I. Call to Order
Chair Mondello called the meeting to order at 6:37 P.M.
II. Pledge of Allegiance

Roll was called and a quorum was present.
Kacy Young, Recreation and Parks Director, advised that Geoffrey Campbell has an
excused absence.
IV. Agenda Approval — May 22, 2023
Motion was made by Ms. Pandev, seconded by Mr. Conklin. The motion passed
unanimously. (5-0)
V. Approval of Minutes —April 24, 2023
Motion made by Ms. Pandev, and seconded by Vice Chair Pierce-Roe, to approve
Minutes for the April 24, 2023 meeting. The motion passed unanimously (5-0).
VI. New Board Introduction
Mr. Young tabled this item.

a. Results from Recreation & Parks Advisory Board Surveys
Chair Mondello mentioned that this is the document she provided, and would like to get
the Board's feedback. She said that she is planning on using this as her notes, but making
a presentation that shows what they do, with bullets on the slides. She stated that if
anyone has anything to add, she can present it to the Board next month, because the
presentation will be in July.
Mr. Young indicated that the presentation will be during the first City Commission Meeting
in July, which is July 5, 2023; however, there is another meeting on the 18th. He noted
that they decided to do July because it is Parks and Recreation Month, so they plan on
putting together a Proclamation to recognize Recreation and Parks for that meeting.
Chair Mondello stated that she is going to add the Proclamation into the first slide.
Ms. Pandev questioned if they knew what time the presentation would be.
Chair Mondello replied that it is during the Commission meeting, so they will have to see
where they are on the agenda.
Mr. Young advised that the Commission meetings usually start at 6:00 P.M. He said that
the Senior Advisory Board did a presentation at the last Commission Meeting, and it was
during the Announcements, so it was towards the beginning of the meeting. He reminded
the Board that there is no format or protocols, it is just an update from the Board letting
them know the Boards' accomplishments and things that have been done.
Chair Mondello stated that she felt like this is good, but feedback is welcome.
Ms. Pandev asked if the presentation is definitely going to be during the July 5, 2023
Commission Meeting.
Mr. Young stated that they needed to decide that now, and if the presentation is going to
be on July 5, 2023, they have to submit the agenda items.
There was a consensus for July 5, 2023.
b. Recreation & Parks Advisory Board Annual Report for Commission
No discussion.
VIII. New Business
a. Camp Boynton

Mr. Young indicated that during the last meeting, Board members requested an update
on the summer camp.
Mr. Lazo advised that so far, the maximum for Hester is 80, there are 55 filled, so that
leaves 25 openings. He said that at the Carolyn Sims Center, there are 60 openings
maximum, and 48 are filled, with 12 available. He explained some of the field trips that
they will be going on.
Chair Mondello commented that it sounds like they are progressing, and this is probably
the month they will get the final sign-ups.
Mr. Lazo stated that camp starts June 5, 2023.
Ms. Pandev questioned the fees.
Mr. Young advised the fees are $600 for residents and $750 for non-residents for the
entire summer. He mentioned the Junior Lifeguard Camp at Denson Pool, which is
already at capacity, and usually takes on ten junior lifeguards for the summer.
Chair Mondello thought that camp is $500 for the summer and maybe $550 for non-
residents.
b. Park Improvement Update
Mr. Young stated that Wesley Norwood, Parks Superintendent, would provide the update
on park improvements.
Mr. Norwood reported that the team has been tackling a lot of projects the last few
months, and he gave a shout out to the team. He gave an update on the following:
Crowder Dog Park;
Forrest Hills;
Palmetto Greens;
Sara Simms; and
Galaxy.
Chair Mondello commented that it is so close to the schools; it is a perfect field trip.
Mr. Norwood stated that 80 kids went out there two Fridays ago, and they hope to
continue a partnership with the school. He continued his update as follows:
Veteran's Park;
Meadows Park;

Ocean Front Park;
Intracoastal Park;
Wilson Park;
Kapok Park;

