agenda as amended. Ms. Cwynar seconded the motion. The motion passed unanimously. The motion passed unanimously. VI. PUBLIC INPUT (Comments limited to 3 minutes and 1 Turn) Pamela Holmes, Sales Agent from Humana, spoke out Humana Insurance and the benefits they offer tot senior community. She advised that Humana has an office in the all that isopen 11 A.M. to 4 P.M. Chair Watson spoke out the "Fearless Caregivers Event" that took place through Healthier Boynton Beach, where she met Ms. Holmes. She said that the event was for caregivers and it had great information, especially for Veterans. She thought that the Board may want to attend this event inthe future. VII. UNFINISHED BUSINESS 1. Ourated Art Exhibition - Update This item was tabled until the next meeting. Chair Watson noted that they were trying to come up with a signature event. Ms. Gallagher stated tats works in cybersecurity and that this topic should be incorporated into events because the elderly are being taken advantage of. She said that she would like to speak to more people about it, but that she does not have the reach. She also thought that one event a year could be held on this topic and said that she has a cybera ecurity team behind her. She also spoke out a signature event, including cybersecurity, and suggested that a pamphlet would pull everything together. Chair Watson noted that the Board would make their presentation tot City Commission on May 16th and encouraged the members to attend. Vice Chair Czizik commented that May is Senior Citizen on and August 21 st is Senior Citizen Day. He stated that he has contacts with the Delray Orchestra and the of Coast Band and he suggested that if we want to of a fall dance, they would be interested in performing at the Art Center. He advised that he of be meeting with the Recreation and Parks Director to obtain more information, and inform Mr. Young oftheir interest. He aIs o stated that he spoke to several individuals at the Boynton Senior Center, and not that any of the Boynton patrons are involved with the Delray Senior programs. He commented that he understood the difference between how Delray and Boynton runs their programs. He mentioned that he spoke to Vice Mayor Cruz about it, and he suggested that she could be an advocate to obtain funding. 2 Meeting Minutes Senior Advisory Board Boynton Beach, Florida May 1, 2023 Ms. Cwynar agreed and stated that she also spoke to some of the Commissioners and they suggested submitting a funding proposal. Vice Chair Czizik stated that the City Commission meetings were the perfect venue to make the Commission and public aware of the need for funding, to help defray transportation and costs of senior trips. He explained that Delray offers supplemental funding, so seniors only have to cover the difference. Mr. Rolle spoke about the funding differences between the Boynton and Delray Senior programs. He stated that everything in the Recreation Department, which the Senior Center is part of, has to be self-funding. Chair Watson commented that she met with the City Manager and it was mentioned that the Senior Center should have a line item in the budget, which they will follow up on, so they can work with Recreation and Parks to have activities. Ms. Cwynar pointed out that group rates could help strike a balance. Chair Watson said that individuals who do not live in Delray pay $40 to participate in the Delray Senior Programs, and then they pay whatever the program members pay for trips, so long as the member is an active member. VIII. PRESENTATIONS TO THE SENIOR ADVISORY BOARD IX. NEW BUSINESS 1. Review Original Purpose of the Advisory Board This item was discussed later in the meeting. 2. Seniors helping seniors (high school seniors helping seniors) Chair Watson stated that she met a woman involved with the above program. She said that she will speak with her further to see if there is something they can do. 3. Feeding South Florida Pharmacy truck Chair Watson advised that Feeding South Florida has a pharmacy truck, which is an 18- wheeler, that has fresh vegetables, and sometimes meat packages, that residents can purchase very inexpensively. 4. Boynton Beach CDC programs Chair Watson commented that the Boynton Beach CDC has a monthly Share Program that people can buy a food pack for $14.95 that includes chicken; $20 that also includes 3 Meeting Minutes Senior Advisory Board Boynton-Beach, Florida - May 1, 2023 seafood; and $8 more which includes dairy and eggs. She explained that seniors submit their order and then meet at the specified location to pick up their order. She stated that she would research this further. Ms. Cwynar recalled that during COVID, that individuals could purchase a box of fresh, seasonal produce for$10, but did not know if the program was still in existence. 