1. Agenda Items
A. Call to Order—Mayor Ty Penserga
Mayor Penserga called the meeting to order at 6:00 P.M.
Roll Call
City Clerk Maylee De Jesus called the roll. A quorum was present.
Invocation by Pastor Jeff Kelly, First Boynton Baptist
Invocation was given by Pastor Kelly.
Pledge of Allegiance to the Flag led by Commissioner Thomas Turkin.
The Pledge of Allegiance was led by Commissioner Turkin.
Agenda Approval:
1 . Additions, Deletions, Corrections
Commissioner Turkin stated that he wants the Police crime stats from 2022 to current, to
see where our investments are in PD. He said that there have been a lot of taking
advantage of seniors, and he would like to look into a new position to help with that. He
mentioned that he would like to look at the ordinances regarding tree trimming, as well as
artificial turf. He spoke about Pense Park, and said that he is concerned about alcohol
use in that area. He commented that a lot more arrests have been made there, and he
would like more patrolling there.
Mayor Penserga said that he would like the crime stats sent to the entire Commission.
Commissioner Turkin clarified that he wants to look at the turf ordinance from a Policy
perspective.
There were no objections to add that discussion to the future agenda list.

Attorney Lamb stated that she needs to add the E2L/Town Square litigation update, under
Legal.
2. Adoption
Motion:
Commissioner Turkin moved to approve the agenda as amended. Vice Mayor Kelley
seconded the motion. The motion passed unanimously.
2. Other
A. Informational items by the Members of the City Commission.
Commissioner Turkin stated that he attended the community meeting and it was
informative.
Commissioner Hay said that he also went to the community meeting and that it was well
attended. He stated that the next one is the last Monday of the month, and invited the
Commissioners to join him.
3. Announcements, Community and Special Events and Presentations
A. Announcement- City of Boynton Beach's 4th of July Event.
Mayor Penserga announced this event. He asked if we have made preparations regarding
traffic mitigation.
City Manager Dugger stated that the Police Department is working on inflow and outflow.
Gabriella Favitta, Events Director, spoke about the following: lane closures; buses that
will run throughout the night; no parking at Harvey Oyer Park; and that there will be
Coastal Cruisers running all day.
B. Announcement- Budget Workshops.
Mayor Penserga announced this event.
C. Announcement- Summer Job Fair presented by CareerSource Palm Beach
County and Boynton Beach Economic Development Department.

D. Announcement - Virtual Meeting for public input on Strategic Plan.
Mayor Penserga announced this event.
Mayor Penserga announced that he will have a series of meetings and they can give input
on the Strategic Plan at those meetings as well.
4. Public Audience
Individual Speakers Will Be Limited To 3 Minute Presentations (at the discretion of
the Chair, this 3-minute allowance may need to be adjusted depending on the level
of business coming before the City Commission)
Mayor Penserga read the decorum into the record, and stated that we need to focus on
business within the jurisdiction of the Commission.
Commissioner Turkin stated that he might not be here at the next meeting because he
will be at training, and would not want the items that he has requested, to be heard at the
next meeting.
Attorney Lamb gave an update regarding the Mark Sohn Case. She said that we are still
waiting on the letter from the Arbitrator, and that we have 90 days to make a
determination, which started in May. She stated that we will wait on direction from our
outside Counsel.
Commissioner Hay stated that he does not mind people going to training, and if it is with
City funds, it should be told what it is for.
Commissioner Turkin clarified that his training has to do with his full-time job, nothing to
do with the City.
Justin Johnson, Recreation and Parks Marketing and Outreach Manager, announced two
events at Ezell Hester: the grand opening of the Hester Athletic Field next Tuesday
morning July 9, 2024; and on July 13, 2024, they are hosting the 6th annual Funday with
Lamar Jackson.
Commissioner Hay stated that the Hester Field looks great but the concession stand is
not open yet.

City Manager Dugger thanked Bill Tome for bringing the Lamar Jackson event back to
Boynton.
Susan Oyer spoke about the pot hole on Woolbright, and said that it keeps growing and
is getting worse. She mentioned that she was at the FDOT Meeting and they found out
that the beautification on Boynton Beach Blvd., is not part of the landscaping plan. She
said that we should start a Beautification Board. She commented that she is pro-artificial
turf.
Harry Woodworth thanked the Mayor for the community meetings. He commented on the
Future Agenda Items, and said that stuff has disappeared and they are just sitting on this
list. He spoke about the 1st reading of an ordinance for transfer of the authority to the
Manager, and mentioned that there is no limit stated within the ordinance. He spoke about
transparency, he asked about oversight.
Mickey Isaacson began to talk about the 2020 election.
Mayor Penserga stopped Ms. Isaacson and stated that she is not following the rules about
speaking about items within the jurisdiction of the Commission.
Commissioner Turkin stated that if there is an item on the agenda people aren't supposed
to talk about it during this time. He mentioned treating everyone fairly and not picking and
choosing what people can talk about, because people lay their life on the line for the right
to speak.
Mayor Penserga said that he is just following the rules. He called for a 5-minute recess
at 6:32 P.M. He called the meeting back to order at 6:42 P.M.
David Merker spoke about the ordinance regarding giving more authority to the City
Manager and wanted to know what it was about.
Candace Rojas began to speak about defending the constitution.
Mayor Penserga stopped Ms. Rojas and stated that she is not talking about City Business.
He asked to have her removed, since she was refusing to leave the podium.
There was discussion regarding following the rules, and allowing people to talk about
anything or just business within their jurisdiction.

Motion
Vice Mayor Kelley moved to adjourn the meeting. Commissioner Cruz seconded the
motion. The motion passed unanimously.
There being no further business to discuss, the meeting was adjourned at 6:47 P.M.
