I. CALL TO ORDER
Hilary Zalman, Community Standards Special Magistrate, called the Hearings to order
at 9:09 a.m. and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

Community Standards Associate, Isis Sablon, administered an oath to all those intending

Ms. Zalman asked for a copy of the extension request.
Officer Chevalier Bien-Aime stated the property owner has applied for an extension and
had paid the administrative fees. The property owner is requesting the compliance day
be moved to January 29, 2024, due to the fact they know they will not be able to comply
in the amount of time given at the last extension. He confirmed the City has not objection.
Mr. Bastian Raams, owner, was present.
Ms. Zalman asked why he needs more time.
Mr. Raams said the shed is too large and he now needs to pour a concrete slab and move
it, which will take time and money. He stated the Building Department said to not do any
more work until the shed is moved to its prior location.
Ms. Catherine Shata, ex-wife of owner, said they initially requested the 90 days, but they
have since realized the cost of the concrete lab and shed move is greater than they
anticipated. She said they are concerned with City approvals during the holidays and
would prefer a six-month extension.
Officer Chevalier Bien-Aime said it will be a lot of inspections and resubmissions she he
has no problem with the extension request. He stated the owner is constantly working on
it.
Mr. Raams plans to pour the concrete slab by the end of the year. He said he uses the
shed for storage.

initial inspection date was January 23, 2023. This is not a repeat violator. The initial notice

on May 23, 2023, and property was posted October 5, 2023. The permit was applied for
on October 16, 2023, but the fees were still pending. This is a health and safety hazard.
