I. CALL TO ORDER
Hilary Zalman, Community Standards Special Magistrate, called the Hearings to order
at 9:07 a.m. and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

on November 8, 2023, and notice posted on the property and City Hall on November 29,
2023. Officer Hill has been in communication with Honey Rockwell, paralegal for The
Home Depot. To date, the permit has not been applied for. The property was last
inspected on December 7, 2023. This is a health and safety hazard, and a red tag was
issued by the City Building Department. The City recommends compliance by January 2,
2024, for compliance in order or a fine of $150 per day, plus administrative fees in the

Leon Ram, Store Manager, was present. He confirmed he is authorized to speak on the
respondent's behalf.
Ms. Zalman asked why it wasn't taken care of yet. Mr. Ram replied that he just took over
the store and requested an extension.
Officer Hill confirmed the City has not received anything.
Ms. Zalman asked how much time they need. Mr. Ram replied the end of January. Office
Hill had no objection to January 30, 2024.
Office Stone suggested Mr. Ram follow up because it will fall on the store's responsibility
if it is not cured.

responsible. He said the notice was posted two weeks ago. Officer Hill confirmed the
initial notice was mailed August 7, 2023.
Ms. Zalman asked what steps Mr. Anagria has taken to apply for the permit. Mr. Anagria
stated he thought he had to come to this meeting first.
Officer Hill clarified that the notices were mailed out twice and both returned. She said it
was then posted on the property on November 22, 2023.
Mr. Anagria requested a few more weeks. Ms. Zalman agreed to January 20, 2024.

the new owner. Ms. Zalman agreed to January 30, 2023.

by moved to February 15, 2024. The property was last inspected on December 8, 2023,
and three of the five violations have been corrected.
Ms. Zalman asked if it is a health and safety hazard. Officer Hill replied no.
Mr. Kirkiles, on behalf of the owner, was present. He requested a longer extension since
the client's daughter is located in France and communication has been challenging. He
asked for an extension to February 25, 2024. The City had no objection to the request.
Decision
Due to evidence and testimony, Ms. Zalman approved an extension for the compliance
date from September 8, 2023, to February 15, 2024. The administrative fee of $384.12
has been paid.
Discussion continued. Ronald Redondo indicated the permit must be applied for all
windows. He said the violation is to repair all windows.
Ms. Zalman reiterated all windows must be completed by February 24, 2024.
Director Candice Stone said the permit is to correct the two windows that were replaced
without a permit. Additionally, the other windows need to be repaired by February 24,
2024.
Mr. Kirkiles said the contractor told him the permit was denied for the two windows.
Director Stone reiterated the next steps. She noted they do not need a permit if they are
repairing, and not replacing, the additional windows.
Ms. Zalman recommended Mr. Kirkiles' contractor meet with the City if there is confusion
about the permit.
