I. Call to Order
Chairman Magazine called the meeting to order at 10:05 a.m.
II. Roll Call
The Recording Secretary called the roll. A quorum was declared present.

IV. Safety Committee Education and Training Program
Chairman Magazine presented a video entitled "It Only Takes a Second". After
viewing the video, members discussed its content. Chairman Magazine
purchased the video in order to demonstrate how important it is to be cognizant
at all times of safety in the workplace. The video is available through Risk
Management for viewing at safety department meetings.
V. Old Business
A. Fire Drills
Chairman Magazine stated that the alarms have been going off in the East Wing
of City Hall several times over the past few days. Vice Chair Weise thought this
was attributable to the alarms being worked on. Assistant Fire Marshal Borden
said if this was the case, the Fire Department should be notified.
~Fire Marshal Borden pointed out that fire drills are not required, but the
Code does recommend them. Vice Chair Weise inquired if the Library has
scheduled fire drills and was informed it does not. Because there is a large
number of children that frequent the Library, Vice Chair Weise suggested that the
Library should have at least two fire drills per year. Chairman Magazine noted
that it had been past City practice to have a fire drill at least once a year in each
City building.
~ire Marshal Borden suggested that if Chairman Magazine would like
to schedule fire drills, he should contact Chief Gale.
B. "Proud to be a Safe Worker" Award
There were none to report. Chairman Magazine inquired if all departments had
the necessary forms and pins. Most Safety Coordinators indicated that they did
not. Chairman Magazine said he would follow through on ensuring that each
department gets them.
C. Departmental Inspections & Safety Meetings
Chairman Magazine distributed a matrix of the current safety inspections and
meetings.
D. Defensive Driver Course
There are four sessions scheduled for June and the schedule was distributed.

There were none to report.
G. Infection Control Policy
Mr. Bobich is working on this.
H. Safety Policies Review
The latest draft of the Boynton Beach Safety Manual was distributed. Chairman
Magazine requested that members review the Manual with their staff and advise
him of any additions or changes. There are two issues that have to be dealt with.
The first one is fire drills and the second is evacuation planning. Vice Chair
Weise said that Chief Gale needs to be contacted to determine if the Safety
Committee can set the time and date for fire drills. Chairman Magazine would
follow through on this. Once a determination is made, the Safety Manual will
state that fire drills will be mandatory in all city buildings at least once a year.
Evacuation Planning
Vice Chair Weise reported that the current fire alarm system cannot be
piggybacked and an overhead PA system cannot be implemented because it is
too costly. Vice Chair Weise and Chairman Magazine will be meeting with
Randy Northrop and Cathy McDeavitt from ITS to come up with a manual
procedure. This will also be added to the Safety Manual once it has been
formalized. It was determined that Phyllis Dixon should also be invited to the
meeting because if the building needs to be evacuated, there needs to be a plan
to relocate dispatch. Assistant Fire Marshal Borden noted that dispatch already
has an evacuation plan.
Chairman Magazine pointed out that each individual department should have a
safety policy to deal with their own specific safety issues.
J.~,~ Certified Child Safety Seat Technicians
~ire Marshal Borden said that the Fire Department now has three
people trained as child safety seat technicians. Chairman Magazine inquired if
someone checked with the Fire and Police Academies to determine if there are
people who would like to volunteer their services. Chairman Magazine requested
that the Fire Department send out notices to the graduates of the fire academy to

