Minutes 11-10-21 AHAC µ CITY OF BOYNTON BEACH Affordable Housing Advisory Committee (AHAC) ° 6 November 10, 20216:00 pm d City Hall Commission Chambers 100 E. Ocean Avenue Boynton Beach, FL 33425 I. Welcome and Introduction RJ Ramirez, Manager Community Improvement, provided background on the Affordable Housing Advisory Committee. He read the names of the appointed members on the committee: • Commissioner Christina Romelus • Vice Mayor Woodrow L. Hay (alternate) • London Nelson • Dr. Stephanie Hayden-Adeyemo • Sari Vastke • Kevin Fischer • Keturah Joseph • Davey Morris • Cheryl Banks • Ronnie Hoggins Mr. Ramirez noted that there currently a vacant position, but someone has applied,and her name will be recommended to the Commission at a later meeting. He stated Michael Corbit will also be recommended to the Commission for a position appointment. Mr. Ramirez read the following for the record: As a recipient of State Housing Initiative Partnership (SHIP) funds, the City of Boynton Beach City Commission reinstated the Affordable Housing Advisory Committee (AHAC) on August 3, 2021, Resolution No. R21-089, as required by the Florida Statutes, Sec. 420.9076 (SHIP Statute). The AHAC, will be considering and evaluating 11 incentives as directed by the SHIP Statute. Those incentives are: a)The processing of approvals of development orders or permits for affordable housing projects is expedited to a greater degree than other projects, as provided in s. 163.3177(6)(f)3. (b) All allowable fee waivers provided for the development or construction of affordable housing. (c)The allowance of flexibility in densities for affordable housing. (d)The reservation of infrastructure capacity for housing for very-low-income persons, low-income persons, and moderate-income persons. 1 (e) Affordable accessory residential units. (f)The reduction of parking and setback requirements for affordable housing. (g)The allowance of flexible lot configurations, including zero-lot-line configurations for affordable housing. (h)The modification of street requirements for affordable housing. (i)The establishment of a process by which a local government considers, before adoption, policies, procedures, ordinances, regulations, or plan provisions that increase the cost of housing. (j)The preparation of a printed inventory of locally owned public lands suitable for affordable housing. (k)The support of development near transportation hubs and major employment centers and mixed-use developments. II. Selection of Chair and Vice-Chair and AHAC Members Mr. Ramirez invited Deputy City Attorney Shana Bridgeman to guide the committee through the selection process for Chair and Vice-Chair. Ms. Bridgeman asked the City Clerk to conduct the roll call to ensure quorum. In attendance: Christina Romelus, London Nelson, Sari Vastke, Kevin Fischer, Keturah Joseph, Cheryl Banks, Ronnie Hoggins Absent: Dr. Stephanie Hayden-Adeyemo, Davey Morris A quorum was present. Ms. Bridgeman called for nominations for Chair. Ms. Romelus was nominated but declined the nomination based on her availability in March 2022. Ms. Romelus nominated Keturah Joseph as Chair. In a voice vote, the motion passed unanimously. Ms. Romelus nominated Kevin Fischer as Vice-Chair. In a voice vote, the motion passed unanimously. III. Public Comments Mr. Ramirez welcomed any comments from the public. Each speaker is allotted up to three (3) minutes to speak. 2 Ernest Mignoli, 711 NE 7t" Street, Apt. 407, Boynton Beach, expressed his dissatisfaction with affordable housing in Boynton Beach. He is unhappy with the developers and the costs of housing. Commissioner Christina Romelus thanked the other members for agreeing to be part ofthe Board and noted their dedication to the cause. She also thanked the public, Mr. Ramirez, and City Staff. Chair Joseph thanked the Board. The Board members introduced themselves and shared their career background. Mr. Ramirez thanked the Board.
