I. Call to Order
Chairman Magazine called the meeting to order at 10:10 a.m.
II. Roll Call
The Recording Secretary called the roll. A quorum was declared present.
III. Acceptance of Minutes of June 11, 2001 Regular Meeting
Motion
Mr. Coup moved to accept the minutes. Motion seconded by Mr. Bobich, which
unanimously carried.

IV. Safety Committee Education and Training Program
Chairman Magazine presented a video entitled "Unsafe Acts". After viewing the
video, Chairman Magazine stated that the Safety Coordinator in each department
should be reviewing the incident reports for their department. When the IRB
reviews incidents, it is always brought up whether the employee could have done
something to avoid the incident, Safety-counseling forms are available on the
share drive and should be completed and used as a training tool to prevent the
same incidents from reoccurring.
Deputy Fire Marshal Borden, Chairman of the IRB, noted that normally the
supervisor does investigations of incidents in a department and the safety
coordinator is not normally involved in issuing counseling memos. Further, the
City's APM directs that counseling memos should be issued by the department
head if an employee was involved in a preventable incident.
V. Old Business
A. Fire Drills
Chairman Magazine noted that Deputy Fire Chief Gale is on vacation and he will
speak with him upon his return.
B. "Proud to be a Safe Worker" Award
Mr. Bobich announced that Pat Franklin of the Utilities Department received a
Safe Worker Award for discovering and putting out a grass fire near the
Administration Building.
Chairman Magazine announced that Diane Reese, Finance Director, received a
Safe Worker Award for discovering and reporting paper being placed in the latch
receptacle entering City Hall, which allowed the door to remain unlocked.
These forms are also available on the share drive.
C. Departmental Inspections & Safety Meetings
Chairman Magazine distributed a matrix of the current departmental safety
inspections and meetings.
D. Defensive Driver Course
The schedule had been previously distributed.

E. Safety Belt Use Project Team
Tabled until the next meeting.
F. Incident Review Board Referrals
a. Entering private property, i.e. fenced in backyards.
Deputy Fire Marshal Borden reported that a City Building Inspector entered the
backyard of a home to inspect the pool and was bitten by a dog in the yard.
There were no signs posted that there was a dog on the property. The Building
Inspector entered the backyard without being accompanied by the homeowner.
The City's Safety Board would like this Board to come up a written policy stating
that if no one is home, a City employee cannot open the gate for the purpose of
going onto the property.
Chairman Magazine inquired what the Police and Fire Departments' policies
were in this regard. Sgt. Dean reported that Police and Fire personnel can enter
property in an official capacity in order to save a life or property. He was unsure
with regard to regular City employees. He suggested if it was an emergency and
access was necessary, they could always call the Police Department to assist in
gaining entry onto the property.
Ms. Smith said that she spoke to someone in the State Attorney's Office who
informed her that if a person came home and found a City employee in their yard,
the homeowner could press charges for breaking and entering. Sgt. Dean said
that there is a State statute permitting utility readers to enter property for the
purpose of reading the meters. He was uncertain if this applied to water meters.
Ms. Smith reported that all old meters that are located in the rear of properties
throughout the City are being moved to the front. She noted that the City is given
an easement that allows meter readers to have access onto property for the
purpose of reading the meters.
It was agreed that there needs to be a written policy. Since this applied primarily
to the Utilities Department, Mr. Bobich was requested to follow through on
preparing a draft policy and to bring it back to the Board. Chairman Magazine
said that when he received the policy, he would send it to the Police Department,
Code Compliance, Building and Legal Departments for their review and
comments. The policy should be written as a citywide policy and not limited to
utility employees.

G. Infection Control Policy
Chairman Magazine reported that Hepatitis A can be contracted through
contaminated water and consideration is being given to vaccinating certain
employees who routinely come in contact with contaminated water. Mr. Bobich
noted that many employees have already received the vaccine for Hepatitis B,
and the vaccine for Hepatitis A is new.
H. Safety Policies Review
Vice Chair Weise was not present to present the final version. The new Safety
Policy will be on the share drive and copies will be distributed to all City
employees.
I. Evacuation Planning
No report
J. Certified Child Safety Seat Technicians
a. Fire Academy Volunteers
Deputy Fire Marshal Borden stated that he brought the issue to the
Administration Division of the Fire Department and it was not acted upon. He will
bring the matter up again.
Chairman Magazine asked if there might be some interest among the Police
Academy graduates. Deputy Fire Marshal Borden said that the Fire Department
is in charge of the program and provides this service every Tuesday afternoon at
Station #3 by appointment only. He also pointed out that if anyone was
interested, they would be required to attend a four-day course and then be
available to volunteer. Sgt. Dean said that he would have Officer John
Huntington, who is in charge of the COPs program and the Citizens' Academy,
speak with Chairman Magazine.
b. Report on June 16 Program at Hester Center
Deputy Fire Marshal Borden announced that the bicycle and child-seat safety
program was very sUccessful. Bicycle helmets were given away to the children.
c. City Employees training on-duty time
Vice Chair Weise was not present to give a report.

K. WWTP 2nd Floor Showers
Chairman Magazine reported that Mr. Ezzell from the West Water Treatment
Plant who raised this issue at the last meeting was not present. Mr. Bobich said
that this has been under discussion for many years. 'Originally it was felt that a
shower was not needed upstairs because the hand-held eyewash hose could be
used to shower off. However, at some point it was decided to put a shower in but
the location chosen for the shower was found to be inappropriate. The West
Water Treatment Plant is now scheduled for expansion and the engineers will
address the placement of a shower.
V. New Business
A. Departmental Safety Issues
Mr. Bobich said that he has been forwarding the inspection reports from the West
Water Treatment Plant and the Safety Reports being distributed at the meetings
do not indicate that they were held. Chairman Magazine will check into this.
With regard to the Customer Service area at City Hall, Mr. Bobich suggested that
someone else should be doing these inspections since he is no longer in this
area. After discussion, it was determined that Mr. Bobich would speak with Mr.
Tony Penn about taking over this responsibility.
Ms. Smith announced that on Wednesday at 1:00 p.m., Deputy Fire Chief Ness
will conduct a test for all ham radio operators for hurricane preparedness. Three
employees from the Fire Department, four from Utilities and twO from Parks
would be participating. Ms. Smith will report on the results of the test.
B. Wellness Program
Chairman Magazine reported that he met with representatives from Pinecrest.
After their proposal is received, he will have two proposals to present to
administration. Chairman Magazine would also like the new Wellness Company
to take over the Health and Wellness Fair, which had been previouslY run by
Human Resources. Chairman Magazine anticipates having more information at
next month's meeting.

VI. Announcements
Chairman Magazine announced that the training schedules of the Safety Council
of Palm Beach County for the month of July were available. Also scheduled for
July 17 and 18 is a 10-hour OSHA Construction Course.
