Minutes 04-01-24 Minutes of the Senior Advisory Board Regular Meeting Held at City Hall, Commission Chamber, 100 E. Ocean Avenue Boynton Beach, Florida, on Monday, April 1, 2024, at 2:00 P.M. PRESENT: Sandra Watson, Chair Brent Rolle, Recreation Supervisor James Czizik, Vice Chair Ann Cwynar Mary Jane Pacine I. CALL TO ORDER Chair Watson called the meeting to order at 2:09 P.M. II. PLEDGE OF ALLEGIANCE — Recited The members recited the Pledge of Allegiance to the Flag. III. ATTENDANCE Roll was taken A quorum was present. IV. APPROVAL OF AGENDA 1 . Additions, Deletions, Corrections Chair Watson added a discussion about senior trips to New Business. Vice Chair Czizik stated that he would provide an update on a plan he has for a Harvest Ball or senior dance. 2. Adoption Motion Ms. Cwynar moved to approve the agenda as amended. Ms. Pacine seconded the motion. The motion passed unanimously. V. APPROVAL OF MINUTES None. Meeting Minutes Senior Advisory Board Boynton Beach. Florida April 1, 2024 VI. PUBLIC INPUT (Comments limited to 3 minutes and 1 Turn) Tom Devlin, 2849 SE 1st Court, announced that he resigned from the Board in order to serve on a different Board. He stated that the City implemented the Coastal Cruiser and it seems it only supports businesses within the CRA boundaries, but it uses both City and CRA funds. He noted that his wife has trouble walking and that the handicapped parking is always too full or too far. He suggested including seniors east of 95 on the route. He noted that the route does not include the hospital, although the Cruiser goes down Federal to the WalMart Store. He thought a recommendation to the City Commission and the Recreation and Parks Advisory Board, to expand the route to include the hospital would result in increased ridership. Chair Watson agreed with Mr. Devlin's comments and stated that the CRA is just getting the route off the ground, but they are open to expansion. She noted that residents near Gateway Boulevard are not really serviced and the cost was $1 each way for the first two rides. She explained that everything is done through an app and there are three or four electric cars for drop off and pick up. She stated that it will service the Marina and the beach. Chair Watson said that she attended a community Town Hall meeting in District II, which was held the last Monday of each month at 6 P.M.,at the Carolyn Sims Center. She clarified that the meetings are hosted by the Minister's Alliance and are about District II and Citywide matters, and that City employees attend and discuss the various issues. She mentioned that Mary DeGraffenreidt, Recreation Supervisor, said that funds were budgeted in a line item for trips and that the Board was asked to come up with events. She spoke about the Sugar Express Train from Clewiston and commented that tickets were $99, but as a group, they should get a better price, so the issue would be obtaining transportation to, and from Clewiston. She stated that there is a pontoon boat out of Jupiter with an all-inclusive two-hour cruise for $32.50, plus tax and gratuities. She commented that drinks are included, but not food, but passengers can bring snacks. She questioned how to arrange these events with Recreation and Parks and asked if they could set up a meeting to determine what the process is. Mr. Rolle thought that a lot of questions would need to be answered. Ms. Pacine asked who gives final approval. Chair Watson explained that they do not know, and that is why they want a meeting. Vice Chair Czizik stated that initially they thought the Board would have a line item, but an amount was not locked in. He said that it was frustrating when it was allocated as a line item under Recreation and they would have to get permission from them because the Board does not work for Recreation and Parks; they work for the City Commission. Florida April 1 , 2024 to have, if they were going to allocate some for a dance and some for other. He said that if they see that some events are successful they may go back to the Recreation Department, because sometimes a department has excess funds. He thought if so, the Department may not be able to reallocate those funds, and that Board funds cannot be used for recreation events, and recreation funds cannot be used for Board activities. Vice Chair Czizik contacted Gabby Favitta, Division Director for Events, and asked her to be his first point of contact regarding how procedurally, put together a plan for an event that would be acceptable. He said that he will meet with her on Thursday at 10 A.M. for an hour and that she would bring in Kelly Armstead, Art and Culture Program Manager, to find out how many tables and chairs they have. He said that when he tried to hold a veterans concert last year, they did not have adequate lighting and sound, and he thought it would be helpful to find out what resources they have, what the schedule at the Center was, what dates are available, and other information. He advised that from that, he can work with an outside event planner he knows, who is willing for a good cause to sponsor an event with the SAB including their name in the event program. He said that he will try to figure out worthwhile events to bring to the Board. Chair Watson said that April 27th is the conclusion of the Unity Fest program at Centennial Park with music, food, children's activities, and more. She commented that the event will commence at 10 or 11 A.M., and end at 3 or 4 P.M. She wondered if the Board wanted to have a table at the event, as she thought it would be a good and large event. Ms. Pacine volunteered to man the table and noted that the 27th is also the Boynton Beach Firefighters' Mother's Day Luncheon. Vice Chair Czizik stated that there are a lot of classes at the Cultural Center advertised in FunFare Magazine and he happened to walk into an art class that was offered for a modest fee. He noted that supplies were not included and that he has been speaking about it to seniors. Chair Watson stated that on the second Saturday at Sara Sims Park, there is a free program called Walk with the Doc. She explained that it is a mile walk, but participants are walking with doctors and they have various walks with different doctors. Mr. Rolle mentioned that there are always talks at the Senior Center about issues such as estate planning, dentures, healthy eating, and tech talk by the Library, and changes to Medicare/Medicaid. Chair Watson asked if they can hold these events in the evening. Mr. Rolle responded that the speaker provides their available times. 3 Meeting Minutes Senior Advisory Board Boynton Beach. Vice Chair Czizik asked if a particular band still performs at the Senior Center and learned they do. Mr. Rolle requested the Board's assistance to spread the word about the Health Fair. He said that each member received five flyers and he can provide posters for the members to post in senior communities, if needed. VII. UNFINISHED BUSINESS VIII.
