A RESOLULTION OF ~ CITY QOUNCIL OF ~
CITY OF BOYNTON BEACH, FLORIDA, RELATIVE
TO THE REAUTHORIZATION OF GENERAL REV~
SHARING
WHEREAS, Federal General Revenue Sharing has, since 1972, provided
a predictable and stable source of funding to 39,000 of this nation's local
governments; and
WHEREAS, cities have used Federal General Revenue Sharing to pro-
vide basic services such as public safety, health, and education; and
WHEREAS, the authorization for Federal General Revenue Sharing
will expire on September 30, 1986; and
WHEREAS, cities have already suffered the loss of some twenty-
three percent of federal aid in non-inflation dollars; and
W%IEREAS, the mov~t on tax reform threatens to inhibit the abil-
ity of cities to generate municipal financing; and
WHEREAS, the burden of housing, feeding, educating, caring for and
protecting this nation's poor is increasingly falling to this nation's
cities; and
WHEREAS, Federal General Revenue Sharing has proven to be the most
efficientand helpful of all Federal programs upon ~ahich cities have come
to rely; and
WHEREAS, in many cities alternative sources of income do not
exist to replace general revenue funds.
NOW, THEREFORE, BE IT RESOLVED that the Boynton Beach Mayor and
City Council urges Congress and the Administration to extend the authori-
zation of Federal General Revenue Sharing at a $4.6 billion level.
