3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
4 APPROVING THE GRANT APPLICATION TO DHS FEMA FOR
5 THE ASSISTANCE TO FIREFIGHTERS GRANT PROGRAM (THE
6 "GRANT"), IN THE AMOUNT NOT TO EXCEED $1,000,000, WITH
7 A CITY MATCH NOT TO EXCEED 10 PERCENT; AUTHORIZING
8 THE CITY MANAGER TO EXECUTE THE APPLICATION, AND IF
9 AWARDED, THE GRANT AGREEMENT, SUBJECT TO REVIEW
10 FOR LEGAL SUFFICIENCY BY THE OFFICE OF THE CITY
11 ATTORNEY; AUTHORIZING THE CITY MANAGER TO TAKE
12 ALL ADMINISTRATIVE AND BUDGETARY ACTIONS
13 NECESSARY TO IMPLEMENT THE GRANT; AND AUTHORIZING
14 THE CITY MANAGER TO EXECUTE ANY AMENDMENTS TO THE
15 GRANT AGREEMENT THAT DO NOT INCREASE THE CITY'S
16 FINANCIAL OBLIGATIONS, SUBJECT TO REVIEW BY THE
17 OFFICE OF THE CITY ATTORNEY FOR LEGAL SUFFICIENCY;
18 AND PROVIDING AN EFFECTIVE DATE.

21 WHEREAS, the Department of Homeland Security (DHS) and Federal Emergency
22 Management Agency (FEMA) have issued a Notice of Funding Opportunity for Fiscal Year

23 2023 Assistance to Firefighters Grant(AFG) Program, with a focus on enhancing the safety of
24 firefighters and, therefore, the public with respect to fire and fire-related hazards; and
25 WHEREAS, the AFG Program provides financial assistance directly to eligible fire
26 departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire
27 Training Academies(SFTAs) for critical training and equipment; and
28 WHEREAS, the City's Fire Department is applying for the Assistance to Firefighters
29 Grant Program in the amount not to exceed $1,000,000, with a City match not to exceed 10
30 percent, for the purpose of funding equipment; and
31 WHEREAS, upon recommendation of staff, the City Commission finds it in the best
32 interest of the citizens and residents of the City of Boynton Beach to approve the grant
33 application to DHS FEMA for the Assistance to Firefighters Grant Program,in the amount not
34 to exceed $1,000,000, with a City match not to exceed 10%; authorize the City Manager to
35 execute the application, and if awarded, the Grant Agreement, subject to review for legal
36 sufficiency by the office of the City Attorney; authorize the City Manager to take all
37 administrative and budgetary actions necessary to implement the grant; and authorize the City
38 Manager to execute any amendments to the Grant Agreement that do not increase the City's

39 financial obligations, subject to review by the office of the City Attorney for legal sufficiency.
40 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
41 CITY OF BOYNTON BEACH, FLORIDA,THAT:
42 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
43 being true and correct and are hereby made a specific part of this Resolution
44 upon adoption hereof.
45 SECTION 2. The City Commission approves the grant application to DHS FEMA for
46 the assistance to Firefighters Grant Program, in the amount not to exceed
47 $1,000,000, with a City match not to exceed 10 percent; authorizing the City
48 Manager to execute the application, and if awarded, the Grant Agreement,
49 subject to review for legal sufficiency by the office of the City Attorney;
50 authorizing the City Manager to take all administrative and budgetary actions
51 necessary to implement the grant; and authorizing the City Manager to execute
52 any amendments to the Grant Agreement that do not increase the City's
53 financial obligations, subject to review by the office of the City Attorney for
54 legal sufficiency.
55 SECTION 3. This Resolution shall become effective immediately upon passage.
