09-26-23 AHAC Minutes of the Affordable Housing Advisory Committee (AHAC) Workshop, Held on Wednesday, September 26, 2023, at 2:00 P.M. Held Virtually via Zoom at Boynton Beach City Hall, 100 East Ocean Ave, Boynton Beach, Florida 33435 PRESENT: London Nelson RJ Ramirez, Community Improvement Manager Dr. Stephanie Hayden-Adeyemo Michael Corbit Davey Morris Cheryl Banks ABSENT: Woodrow Hay, Commissioner/Aimee Kelley, Alt. Kevin Fischer Ronnie Hoggins Kerry Clinton Keturah Joseph RJ Ramirez, Community Improvement Manager, began the meeting at 2:04 P.M. Self-introductions were made with the above members noted as present. Mr. Ramirez said that the Board meets once a year specifically for SHIP Grants and advised that the Affordable Housing Advisory Committee (AHAC) will have some new members when the City Commission appoints them. He spoke about the role of the Committee Members and the duties of the Committee. He reviewed the incentives, which included expedited permitting to reduce wait times for affordable housing developers. He noted that the Department has a printed inventory of locally owned lands, which is available on the Community Improvement website and the surplus lands inventory, modification of street requirements, and support of development near transportation hubs. He spoke about the process of ongoing reviews and allowable fee waivers for affordable housing, flexible densities, reservation of infrastructure, accessory dwelling units, reduction of parking and setback requirements, and flexible lot configurations. He stated that they will schedule an in-person meeting to review and vote on the final report that will be sent to the City Commission and the Florida Housing Finance Corporation. There was brief discussion about SHIP funds and if it would impact affordable housing and the incentives. Mr. Ramirez responded that the City received a SHIP allocation increase, and that the City will continue to follow its Local Housing Assistance Plan, which he reviewed briefly. He tentatively scheduled an in-person meeting for November 1St, at 6 P.M. It was noted that the modification of street requirements had no recommendations by the Committee. Mr. Ramirez pointed out that the Accessory Dwelling Units recommendation is being worked on by the Development Department. He stated that the AHAC Committee had indicated that it should be considered as an incentive. He agreed to send the members the draft Accessory Dwelling Unit Ordinance, when it was available.
