a) Submit and obtain the Land Development Permit (LDP) from
the Engineering Division. Once the plans are found to be
acceptable, the City Engineer or designee shall issue a
written statement of technical compliance, and notify the
applicant of any fees and surety.
b) Obtain and submit a copy of all applicable permits from
outside agencies such as Florida Department of
Transportation (FDOT), South Florida Water Management
District (SFWMD), Lake Worth Drainage District (LWDD),
Florida Department of Environmental Protection (FDEP),
Palm Beach County Health Department (PBCHD), Palm
Beach County Engineering Department (PBCED), Palm
Beach County Department of Environmental Resource
Management (PBCDERM) and any others, shall be
provided.
c) Dedicate to the city any easement(s) that city deems
necessary for public services and said dedication shall
provide that developer and/or owner shall hold city harmless
for any of its acts performed within or abutting said
easements if any loss or damage is caused to abutting X

d) Submit a S&S cost estimate to include quantities and unit
cost for both the onsite and offsite improvements for paving,
grading, and drainage. Note: Water and sewer fees and
surety shall be computed and collected separately by the
Utilities Department. Site permit fees shall be computed and
collected separately by the Building Department less the
fees associated with the Land Development Permit.
e) Remit payment of Engineering Division review and permit
fees based on the cost estimate of a duly licensed
professional in the State of Florida. (LDR Ch. 2. Art. III. Sec.
3).
f) Provide a surety in compliance with LDR Ch. 2. Art. III. Sec.
6. in the amount of 110% of the engineer's certified cost
estimate. Surety for required utility system improvements
shall be coordinated directly with the Utilities Department.
g) Schedule and attend a pre -construction meeting with the
City's Engineering Division held jointly with the Utility
Department.

5. Prior to the pre -construction meeting, submit copies of the

required shop drawings as approved by the Design Engineer.
6. Prior to the pre -construction meeting, the contractor shall provide
the city with detailed construction mitigation plans. All construction
activity regulated by the LDR shall be performed in a manner so
as not to adversely impact the conditions of adjacent properties,
unless such activity is permitted to affect said property pursuant to
a consent granted by the adjacent property owner, under terms or
conditions agreeable to the adjacent property owner. This
includes, but is not limited to, the control of dust, noise, water or
drainage runoff, debris and the storage of construction materials.
(LDR Ch. 2. Art. III. Sec. 3.D.3.) Impacts on businesses, public
inconvenience, disruption to multi -modal and vehicular/pedestrian
travel on roadways/sidewalks in the vicinity of construction shall be
minimized. Construction mitigation plans shall include the

and materials used during construction of the required

(18) month period from the above -noted date of approval. To maintain vested status, a building permit must be
secured or an extension applied for before the expiration.
To continue this project through the development process, please revise relevant pages of your approved site plan to

must accompany the submission of the fully amended site plan set. The person managing your permit applications

The proposed automatic car wash is 4,414 s.f. During hours of operation, the greeter
kiosk will be manned to maintain control on the inbound vehicles utilizing the car wash
tunnel. In addition, the entrance and exit turning radii of the car wash tunnel has been
maneuveringofthevehiclesin and outof thecarwash tunnel.There are additional striped
vehicularuse areas provided to allow patrons to uzethe vacuums and other car wash
amenities provided on the site should theywantto furtherclean their vehicle. Additionally,
please note that the only way customers can access the vacuum spaces is if they get
their car washed. The self -serve vacuums are free to those who purchase a car wash.,
This facility also offers detailing and waxing services as well which are performed by on -
site staff.

The proposed building is designed in a contemporary style with varied facades in order
to be generally compatible with the structures along the WWoolbright Road corridor. The
elevations are broken into several stepped planesthat incorporate differences in height
materials and parapet configurations. A tower provides additional visual interest and
identifies the building's main entrance.

livinM wage that can assist in supporting fames throughout the City of Boynton Beach.

adjacent parking lot. In order to mgate any parking impacts to the
residents, the proposed site plan provides a 41' rear setback, inclusive of a
12'Type2 landscape buffer with a maximum 2'ht. berm and 6'ht. buffer wall.
The applicant has proposed perimeter LED lighting (with light cutoff at the
property line) throughout the proposed development, which is anticipated to
reduce glare and promote traffic safety.
3. Refuse and service areas, with particular reference to the items in subsection 1
and 2 above;

line. The refuse area is screened by both the six (6) foot wall and
landscaping. Trash would be removed on a standard schedule and solid
waste is not anticipated to increase signcantly as a result of this
application. However, should the waste flow create an issue, the waste p

with Comprehensive Plan policies and City regulations. No additional
impacts are anticipated with this application. Please refer to the paving,
drainage, water and sewer plans prepared by Simmons & White that have
been submitted with this application.
5. Screening, buffedng and landscaping with reference to type, dimensions, and
character
Response: To the north of the subject property is, W Woolbright Road and
?cross this roadway is a medical office use. To the west is retail uses zoned
Planned Commercial Development - P,CD. To the south is an office building,
parking lot, and to the south of that are residential townhouses. To the east
0 the subject site is an office building and parking lot. In order to mitigate
.?-ny adverse affects an automatic car wash might have on the surrounding
uses, screening and buffering is required. The proposed site design and
layout was planned so that minimal impacts were imposed on surrounding
properties. The submittal package includes a landscape plan that identifies
proposed perimeter buffers and plantings.

Response: The proposed automatic car wash building is proposed to meet
*r exceed the minimum setback requirements of the C-3 zoning district.
Minimum setbacks are: front (north) required 20 - provided 56'; rear (south)
required 20'— provided 411% side corner (NIA), and side (east) required 15' —
provided 4,8'. The closest residential structure is nearly 50 feet to the south,
,2cross the parking lot, separated by two (2) layers of landscaping and a
proposed 6ht. masonry buffer wall on site.

Response --The proposed automatic car wash is generally compatible with
the remainder of the commercial uses on the corridor and with the adjacent
residential properties; as such uses located adjacent to large residential
developments are typically patronized by the residents within the
neighborhood. Additionally, the building's large setbacks and appropriate
buffering further the compatibility. The building's design is typical of most
commercial structures with a mix of contemporary style with varied facades
in order to be generally compatible with the structures along the W
Woolbright Road corridor. The elevations are broken into several stepped
planes that incorporate differences in height, materials and parapet
configurations. A tower provides additional interest and identify the building
main entrance.

Response: The overall economic effects of the proposed use on adjacent
and nearby properties, and the City as a whole, will be negligible, other than
the enhanced condon of M with the upgraded building and use
on the site, permit fees and cercate of use fees. It is a local convenience
as intended by LRC future land use designation. Car Washes are staples for
neighborhood businesses and residents. Additionally, it provides
commercial services, which support the resident and visitor populations as
well as creating employment opportunities for the adjacent residential
community to the south.
Response: A mixed use zoning district or redevelopment plan is not
applicable to this project.
12. Compliance with and abatementof nuisances and hazards in accordance with the
operational performance standards as indicated in Chapter3, Article IV, Section 1
and the Noise Control Ordinance, and City Code of Ordinances Part 11, Chapter
15, Section
Response: The project would not create smoke, odors, fumes, or toxic
matter that would negatively impact the neighboring properties. The
automatic car wash is subject to federal and state safety standards, which
provide protections from the nuisances and hazards of fuel. As noted above,
with the distance to the adjacent residential to the south across the parking
lot, and the buffer wall and intervening landscaping, noise associated with
operation should not be an issue. The proposed use would exist in a manner
that is in compliance with the above -refe re nced codes and ordinances of the
City of Boynton Beach.
