Minutes 03-28-24 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD ON MARCH 28, 2024, AT 6:00 P.M. AT BOYNTON BEACH CITY HALL 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Dr. Valerie Valcourt, Chair Sherri Claude, Board Liaison Francoise Calixte-Dieuvil Pedro Macedo Julie Carter ABSENT: Ricardo Camacho Gabrielle Gurriere Dr. Teresa Kasey-McClendon Katie Houseweart, Alt Gloria Nguyen, Stu. Odalis Veloso, Stu I. Call to Order Chair Valcourt called the meeting to order at 6:02 P.M. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. Ill. Roll Call The Minutes Specialist called the roll. A quorum was present. IV. New Board Member Introductions New Member Julie Carter briefly introduced herself. She said that she taught in public and private schools in New York and moved to this area three years ago. She advised that she wants to do something useful for the community. V. Approval of Agenda Motion Mr. Macedo moved to approve. Ms. Calixte-Dieuvil seconded the motion. The motion passed unanimously. Announcements/Presentations/Correspondence Dennis Rumpf, President of Men of Vision and Purpose (MVP), a young men's mentoring, community-based organization said that they want to start a Reading Buddy program in the area due to low reading scores. He announced that they have been around for two years and they are affiliated with Dr. Amelia Acosta at FAU. He explained the program to her and learned that she had done this type of activity in Houston. She agreed to walk them through the program and meets with them once a week for free. He wanted the Board to be aware of their efforts and help them however they can. He explained that Leon Jenkins was in charge of the program. Mr. Jenkins distributed information to the Board about Dr. Acosta and wanted the members to review her credentials. He spoke about the Reading Buddies program and stated that the concept has been around for a while. He said that some County libraries have the program and it is an opportunity for volunteers to accumulate volunteer hours. He advised that he and Mr. Rumpf participated in the program at Poinciana Elementary School and the students were thrilled about it. Mr. Jenkins said that funding was needed for a Program Coordinator, books and background checks for the volunteers and he spoke about the Reading Buddies concept. He commented that they know they are on the right track and he hoped to appear at the meeting next month, with an update, and make a presentation. Mr. Rumpf indicated that they want to work at the four schools east of 95, as he believed they would be the schools with the lowest reading scores, and he already spoke with the principals, who were in support of the program. He said that the Clergy Coalition will be a prospective partner and that they already have a core group of 20 men who could assist with the program and a 50 volunteers in total that can either start a program at a school, after school, or start it in a church or recreational center. He stated that if the City gives permission and if the Board helps, they can accomplish this goal, and he suggested that a pilot program for nine weeks would be helpful. Discussion followed about what was needed from the Board. Mr. Jenkins stated that he thought the Board could give them a blanket of approval and that they may be able to assist with a few goals. He said that the program is a good idea and that Forest Park and Poinciana could accommodate the program after school. Chair Valcourt explained that they would have to go through the School District's Volunteer process. 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida March 28, 2024 Mr. Rumpf said that he has been to City Commission Meetings and he thought that they could approach the City and make a presentation. VII. Public Audience - None. VIII. New Business A. Approval of Minutes of August 24, 2023 The following changes was noted on Page 2, Item B, first sentence: Franky Lazyo; third paragraph, Ms. Calixte-Dieuvil; and fifth paragraph Chair Valcourt" Motion Mr. Macedo moved to approve the minutes, as amended. Ms. Calixte-Dieuvil seconded the motion. The motion passed unanimously. B. Bob Borovy Student Citizen of the Year Award Ms. Claude stated that the application was available online in January and she emailed it to various contacts in the school, to pass along to students. She said that this week, she sent a reminder and there was one application received. She explained that the deadline was March 31St, and one of the educators from the school asked if the deadline could be extended, but she has not responded. Discussion followed and there was agreement to extend the deadline to April 12tH Ms. Claude explained that the judges for the Award included the award recipient from last year, and two other community members of the Boards choosing. She said that if the members have anyone in mind who can serve as a judge, they should forward the information to her and she received confirmation that a the award is still $1 ,000. C. Future Meeting Dates Ms. Claude commented that meetings during the holiday months are difficult such as in November/December. Discussion followed that the Board should meet at least once during the summer and they can decide which summer meeting to hold in May. IX. Old Business A. Fundraising Proposals & Outreach Chair Valcourt commented that SunFest is around the corner and former Board Member Lori Wilkinson usually handled this event. She said that they will need volunteers, and 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida March 28, 2024 she asked the members to reach out to friends, so the Board can make a good amount of easy money by manning a booth at the tent. She clarified that volunteers at the booth has to be at least 21 years old, as they will be serving beer. Ms. Claude advised that she will communicate with Ms. Wilkinson and forward the sign- up link to the event to the members. She clarified that the members have to sign up by April 20th. She reminded the members that this activity is in partnership with the Kickstart Foundation this year, and there will be a percentage split. Chair Valcourt noted that the Board was supposed to partner with the Youth Symposium. Ms. Claude stated that the event is in April and on a day when there is no school, possibly, April 10th Chair Valcourt commented that the Board should show up as volunteers and next year can be part of the planning process for the event. X. Future Meeting Dates: TBD April 25th Chair Valcourt announced that the next meeting was April 25tH XI. Adjournment There being no further business to discuss, Chair Valcourt requested a motion to adjourn. Motion Mr. Macedo moved to adjourn. Ms.Calixte-Dieuvil seconded the motion.
