Call to Order Chairman Magazine called the meeting to order at 10:07 a.m. II. Roll Call The Recording Secretary called the roll. A quorum was declared present. III. Acceptance of Minutes of July 9, 2001 Regular Meeting Motion Mr. Bill Coup moved to accept the minutes. Motion seconded by Ms. Dorothy Mack, which unanimously carried. IV, Safety Committee Education and Training Program Chairman Magazine presented a video entitled "Accident- It Can't Happen to Me". Meeting Minutes Safety Committing Meeting Boynton BeaCh, FL August 20, 2001 The videO is available for viewing by any Department by contacting Risk Management. V. Old Business A. Fire Drills (Borden) There are no fire drills to report. Chairman Magazine spoke with Deputy Chief Gale and it has been determined that when the new Safety Officer is hired, he would be in charge of arranging the fire drills. All fire drills will be unannounced. The Fire Department will conduct the evaluations. B. "Proud to be a Safe Worker" Award None C. Departmental Inspections & Safety Meetings These will be distributed next week. D. Defensive Driver Course Ail personnel that drive a City vehicle or their personal vehicle on City business must take this course. Persons who took the course more than three years ago are required to take the course again. The Risk Management Department will be conducting its annual review of driving records for all personnel that drive a City vehicle. It is mandatory that any City employee that has their license suspended must notify their employer. All drivers must be licensed in the State of Florida. E. Incident Review Board Referrals a. Entering private property, i.e. fences in backyards (Bobich) Since Mr. Mark Bobich was not present to make his report, the item was not addressed. F. Safety Policies Review (Weise) Chairman Magazine stated that the Policy has been reviewed. The report will be printed in the very near future for distribution to all City employees. It was pointed out that smoking in City vehicles, including Police vehicles, is not allowed. Discussion ensued regarding the use of hands-free equipment for cell phones. Deputy Fire Marshal Borden said that recent studies have shown that the use of hands-free equipment does not deter accidents. Chairman Magazine said that the study was flawed because there was no type of comparison used. Hands- free equipment is available through the ITS Department. Deputy Fire Marshal Borden said that his Department's policy requires employees to pull over and stop when speaking on a phone. H. Certified Child Safety Seat Technicians Fire Academy Volunteers COPS and Police Academy City employees training on-duty time (Weise) Deputy Fire Marshal Borden stated that the Fire Department continues to provide the program every Tuesday afternoon at Station #3 between 3:00 p.m. and 4:00 p.m. by appointment only. They have not been very successful recruiting volunteers. The Fire Department has three certified child-safety seat installers. To become certified, a person must attend a four-day course. Chairman Magazine inquired if any decision has been made on the City paying for the course and was informed that no decision has been made. He will follow through on this. Hurricane Preparedness Ham Radio Test (Smith) No report J. Wellness Program (Magazine) A company (Pinecrest) has been identified to provide the City with wellness services and the contract should be forthcoming. It is anticipated that once a month during the lunch hour a speaker will be at the Civic Center to speak on various topics. Also, it is anticipated that twice monthly, for approximately one hour, a person would be present in the City's gym to answer questions about exercising. 3 Meeting Minutes Safety Committing Meeting Boynton Beach, FL August 20, 2001 A vendor has been located to provide brochures on approximately 50 wellness topics. The brochures will be coordinated with the speakers and available to those people who attend the lunch programs. Chairman Magazine pointed out that in the City's lunchroom there is a wellness board that is furnished by a company affiliated with the JFK Hospital and brochures are available. Anyone wishing to have a particular wellness topic addressed should contact Risk Management. Pinecrest will also be submitting a proposal to the City to take over the wellness program that is currently being run by Human Resources. Smoking cessation programs will be offered since there are municipalities now hiring non-smokers only. V. New Business A. Departmental Safety Issues Mr. Falstad asked if CPR training was mandatory for all employees. Chairman Magazine said CPR training was required based upon an employee's job description. CPR training is voluntary for all other employees. Deputy Fire Marshal Borden stated that Fire, Police and emergency dispatch personnel are required to be trained in CPR. With the addition of defibrillators City Departments should consider which of their personnel should become CPR trained and certified. Training on the use of defibrillators includes CPR training done by the Fire Department. Chairman Magazine reported that the Risk Management Department has determined that the Old High School is unsafe and everything has been removed from the building. There is a committee of private citizens organized to save the Old High School and they have requested to tour the inside of the building. In order to enter the building, they will be required to dress in full gear, which the City has agreed to provide. Chairman Magazine inquired if this type of equipment was available at the warehouse. Mr. Vickey stated that the warehouse did stock isolation kits, as well' as paper suits. Chairman Magazine will go to the warehouse to determine what is available. Respirators will also be provided. B. Other None VII. Announcements The City of Boca Raton will be holding a program entitled "OSHA and Construction Safety" to be held on Wednesday, August 29th in their Council 4 Meeting Minutes Safety Committing Meeting Boynton Beach, FL August 20, 200'1 Chambers from 1:30 p.m. to 3:30 p.m. A representative from the Ft. Lauderdale OSHA Office will be present. Building inspectors, code compliance officers, construction project managers, inspectors, fire rescue and police personnel, and department safety representatives are the target audience. Copies of the announcement will be forwarded to the City's Development Department. The City has been offered 10 seats. Chairman Magazine announced the workshops for the Safety Council scheduled for August and September. Flyers are available in Risk Management and when registering, please contact the Safety Council directly. The City is a member of the Safety Council. An inquiry was made regarding the status of the repairs to the boardwalk at the City's Beach. Chairman Magazine responded that this would probably now be addressed as a CIP project. Mr. Livergood and Mr. Majors have been looking at major renovations that may be needed, since the short term solutions have not worked. VIII. Next Meeting Date: Monday, September 10, 200'1 IX.