determine if anyone would volunteer to take the training. Assistant Fire Marshal
Borden said he would follow through with this.
On June 16th at the Ezell Hester Center from 10:00 a.m. to 2:00 p.m. a
bicycle/safety helmet program would take place. Also on that date, by
appointment only, child safety seats will be checked. A representative from the
County will be present for the bicycle/safety helmet giveaway and the Fire
Department will be inspecting and installing child safety seats. If any seats are on
the recall list, they will be replaced.
Assistant Fire Marshal Borden noted that their supply of child safety seats
originally donated by Wal-kMart is running Iow. They are looking for additional
sponsors for the seats since Wal-kMart only does this on an annual basis.
Originally 200 seats had been donated at a cost of approximately $50 each.
Lowe's has indicated that they would be contributing $1,500.
With regard to training new volunteers, Assistant Fire Marshal Borden stated it
takes four days to complete the course. Chairman Magazine said once someone
takes the training, he would like them to sign a contract that they would agree to
donate a specific number of volunteer hours per year. Mr. Alfaro asked if the
program would be open to employees as well as fire personnel. Vice Chair
Weise said she would speak with City Manager Bressner to determine if an e-
mail could be sent to all employees seeking volunteers, similar to what Assistant
Fire Marshal Borden would be doing. Mr. Alfaro also inquired if the employee
who takes the four-day training would receive his regular pay. Vice Chair Weise
said she would also speak to Mr. Bressner about this.
It was announced that in August, Ms. Pam Webb and Vice Chair Weise would be
taking the "Operation Lifesaver" training. After the training, they will be available
to go into the community to speak about train-crossing safety.
K. Safety Shoe Vouchers
There have been some problems getting shoes from the new Wal-kMart.
Chairman Magazine thinks the problems have been straightened out. Anyone
having a problem should contact him.
V. New Business
A. Benefits & Wellness Fair
The City held its annual Benefits & Wellness Fair last month and it was very
successful. Risk Management, together with Home Depot, presented a program
on ergonomics. Chairman Magazine said that he has a program available on
ergonomics and would be glad to work with individual departments.

Vice Chair Weise reported that at the Benefits & Wellness Fair the Safety
Committee sponsored the "convincer" and representatives from the Florida
Highway Patrol were present to demonstrate it. Approximately 15 people tried it
out. Giveaways pertaining to highway safety were also handed out. Thank you
letters were sent to the Officers who participated. Chairman Magazine felt it was
a very effective tool to demonstrate the impact of not wearing seatbelts.
B. Departmental Safety Issues
It was pointed out that one of the purposes of these monthly safety meetings is to
bring up issues that exist within members' departments and members were
encouraged to bring forth any concerns they may have.
Chairman Magazine said he would be updating the safety committee list and
would e-mail a copy to all the members.
Mr. Gary Ezzell said that there were no fire sprinklers in his building. He also
noted that although it is not required by OSHA, it is highly recommended that
there be water showers upstairs, since personnel work with a great deal of acids.
Eye washers are available upstairs, Mr. Ezzell said he was informed that they
could not place showers upstairs because of the electrical equipment located on
the first floor.
Members discussed the risks involved with working with chemicals and the
necessity of having full showers available. Chairman Magazine suggested that
Mr. Ezzell and his department team come up with a recommendation and bring it
back to this Committee. Chairman Magazine said there are self-contained
showers available that could be utilized. It was noted that there are showers
located downstairs in the building.

VI. Announcements
Chairman Magazine distributed the June and July workshops that are being
sponsOred by the Palm Beach County Safety Council. Chairman Magazine noted
that a Forklift Instructor Course is offered and that it might be beneficial to have a
certified instructor in the City.
Chairman Magazine pointed out that on every shift in every work area there
needs to be a person who is qualified in first aid and CPR. Anyone wishing to
take the first aid course should contact Lt. Debbie Dypold at 742-6336. Vice

Chair Weise noted that the first aid course and the CPP, course were separate
courses.
VII. Next Meeting Date: Monday, July 9, 2001 at 10:00 a.m.
Chairman Magazine requested that members bring their Department's Hurricane
Preparedness Plan to the next meeting.
VIII. Adjournment
There being no more business to come before the committee, Ms. Mack moved
to adjourn, which was seconded by Assistant Fire Marshall Borden. The meeting
properly adjourned at 11:10 a.m.
