R24-067 2 3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, 4 AUTHORIZING THE CITY TO APPLY FOR THE DEPARTMENT OF 5 HOMELAND SECURITY FISCAL YEAR 2023 STAFFING FOR ADEQUATE 6 FIRE AND EMERGENCY RESPONSE GRANT PROGRAM; AUTHORIZING 7 THE CITY MANAGER, IF AWARDED, TO ACCEPT THE GRANT AND 8 EXECUTE THE RELATED GRANT DOCUMENTS; PROVIDING AN 9 EFFECTIVE DATE;AND FOR ALL OTHER PURPOSES. 10 11 12 WHEREAS, the Department of Homeland Security ("DHS") issued a Notice of Funding 13 Opportunity for Fiscal Year 2023 Staffing for Adequate Fire and Emergency Response (SAFER) 14 Grant Program, with a focus on enhancing the safety of firefighters and, therefore, the public 15 with respect to fire and fire-related hazards; and 16 WHEREAS, the SAFER Program provides funding directly to fire departments and 17 volunteer firefighter interest organizations to assist in increasing the number of firefighters to 18 help communities meet industry minimum standards and attain 24-hour staffing to provide 19 adequate fire protection from fire and fire-related hazards and to fulfill traditional missions of 20 fire departments; and 21 WHEREAS, the City's Fire Department is applying for the Fiscal Year 2023 SAFER Grant 22 Program with no City match requirement; and 23 WHEREAS, upon recommendation of staff, the City Commission finds it in the best 24 interest of the citizens and residents of the City of Boynton Beach to approve the grant 25 application to Fiscal Year 2023 SAFER Grant Program with no City match requirement; 26 authorize the City Manager to execute the application, and if awarded, the Grant Agreement, 27 subject to review for legal sufficiency by the office of the City Attorney; authorize the City 28 Manager to take all administrative and budgetary actions necessary to implement the grant; 29 and authorize the City Manager to execute any amendments to the Grant Agreement that do 30 not increase the City's financial obligations, subject to review by the office of the City Attorney 31 for legal sufficiency. 32 33 34 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF 35 BOYNTON BEACH, FLORIDA, THAT: 36 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 37 being true and correct and are hereby made a specific part of this Resolution upon adoption 38 hereof. 39 SECTION 2. The City Commission approves the grant application to Fiscal Year 2023 40 SAFER Grant Program with no City match requirement; authorizes the City Manager to execute 41 the application, and if awarded, the Grant Agreement, subject to review for legal sufficiency 42 by the office of the City Attorney; authorizes the City Manager to take all administrative and 43 budgetary actions necessary to implement the grant; and authorizes the City Manager to 44 execute any amendments to the Grant Agreement that do not increase the City's financial 45 obligations, subject to review by the office of the City Attorney for legal sufficiency. 46 SECTION 3.