War Memorial Park.
Vice Chair Pierce-Roe mentioned Betty Thomas Park, and noted that the Commissioners
were looking for a place to have a dog park and Jaycee was suggested. She
recommended a huge area at the south end of Betty Thomas Park and asked if that would
be something they would be able to rent out.
Mr. Norwood stated that they could look into it and that currently, the Jaycee plan is
moving forward.
Vice Chair Pierce-Roe asked if they are going to do a dog park without any consideration
of other people.
Mr. Norwood replied unfortunately they are moving forward with the project. He noted that
they can definitely look into the feasibility of adding Better Thomas as a future potential
dog park.
Mr. Young stated that some of the parks that are not dog parks, are dog friendly.
Vice Chair Pierce-Roe commented that it is a huge piece of property at Betty Thomas
that no one is using and that would be a great park going to an Intracoastal Park that
people use a lot.
Mr. Young advised that the project being discussed can be brought to the Board for
discussion, but they are discussing adding a dog park at Jaycee Park.
Vice Chair Pierce-Roe asked if they ever decided if they would ever be able to do solar
over the Pickleball courts.
Mr. Young stated that for CIP 1, the project submitted was to have lights, not necessarily
solar, but they are looking to add lights so Pickleball can have extended play.
Vice Chair Pierce-Roe questioned if solar would be a better option, rather than running
wires, etc. and if it would be more environmentally friendly.
Mr. Young indicated that the project submitted included changing out fixtures for all the
lights to be LED on the tennis courts.

Mr. Lazo stated that they submitted that project and they are looking at the Little League
lights as well and at the Tennis Center in general, switching everything to LED. They are
working with the Grants Manager, because MUSCO has a 50% off grant and they are
trying to see if they can apply to have some cost savings to execute these projects. He
said that they can look at solar as well just to see what options they have and get a price.
Vice Chair Pierce-Roe mentioned that the cleaning stations at the boat ramp are missing
hoses and spickets.
Mr. Norwood indicated that they are aware of that. He said that the issue is when they
replace them, they end up missing. He stated that they had a meeting with the Public
Works Department, and they are looking at solutions to figure out how to alleviate that.
Chair Mondello asked what could be done to stop it.
Mr. Norwood replied that they would have to rig something to where it is permanently
stable and they are looking into it.
Vice Chair Pierce-Roe commented that garbage cans were replaced, but for that park,
she thinks they need something a little different because when people get off the boat,
many times they have a bag of all their stuff, and they throw it on top of the lid, and it does
not go into the can.
Mr. Norwood stated that they will see if they have some of the larger cans in other parks
that they can swap out.
Mr. Young asked if Vice Chair Pierce-Roe was indicating that the barrels did not have a
lid before.
Vice Chair Pierce-Roe replied no, they were like 55-gallon drums that they cut the top off
and the kids painted them.
Mr. Lazo stated that it is a big water catcher.
Mr. Young thanked Mr. Norwood for all the work they are doing.
c. Upcoming Recreation Programs & Events
Justin Johnson, Marketing & Outreach Manager, made the following announcements:
• Wellness Wednesday Yoga class will be at Intracoastal Park on Friday, May 26,
2023.
• A Flag Planting Ceremony will be held at Boynton Beach Memorial Park on Friday,
May 26, 2023, starting at 8:00 a.m., and volunteers are needed.

• The Haitian Heritage Celebration will be at Sara Simms Park on Saturday, May 27,
2023, starting at 2:00 P.M.
• The Memorial Day Ceremony will be at Boynton Beach Memorial Park on Sunday,
May 28, 2023, at 2:00 P.M.
• The Juneteenth Celebration will be at Sara Simms Park on Monday, June 19,
2023, from 12:00 P.M. to 5:00 P.M.
Chair Mondello asked if they had the Juneteenth Celebration at Sara Simms last year.
Mr. Johnson stated that there will be food trucks, live entertainment, educational
information, and a barbecue cookoff competition. He mentioned that most likely tomorrow
he will be ordering the prize to present to the winner.
Vice Chair Pierce-Roe mentioned yoga at the Senior Center, and said that she had asked
them at one time if they would be able to post this over there for some of the people and
she was told that the function does not happen at the Senior Center, so they are not
allowed to post the information. She asked why it could not be posted since it is a
Recreation and Parks Event.
Mr. Johnson advised that it is posted on a display in the caf6 in the Senior Center.

Chair Mondello advised tthat hese appointments are based on the Commission.
