Minutes 03-04-24 Minutes of the Senior Advisory Board Regular Meeting Held at City Hall, Commission Chamber, 100 E. Ocean Avenue Boynton Beach, Florida, on Monday, March 4, 2024, at 2:00 P.M. PRESENT: Sandra Watson, Chair Brent Rolle, Recreation Supervisor James Czizik, Vice Chair Ann Cwynar Mary Janes Pacine 1. Call to Order Chair Watson called the meeting to order at 2:00 P.M. 2. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. 3. Attendance Catherine Cherry-Guberman, Minutes Specialist, called the roll. A quorum was present. 4. Approval of Agenda 1 . Additions, Deletions, Corrections Vice Chair Czizik stated that he wanted to talk about the Ordinance and how the Recreation and Parks Department interacts with the Board and Senior Socials. Chair Watson said that this would be discussed under New Business. 2. Adoption Motion Vice Chair Czizik moved to approve the agenda. Ms. Cwynar seconded the motion. The motion passed unanimously. 5. Unfinished Business 1. Review of Advisory Board Ordinances (emailed in advance) Vice Chair Czizik noted that the second and final reading of the Ordinance occurred and was approved. He said that in reading the Ordinance then, he did not follow up on it as he did not realize the depth of some of the changes. He explained some of the changes regarding absences and expressed his disappointment with it. He emphasized that the members should be physically present, but the ordinance should allow for a Zoom presence, by exception. Chair Watson said that she thought they should bring it up at the next City Commission Meeting. Vice Chair Czizik noted that some of the changes in the Ordinance and commented that last year, they had a grant writer attend the meeting. He said that he did not know if she was replaced and said grants were something he hoped to utilize. He asked what was available for seniors. Chair Watson said that the Senior Center has a few trips scheduled. Mr. Rolle said that there are trips listed on the Senior Center calendar and there were two this past month, to Morikami and the Boca Museum of Art. He mentioned that participants shared the cost and transportation, which accommodated up to 20 riders, using a Mae Volen Center bus. Chair Watson questioned that if they came up with a social for residents, whether they could use the bus from the Volen Center or Recreation and Parks Department. Mr. Rolle replied that they used the Volen Center Bus through their contract with the Senior Center. Vice Chair Czizik pointed out that on page 18 of the Ordinance, the City Commission is advising the SAB to assist with the coordination of programs and services with the Recreation and Parks Director or designee, in partnership with the Senior Center. He asked for clarification, as it appears that the Board works under the Recreation Department and needs their approval. Chair Watson commented that she has been speaking with Mary DeGraffenreidt, Recreation Manager, and that they would like the Board to work with the Center to come up with programs for seniors. She noted that the Boynton Beach Faith Based CDC had a senior trip, as did Delray Beach. She thought that the Board would have to ascertain the costs and then apprise the City. 2 Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 4, 2024 Vice Chair Czizik said that he had items he wanted to propose under new business, but it is not a Senior Center event, but it is a senior event. Mr. Rolle commented that the way the Ordinance is written, anyone who is transported to the Senior Center is a member and this issue is completely different, but the way this is written, the Board would contact the Recreation and Parks Department, and he was unsure how it would work. He explained that both the Recreation Director and Assistant Director left the City, and Wally Majors returned to temporarily fill the position until replacements are hired. Discussion followed that the way the Ordinance is written, all is funneled through Recreation and Parks. Vice Chair Czizik stated that he was not looking for the Board to come up with great ideas and have staff do all the legwork. Mr. Rolle explained that there is nothing they would do at the Center that they would not invite the Board to be a part of, in terms of promoting what is occurring. He suggested that the Board should outline what they want to do, and once identified, they can figure out how to make it work. He noted that the budget process just started and the Department is waiting for a Director. Chair Watson commented that she was speaking with other advisory board members and they are also upset that they will term out. Vice Chair Czizik said that they can come up with a plan and come back to Mr. Rolle. He suggested that perhaps open air at centennial park. He commented that Recreation is in support of events. Mr. Rolle gave an example, such as the Egg Hunt Event, which was coming at the end of this month, that it was not just Recreation Department and Events involved, they work in conjunction with the Police Department to close the street and that is only a one-day event for two hours. He advised that things take time to plan. He said that the Board needs conceptual ideas about what they want to do. Chair Watson commented that she was told by the City Manager that the City added a line item for senior events, hoping the Board would work with Recreation and Parks and the Senior Center to come up with activities for seniors. Vice Chair Czizik commented that he heard that as well. He stated that if they do not have a specific designation under Recreation and if they do not attend the meetings, the funds are allocated for what is requested. He emphasized that the events need to be specifically earmarked. He suggested that the Board put together a legitimate proposal, so some of the funds will come back to the Board. 3 Meeting Minutes Senior Advisory Board Boynton Beach, Florida March 4, 2024 Ms. Pacine commented that she read through the Ordinance and there are only two lines about the Senior Advisory Board and that it seems like everything was taken away from the them. Vice Chair Czizik commented that the City Commission wanted the Board to have broad generic things that reflected the current needs of the community and to design a pamphlet. Chair Watson stated that the Board is subject to the control of the City Commission. Vice Chair Czizik said that he has some event planners, whose sole job is to put together entertainment and funding, and that he knows of some people who may be able to assist financially. He spoke about a Harvest Ball in the past and said that they could opt to do something outdoors, such as a light show or a balloon release for memories, or have a small coral group with people dancing at sunset. He said that he had wanted to have a free concert at the Cultural Center for Veterans at one time. He advised that he has people who would sponsor an event there and that he likes the idea of facilitating an event. Discussion followed regarding how to effect activities, and the need for the City to market events. Vice Chair Czizik suggested that the Board reach out to Arts and Events and set up a meeting at the Art Center, with Marketing and the temporary Recreation Director, to present ideas. Mr. Rolle suggested that the Board Members first decide what they want to do, how many people will attend, when, and what to do at the event. Chair Watson commented that the Events Department has a list of vendors and that they can speak with Ms. Armstrong about using the Cultural Center or Women's Club, and to Gabby Favitta for the amphitheater. She announced that on the 20th, the Mayor rescinded the Ordinance imposing segregation and they had a march from City Hall to Sara Sims Park and they were wonderful events. Chair Watson requested that each member recruit one member to the Board. 8. Presentations to the Senior Advisory Board None. 9.
