86-VVV86-¥ ¥ %/ A RESOLIIfION OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, ENDORSING A CALL ASKING THAT THE FLORIDA STATE L~GISLATURE CONVENE IN SPECIAL SESSION FOR THE PURPOSE OF DEVELOPING SPECIFIC SOLUTIONS TO THE RISING CRISIS OF DRUG-RELATED CRIME WITHIN FLORIDA' S BORDERS. WHEREAS, Florida, in 1985, had the highest crime index rate among the 50 States; and WHEREAS, Florida's crime rate increase, for 1985, was the second highest in the nation; and WHEREAS, Florida's crime index rate for the first six (6) months of 1986 is increasing at a rate even faster than it did in 1985; and WIiEREAS, the value of stolen property within Florida's bor- ders was in excess of 750 million dollars in 1985; and WHEREAS, there is presently an increase in so called "crack" cocaine usage, and arrests are of epidemic proportions; and WHEREAS, there are insufficient numbers of law enforcement officers and court personnel including inadequate numbers of prosecu- tors and judges to process the criminal element through our judicial system; and WI{EREAS, there have been numerous prisoners released from prisons and jails solely because of overcrowding and the lack of ade- quate facilities to house such prisoners. NOW, THEREFORE, be it resolved by the City Council of the City of Boynton Beach, Florida: Section 1. That the Florida House of Representatives and the Florida Senate consider holding a Special Session following the November 18, 1986 organizational meeting to develop specific solutions to the high crime rate and drug problems within the state and methods of funding those solutions. Section 2. That the City Clerk is hereby authorized and directed to send copies of this Resolution to the Governor, President of the Senate and the Speaker of the House of Representatives.
