3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
4 BEACH, FLORIDA, APPROVING THE CITY OF BOYNTON BEACH STATE
5 HOUSING INITIATIVE PARTNERSHIP (SHIP) PROGRAM ANNUAL
6 REPORT FOR FY2021-2022 AND LOCAL HOUSING INCENTIVES
7 CERTIFICATION; AND FOR ALL OTHER PURPOSES.

9 WHEREAS, section 420.9072, Florida Statutes, regulates the State Housing Initiative
10 Partnership (SHIP) Program; and
11 WHEREAS, the City of Boynton Beach receives an allocation of funds created for the
12 purpose of providing funds to counties and eligible municipalities as an incentive for the creation
13 of a local housing assistance plan to expand the production of and preserve affordable housing
14 to further the housing element of the local government Comprehensive Plan specific to affordable
15 housing, and to increase housing-related employment; and
16 WHEREAS, the statute requires that each county or eligible municipality shall submit to
17 the Florida Housing Finance Corporation an annual report of its affordable housing programs and
18 accomplishments utilizing SHIP funds through June 30, the close of the state's fiscal year; and
19 WHEREAS, the report shall be certified as accurate and completed by the local
20 government's chief elected official or their designee. The report is representative of the following
21 three-year worth of funding from the beginning of the report year; and
22 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
23 best interests of the city's citizens and residents to approve the City of Boynton Beach State
24 Housing Initiative Partnership (SHIP) Program Annual Report for FY2021-2022 and Local Housing
25 Incentives Certification.

27 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
28 BEACH, FLORIDA, THAT:
29 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
30 being true and correct and are hereby made a specific part of this Resolution upon adoption.
31 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
32 approve a State Housing Initiative Partnership (SHIP) Program Annual Report for FY2021-2022
33 and Local Housing Incentives Certification, in form and substance similar to that attached as
34 "Exhibit A. "
35 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby
36 authorizes the Mayor to execute the SHIP Program Annual Report for FY2021-2022 and Local
37 Housing Incentives Certification. The Mayor is further authorized to execute any ancillary
38 documents as may be necessary to accomplish the purpose of this Resolution.
39 SECTION 4. One fully-executed original shall be retained by the City Clerk as a public
40 record of the City. A copy of the fully-executed shall be provided to RJ Ramirez to forward to the
41 Florida Housing Finance Corporation.
42 SECTION 5. This Resolution shall take effect in accordance with law.

Provide a description of efforts to reduce homelessness:
The City amended the 2021-2024 LHAP to add the Rapid Re-Housing strategy to assist homeless community in
Boynton Beach. In addition, the City continues to collaborate with Palm Beach County Continuum of Care(COC)for
outreach and services to the City's homeless populations. The City provides information and referrals to the Palm
Beach County Homeless Housing Alliance (HHA).The HHA coordinates all U.S. Department of Housing and Urban
Development-COC funding for the County. The City directs all homeless referrals to the County housing service
agencies.

On Behalf of The City Of Boynton Beach(Local Government), I hereby certify that:
1. The Annual Report information submitted electronically to Florida Housing Finance Corporation is true
and accurate for the closeout year FY 2021-2022 and interim years FY 2022-2023.
2. The local housing incentives or local housing incentive plan have been implemented or are in the
process of being implemented. Including,at a minimum:
a. Permits as defined in s.163.3164(15) and(16)for affordable housing projects are
expedited to a greater degree than other projects;and
b. There is an ongoing process for review of local policies, ordinances,regulations,and plan
provisions that increase the cost of housing prior to their adoption.