5. Vial of Life Vice Chair Cizizk commented that years ago there was the Vial of Life Program, which helps First Responders arriving on scene for a medical emergency. He explained that it is a vial that magnetically adheres to a refrigerator with the homeowners medical and contact information. He advised that the Fire Department stated they would present the program to large groups if wanted. He commented that he will inquire if they have to come up with a venue or if the Fire Department will set it up. Mr. Devlin suggested that this could be added to the cyber security discussion. He commented that most phones have a vital statistics component that emergency responders can access medical information, even when the phone is locked. Mr. Rolle stated that the Senior Center already has that program scheduled at the Center with two other dates. He asked what is on the Resource list that is not on the 211 Resource List. Chair Watson responded that the point is it would be posted on the City's Website for Boynton Seniors to review and that the 211 List was also included. She noted that there may be things on the Board's Resource List that are not on the 211 List and that the Board does not advertise. She said that as Seniors move into Boynton, they would like to see senior resources listed on the website. She noted that Ms. Levine is the lead on the Resource List. Ms. Gallagher suggested having a QR Code with the updated list, at the event tables for attendees. She noted that there has to be a vendor in place, as sometimes there is sensitive information involved. Chair Watson commented that there is someone in marketing who can create a QR Codes and Ms. Levine is working with them. 6. Need meeting with Commissioners and City Manager to get better understanding of what the advisory board is since they are not a part of the Senior Center. 7. Add in By-Law Cyber Security month 4 Meeting Minutes Senior Advisory Board Boynton Beach, Florida May 1, 2023 Mr. Devlin noted that Item 1 under Section 142, Duties of the By-Laws, should be changed pertaining to the Retired Senior Volunteer Program (RSVP.) Vice Chair Czizik noted that the Board is not set up for some of the items in the by-laws, such as items 4, 6 and 8, which includes transportation, and some services are offered by the County. He stated that if the Board wanted to make arrangements for a mobile unit, it would be logical to associate it with the Senior Center, but it is not within their purview and he did not want to encroach on the Senior Center. Mr. Rolle explained that the Senior Center is a members facility, and there is a large population of seniors in the City that the Board serves. He stated that as an Advisory Board, they can state that they want to be a part of cyber-security, or whatever it is they want, to the City Commission and that funding is needed to subsidize a service for seniors. Chair Watson stated that the issue is that they do not have a facility, a budget or anything. She advised that when she was appointed to the Advisory Board, she thought that they would work with the Senior Center, but they do not. She suggested that before they review the By-Laws, they should ask the City Commission what their expectations are for the Board. She noted that all the Commissioners she spoke with believed that the Advisory Board works with the Senior Center. She stated that the Board should meet with the Commissioners to discuss the issue. Mr. Rolle explained that a number of individuals have made presentations that have no connection with the Senior Center. He suggested that the Board could help that organization. Discussion followed about where to hold these presentations. Mr. Rolle explained that the liaisons can assist with that. He suggested that the Board develop a list of things they want to accomplish, and say what funds they would need. He encouraged the Board to have a list that can be followed or slightly modified in future years, and set up guidelines and use the liaison to learn about the cost and how to set up the function. Chair Watson stated that a meeting with the City Manager is in order. She mentioned that the Board can come up with a million things, but if they do not have the resources or a place to hold activities, there is a cost. Mr. Rolle pointed out that just trying to decide the basic duties and purposes of what they want to do, does not require going before the Commission. Ms. Gallagher suggested in reference to item 9, that the Senior Advisory Board hosts a Cyber Security activity in October. 5 Meeting Minutes Senior Advisory Board Boynton-Beach; Florida - -- May 1, 2023 Mr. Rolle suggested a more generic name, such as safety, would suffice, as it could be a broad category. Upcoming Events in the Recreation Department: There was no report given. X. NEXT MEETING June 5, 2023, Agenda items would be due by Thursday May 25, 2023. XI.
