SUBJECT: May 16th Stormwater Community Meeting
Attached is a copy of the recapitulation sheet from the second of the two Stormwater Public
Meetings sponsored by Commissioner Charlie Fisher. In summarY, you will find from this
meeting that:
There were a total of 13 problems areas identified by individual property owners, and
three attendees who had no specific problems but were just in attendance to see
what was being discussed.
Of the 13 individual property owner problems identified, four (4) of them are items
that could be considered City of Boynton Beach issues. The other nine issues are
the responsibility of other jurisdictions.
Of the four (4) city issues, 3 of them are specifically related to our general swale
improvement program (that has been put on hold for at least one year). The other
problem is not a stormwater problem, but rather one related to the maintenance of
the private canal system in our City, We are doing some additional research on this
last issue, and hope to come up with a plan of action (in cooperation with the Parks
Department) verY soon.
In summarY, over the course of the two meetings, it appears that we have been able to deal
with all of the issues, but for the two canal dredging issues. That is:
The City has responsibility for 9 of the 26 problem areas identified over the two
meetings dates.
Of those 9, three are being corrected with existing construction programs, and 6 are
related to the delayed master swale program. We anticipate that we won't be able to
get to these last 9 for at least another year or so. These will be addressed when we
undertake the implementation of the master swale program.
There were a total of 15 problem areas identified that are the responsibility of other
jurisdictions. In each of these cases, we have given the property owner a direct
referral to the proper agency for dealing with this problem.
The last two cases both dealt with canal sedimentation, an issue that is not a
stormwater issue. In one case, it is the sedimentation that has silted in at the
Harbour Hall Inlet Club. In the other case, it is the on-going.sedimentation situation
behind the home of Rick and Tina Smith.
The Utilities Department is taking the position that neither of these situations are a
stormwater problem. As written to you previously, it appears that the Harbour Hall
Inlet Club situation is possibly a matter for the City Commission to decide, since
there are significant expenses involved in what looks like a private property matter. I
will look to you to advance that issue to the Commission if you so desire. In the case
of the Smith's, we are doing further research on the matter and will advise you of
what we discover once that research is concluded.
