86-CCCRESOLUTION NO. 86- ~ ~ ~ A RESOLUTION OF THE CITY OF BOYNRON BEACH, FLORIDA ADOPTING JOB DESCRIPTIONS AND AMENDING PAY PLAN. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: That the municipal employees Pay Plan 85/86 "A" be amended to include Plans Review Analyst I, and Plans Review Analyst II, and to place Plans Review Analyst I in pay grade 22 and Plans Review Analyst II in grade 25. And that the job descriptions attached hereto for these positions are hereby adopted, ratified and approved. PASSED AND ADOPTED THIS 17TH DAY OF JUNE, 1986. SEAL) PLANS REVIEW ANALYST 1 NATURE OF WORK This is a responsible position in technical level work within the Plans Review Division of the Building Department requiring considerable knowledge of the City codes and ordinances. Persons holding this~ classification must have the ability to assist the plans review analyst II and assume his duties in his absence. A person assigned to this classification works under the guidance of the Plans Review Analyst II unless otherwise directed by the Building Official. ILLUSTRATIVE TASKS Note: These examples are intended only as illustrations of the various types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment for this position. Assisting the Plans Review Analyst II in his duties. Answering questions concerning zoning, signs, swimming pools, and other applicable codes at the counter or via telephone. Conducting research as needed or directed to relieve review- ers from clerical duties. Assisting in assigning address numbers to new buildings and checking legal descriptions, and checking Keeping plans updated on plan racks. Maintaining records on incoming and outgoing plans. Coordinating additional clerical duties and telephone calls. Keeping charts to ensure an orderly review process. KNOWLEDGE, ABILITIES AND SKILLS Ability to read and understand plans, drawings, blueprints and related construction documents and identify them effectively. Considerable knowledge of the methods and practices involved in the construction industry and maintaining of same. Must possess clerical skills and pass City Civil Service Examinations (Clerical and Building & Zoning). Considerable knowledge of all codes and ordinances used in checking of plans. Ability to communicate effectively, both verbally ~and in writing, .and to prepare concise, accurate records and reports. Ability to establish and maintain effective working relation- ships with other employees and general public. DESIRABLE EXPERIENCE AND TRAINING Graduation from a standard high school or any equivalent combination of training and experience which provides the above mentioned knowledge, skills and abilities; and passing a test as approved by the City. plrevani.pmp PLANS REVIEW ANALYST II NATURE OF WORK This is a responsible position in the Building Department involving daily contact with the general public. Work involves insuring the completeness of submitted plans, public relations, research, and the review, pricing and processing of signs, fences, sidewalks, driveways, roofing and miscellaneous non-technical permits.~ Ail applications for permit accompanied by plans must be checked for conformance with the plan submittal check list and applicable codes. The codes include The Standard Building Code, Plumbing Code, Gas Code, Mechanical Code, National Electrical Code, C.A.B. Landscape Plan, and N.D.P.A. Life Safety Code. This individual must keep abreast of new materials, devices, products, and construction methods. A person in this classification is under the guidance of the Chief Plans Check Inspector or who ever the Building Official designates. Answers questions relative to submittals. Answers questions on zoning, building, and applicable codes. Reviewing plans for completeness and discussing the discrep- ancies with the contractor or architect. Conducting research as needed or directed. Maintaining logs and charts to ensure an orderly review process. Addressing all new buildings and checking legals. Determining capital facility and road improvement charges and maintaining records accordingly. Keeping plans updated-on plan racks. Doing required research on each plan submittal to reduce the time plan reviewers need to spend on a plan. Public contact in person or via telephone and conveying to the applicant a list of corrections to be made for review. Reviewing temporary trailers per council's approval. Price and permit the same. Coordinating clerical duties, training and telephone calls with other staff members (Clerk & Plan Review Analyst I) and accepting all applications for permits and insuring completeness. -1- PLANS REVIEW ANALYST II con't.
