I. CALL TO ORDER
Hilary Zalman, Community Standards Special Magistrate, called the Hearings to order
at 9:10 a.m. and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

of violation occurred on June 19, 2013. The original Magistrate hearing date was
September 18, 2013, and no one appeared. Service by posting on July 31 , 2013. The fine
certification hearing was on November 20, 2013, and no one appeared. Service by
posting on November 8, 2013. The compliance date was October 18, 2013, and the fine
proposed by the Magistrate was $100 per day, plus $634.12 administrative fees. The
property was last inspected on February 27, 2024, and the violation has complied. There
have been 3,783 days of non-compliance at $100/day for a total amount of$378,300 plus
the $634.12 administrative fees for a total of $378,934.12.

Officer Hart stated the City is recommending a reduction to $24,000 plus $634.12
administrative fees, which is based on the property's taxable value, not the actual lien
itself.
Ms. Nancy Phillips, on behalf of the respondent, was present.
Ms. Zalman noted 15% of the lien would be $56,840 but the City is proposing to reduce
it based on the taxable value.
Ms. Phillips stated that Mr. Zhu applied and paid for the license in 2014. She noted he
never received a notice about the fine. Ms. Zalman said Mr. Zhu never appeared at a
hearing or sent a representative. Ms. Zalman stated there were multiple notices and
hearings.
Ms. Zalman asked about the sale price. Ms. Phillips stated it was $242,000 and asked for
a reduction to $15,000. She added that Mr. Zhu painted the property and has had the
same tenant for 12 years.
Officer Hart confirmed the notices were mailed to 801 Meadows Circle. He showed Ms.
Zalman and Ms. Phillips the Property Appraiser's website and tax records for the property,
and both reflect the mailing address as 801 Meadows Circle.
Ms. Phillips asked for a reduction to $16,000. Officer Hart remained at $24,000. Ms.
