XI. Next Meeting — February 26, 2024
The Board(Committee)may only conduct public business after a quorum has been established. If no quorum is established within fifteen(15)minutes
of the noticed start time of the meeting,the City Clerk or designee will so note the failure to establish a quorum and the meeting shall be concluded. Board
members may not participate further even when purportedly acting in an informal capacity.
Speaking at Advisory Board Meetings:
The public is encouraged to offer comment to the Advisory Board at their meetings during Public Audience,and on any regular agenda item,as
hereinafter described.City Advisory Board meetings are business meetings and,as such,the Advisory Board retains the right to impose time limits on
the discussion on an issue.
• Public Audience:Any citizen may be heard concerning any matter within the scope of the jurisdiction of the Advisory Board-Time Limit-
Three(3)Minutes.
• Regular Agenda Items:Any citizen may speak on any official agenda item(s)listed on the agenda after a motion has been made and
properly seconded-Time Limit-Three(3)Minutes.
Addressing the Advisory Board:When addressing the Advisory Board,please step up to either podium and state your name for the record.
Decorum:Any person who disrupts the meeting while addressing the Advisory Board may be ordered by the presiding officer to cease further
comments and/or to step down from the podium.Failure to discontinue comments or step down when so ordered shall be treated as a continuing
disruption of the public meeting.An order by the presiding officer issued to control the decorum of the meeting is binding,unless over-ruled by the
majority vote of the Advisory Board members present.

Vice Chair Pierce-Roe called the meeting to order at 6.37 p.m.

IV. Agenda Approval — November 27, 2023
Motion was made by Ms. Pandev, seconded by Mr. Conklin. In a voice vote, the motion
passed unanimously (4-0).
V. Approval of Minutes — June 26, 2023
Motion was made by Ms. Pandev, seconded by Mr. Conklin. In a voice vote, the motion
passed unanimously (4-0).

Meeting Minutes - Recreation and Parks Advisory Board
Boynton Beach, Florida November 27, 2023
Ms. Laskey introduced herself and described her background.
a. Recreation & Parks Department Overview
Kacy Young, Director of Recreation & Parks, provided a brief overview of the department
and role of the Advisory Board. He noted they recently passed their re-accreditation,
which occurs every five years.
a. Upcoming Recreation Programs & Events
Director Young reviewed the following events and programs including: Magic Wheels &
Special Deals; Youth Softball Clinic; Youth Summer Camp; Indoor Flag Football; Spinning
for Safety Bicycle Safety Event; Out of School is Cool; Junior Fire Academy Camp; and
Jr. Lifeguard Certification.
Vice Chair Pierce-Roe asked if there will a celebration or anything acknowledging the 25
years of the Senior Center. Director Young was not aware of anything but agreed to find
out more information and report back.
Director Young described the following additional programs and events: Senior Health
Fair; AARP Tax; Pickleball; and ITF Super Senior International Tournament. Director
Young also spoke about Ocean Rescue; Park Rangers; and Park Improvements.
Vice Chair Pierce-Roe recommended providing a shuttle service to Pirate Fest.
Mr. Conklin asked about the Parks Master Plan and land acquisition. Director Young
stated the Master Plan does make recommendations when considering the growth of the
City and the Department.
Discussion ensued about Pioneer Canal Park and Eco Park in the Quantum District.
Justin Johnson, Marketing & Outreach Manager, reviewed upcoming events including:
Holiday Parade; City Commission Meeting Official Presentation of Reaccreditation; Pearl
Harbor Veterans Ceremony; Grand Opening for Wilson Park Playground; Breakfast with
Santa; December Oceanfront Bark; PS5 Madden Football Tournament; Holiday Break
Camp; and Youth Basketball League;,
Director Young noted they are seeking a sponsor for the Youth Basketball League.
a. December Meeting Discussion
Consensus was reached to not hold a meeting in December. Director Young confirmed
the next meeting would be held January 22, 2024.

X. Future Agenda Items
Mr. Johnson mentioned Recreation & Parks would be partnering with the Heart of
Boynton Neighborhood Association to host The Unity Project, which will lead up to a Unity
Festival, tentatively scheduled for February 2024. The grant was awarded to tell the
history of the African American population within the City of Boynton Beach.
Director Young stated they would add The Unity Project and Art in Public Places to the
January agenda.
Director Young noted they need to consider Board positions at the next meeting.
Director Young stated there are volunteer opportunities available for the Holiday Parade.

Mondello adjourned the meeting at 7:31 p.m.
