Safety Committee Education and Training Program:
"Safety - Everyone's Responsibility"
Members viewed the video on "Safety - Everyone's Responsibility." Chairman
Magazine stated that the video is available for viewing by all departments.
Please contact him to make arrangements. There are two additional videos in
conjunction with this video, which will be shown at a future meeting.
V. Old Business
A. Fire Drills (Borden)
Deputy Fire Marshal Borden was not present to make a report. Chairman
Magazine presented the Recording Secretary with a memo from the Boynton
Beach Art Center regarding a practice fire drill that took place on Thursday,
November 1,2001 to be filed with the minutes.
B. "Proud to be a Safe Worker" Awards
None
C. Departmental Inspections & Safety Meetings
Will be provided
D. Defensive Driver Course
There are no classes scheduled for December. Classes will resume .in January.
Chairman Magazine pointed out that it is mandatory that all personnel that drive
for the City must take the course every three years.
E. Incident Review Board Referrals

It is anticipated that the program will begin after the first of the year.
H. Departmental Safety Issue
a. West Wing Crosswalks (Magazine)
Chairman Magazine met with Jeff Livergood. There is a problem placing the
crosswalk in the middle of the road. It is planned to place the crosswalk at the
intersection of Seacrest and NE 1st Avenue.
VI. New Business
A. Departmental Safety Issues
Mr. Falstad stated that the Golf Course was in need of new OSHA posters. He
was advised to contact Human Resources.
B. Personal Protective Equipment (PPE) Policy Update
The new policy was furnished to members previously to provide them with an
opportunity to review the new policy prior to the meeting. One of the main
changes was the addition of safety vests (page 5). These requirements were
taken from the State's DOT guidelines. Chairman Magazine asked if there were
any suggestions.
Ms. Smith asked what the definition of "sewer boots" was. Chairman Magazine
responded that these are the regular tall rubber boots.
Ms. Smith questioned why it was mandatory for basic heavy equipment
operators to be required to wear a hardhat while inside the equipment. She did
not think that a hardhat was necessary since the operator was enclosed in a roll
cage and a hat would be of little or no benefit. Ms. Smith stated that whenever
personnel is not inside the equipment, they do wear a hat. She felt that if
wearing a hat was necessary, chinstraps should also be required to make
certain that the hat remains on the operator's head. Chairman Magazine will
follow through to determine the industry standard.
With regard to confined space entry (dry) and (wet), Ms. Smith questioned why
lung protection was required? She noted that they are equipped with gas
meters whenever going underground and they keep checking the gases. She
did not think there would be enough room in the manholes to require workers to
wear an air pack. Further, she noted that currently her department does not
have any of this equipment for use in manholes.

Chairman Magazine inquired if there was a departmental policy and Ms. Smith
said there is a confined space entry sheet and if chemicals are found, it must be
called in. Chairman Magazine will check the OSHA requirements for confined
space entry.
C. Other
Chairman Magazine distributed new guidelines issued by OSHA concerning
"Anthrax in the Workplace." Three zones have been created to determine the
level of risk for workers as follows:
· "Red Zone: workplaces where authorities have informed you that
contamination with Anthrax spores has been confirmed or is strongly
suspected;"
· "Yellow Zone: workplaces where contamination with Anthrax spores is
possible;" and
· "Green Zone: workplaces where contamination with Anthrax spores is
unlikely.
The City of Boynton Beach is considered to be a Green Zone at this time. Mr.
Vickey felt that the Post Offices within the City should be placed in the Yellow
Zone. Chairman Magazine pointed out that the City Post Offices have not been
tested for Anthrax.
The City has held training courses for employees. Gloves and masks are
available through the warehouse.
VII. Announcements
The November Safety Council Workshops are (I) Managing an OSHA Inspection
scheduled for November 28th and (2) Protecting the Workplace against Violence
and Terrorism on November 30th. Anyone interested in attending should contact
Risk Management for full details.
Vice Chair Weise announced that the Operation Lifesaver Presentation was
given to the Utilities Department at the East Plant. There was a good turnout
and it was well received. Anyone that would like to have the presentation given
in their department should contact either her or Ms. Webb. The presentation will
also be given to children attending summer camp next year.
