Call to Order Chairman Magazine called the meeting to order at 10:10 a.m. II. Roll Call The Recording Secretary called the roll. A quorum was declared present. III. Acceptance of Minutes of August 20, 2001 Regular Meetin9 Motion Mr. Bill Coup moved to accept the minutes. Motion seconded by Mr. Larry Quinn, which unanimously carried. IV. .Safety Committee Education and Training Pro~ran~ Chairman Magazine presented a video entitled "Safety and the Supervisor". Fire Drills (Borden) Chairman Magazine stated when the new Safety Officer comes onboard, he will be coordinating the fire drills. Evaluations will continue to be dOne by the Fire Department. Deputy Chief Gale has confirmed this. B. "Proud to be a Safe Worker" Award None C. Departmental Inspections & Safety Meetings The latest reports for departmental inspections and safety distributed. meetings were Mr. Rumpf requested that the Engineering Division be removed as part of the Development Department. Chairman Magazine will follow through On this. D. Defensive Driver Course Notices have been sent out and classes are filling up. Anyone who drives a City vehicle or their own personal vehicle on City business must take the course. Chairman Magazine said that he had spoken with Chief Gage concerning the Police Officers taking the course. He requested that Sgt. McCabe follow through with Police Chief Gage on this. Also, anyone who took the course three years ago needs to take the course again. E. Incident Review Board Referrals a. Entering private property, i.e. fenced in backyards (Bobich) Chairman Magazine requested that the Utilities and Police Departments determine if they have written policies regarding entering private property and to bring them to the next meeting for discussion. A citywide policy needs to be established to include all departments that have employees that need to enter property in the performance of their jobs. Deputy Fire Marshal Borden requested that the Incident Review Board furnish copies of their minutes to this Committee. He Pointed out that there were many issues that the Incident Review Board wished to refer to the Safety Committee. Chairman Magazine will follow through with this. Meeting Minutes Safety Committing Meeting Boynton Beach, FL September 10, 2001 F. Infection Control Policy (Bobich) This item was tabled and will be addressed by the new Safety Officer. G. Safety Policies Review (Weise) It is anticipated that the new Safety Policy will be distributed to all City employees in the very near future. H. Certified Child Safety Seat Technicians a. Fire Academy Volunteers (Borden) Deputy Fire Marshal Borden reported that Fire Administration did not wish to approach the Fire Academy on this subject. b. COPS and Police Academy Fire Administration did not wish to approach the Police Academy on this subject. c. City employees training on'duty time (Weise) Vice Chair Weise was not present. I. Hurricane Preparedness Ham Radio Test (Smith) This item will be removed from the agenda. J. Wellness Program (Magazine) Pinecrest has not yet returned the contract. It is anticipated that a luncheon speaker will come into the City to speak on a monthly basis on various wellness topics. This will probably take place at the Civic Center. Smoking cessation will be a priority topic. A trainer will also be in the City gym at least once or twice each month to assist employees with use of the equipment. There are wellness posters and brochures available in the City Hall lunchroom that have been furnished by JFK MediCal Center. It was noticed that the person giving the orientation to new employees on use of the City's gym did not explain how to use the equipment. Chairman Magazine will follow through with this. 3 Meeting Minutes Safety Committing Meeting Boynton Beach, FL September 10, 2001 K. Old High School Walkthrough (Magazine) Approximately seven people walked through the Old High School with full gear. There is a committee trying to save the school. Their architect and consultant were included in the tourr This committee has until the October 16th Commission meeting to come up with a proposal. If this falls through, the Commission will be asked to authorize the razing of the building. The City also brought in Mr. Rick Infante, a safety consultant, to view the building. Mr. Rumpf inquired if the building would be exterminated. Chairman Magazine said this would be a requirement before the building could be demolished. VI. New Business A. Departmental Safety Issues Mr. Rumpf felt that crosswalks were needed to cross from City Hall to the parking lot across 1st Street because of the high speed of traffic. There have been many complaints from employees trying to cross the street. Mr. Rumpf will check with Engineering to determine how this can be accomplished and who would be responsible for following through with this request. Members discussed the problems of exiting from City Hall onto Seacrest Avenue and Boynton Beach Boulevard. It was noted that the County controls and sets the traffic lights. If anyone wants to request a change in the timing of the lights, the County must be contacted. Ms. Tierney stated there is a problem of turning onto Ocean Avenue from Seacrest when trying to enter the parking lot alongside the Code Offices because it requires a sharp, quick left turn. Mr. Rumpf pointed out that the driveway is non-conforming. B. Other None VII. Announcements None VIII.
