Dom Desiderio, 2755 S. Federal Highwayf spoke of the Preliminary Fire Assessment
Resolution scheduled for the City Commission meeting of .~uly 2, 2002 and the Public
Hearing to adopt Annual Fire Assessment Resolution scheduled for September 12, 2002.
He suggested that these items were both scheduled for holiday weeks and asked if they
could be heard at another time to allow citizen participation. Mr. Desiderio noted that
one requirement for a fire assessment is that it has to be a benefit to the properly being
assessed. Tn 2000, there were only 50 rites, resulting in properLy loss of $272,922. He
asked if $3.4M should be spent to protect propert~ worth $272,922. He believed that
this did not represent a benefit to the property as required by law. He had no problem
with the assessment of $3,090 on his business but did not understand how his paying
the assessment would benefit his property. He asked that this qUestion be answered in
writing.
Mayor Broening noted that the meeting schedule was largely driven by the requirements
of the State Statute process, but that Mr. Desiderio's concerns would be taken into
consideration.
Alice Otis, 203 S.W. 13th Street, inquired about the status of having individual water
meters for multi-family dwellings. She recalled Mr. Sugerman's comment that when
people know they are paying for water,, they tend to use considerably less of it. She
also inquired why the City was not using the Woman's Club for its parties and other
functions. She mentioned a large retirement party held at the Woman's Club a few years
ago where the catered food was excellent and parking was not a problem.
Brian Edwards~ 629 N.E. 9th Avenue, gave a status report on the PATCH (Planned
Approach to Community Health) organization. Led by Ms. Angela Girtman since
inception, PATCH has been able to accomplish a number of things for the community
including:

v' participating in a Child and Youth Health Fair
v' sponsoring a United We Stand Hope and Healing event
v' facilitating insurance for parents with Iow an moderate incomes
v~ participating in providing mammograms
Herb Suss, a citizen of Boynton Beach, commended the City Commission and the
Mayor for the Citizens Academy hosted by the City. He enrolled in the program and
hoped that it would be offered, even if the enrollment fell short of the City's
expectations.' Mr. Suss asked for more feedback from the City in general and specifically
about the status of Visions 20-20. He expressed hope that the City would give hurricane
preparedness information to its citizens and suggested that televising the City
Commission proceedings would be an excellent way to extend communication with the
residents.

Commissioner Fisher mentioned a program where $100 rewards are given to those who
report drunk drivers. He inquired whether the Boynton Beach Police were participants.
Marshall Gage, Chief of Police, reported that this is a statewide initiative called
Plob///ze sponsored by Mothers Against Drunk Drivers (MADD) in which all law
enforcement agencies, including the Boynton Beach Police, actively participate. Upon
observing a car that is swerving around the road, for example, the individual calls the
local police or the Florida Highway Patrol at *347 and advises the dispatcher of the
circumstances. The dispatcher notifies a patrol car in the vicinity. If the incident results
in a DU! arrest, the dispatcher records the information and sends it to the Traffic
Division, who forwards the form and a copy of the arrest report to MADD. MADD gives
the caller a check for $100 with their thanks.
Commissioner Fisher reminded everyone that the third annual school supply drive would
begin soon. The amount of supplies collected each year has grown and last year, the
elementary schools each got $300 to purchase supplies.
Commissioner Fisher spoke about economic indicators, stating that while Motorola had
moved out (while retaining some 200K square feet), at least two other businesses were
moving in to Boynton Beach and that this was a measure of the rising economic health
of the community.
Commissioner McCray noted that his church, St. John Missionary Baptist Church, had a
new minister, Reverend Lance Cheney, who will address the church at the 11:00 a.m.
service on Sunday, June 9, and Commissioner McCray invited all interested parties to
attend.
IV. ADMINISTRATIVE:
A. Accept resignation of Wilbur J. Lynch, Regular Member, Employees'
Pension Board
It was with great regret that Mayor Broening advised of the resignation of Wilbur Lynch,
a long-time member of the Employees' Pension Board.
Motion
Commissioner McCray moved that a letter of thanks be sent to Mr. Lynch and that the
Commission accept his resignation. Commissioner Ferguson seconded the motion that
carried unanimously.

Mayor Broening read the Chamber of Commerce Week Proclamation and presented it to
the Executive Board of the Boynton Beach Chamber of Commerce. He referred to a
renewed spirit of cooperation between the City and the Chamber and indicated that
there had been a remarkable reaffirmation of their joint objectives.

Mayor Broening read the Proclamation declaring that Mother's Day and Father's Day
would be celebrated as two-day events within the City of Boynton Beach. The

Proclamation stated, "The role of parent is a unique blessing and a profound
responsibility, which forms the foundation of our country's families and communities."
Mayor Broening presented the Proclamation to Commissioner Fisher, who conceived the
idea.
2. Presentation by Ben Bryant, MAD DADS
Mayor Broening introduced Ben Bryant, president of the local chapter of MAD
DADS. Mr, Bryant stated that MAD DADS was an acronym for Men Against
. Destruction~Defending Against Drugs and Social Disorder. They present themselves as
positive role models and concerned parents who are a visible presence in their
neighborhoods against violence and drugs. Mr, Bryant indicated that the MAD DADS
organization was now formally established in the City of Boynton Beach.
MAD DADS feel that the City's children need more activities because of a lack of parental
care, particularly of men caring about their families. He thanked the City for allowing
them to take their community back through the Heart of Boynton initiative. They have
established a Youth Choir and an Academic Learning Camp at Congress Middle School
starting -lune 17 and ending August 1. They hope this will help the children who
currently have to repeat grades at school. Mr. Bryant introduced Dr. C. Lloyd Newton,
who had written most of the materials for this program. Mayor Broening stated that this
was a remarkable program and he thanked Mr. Bryant for the presentation.
Presentation of donation to .lean Wicken, Executive Director of the
Susan G. Komen Breast Cancer Foundation, on behalf of The Links
at Boynton Beach, the Ladies & Men's Golf Associations, and the
players
.loe Sciortino~ Golf Director at The Links, publicly thanked the Commission and the
City Manager for continuing to encourage all City departments to do whatever they can
to get involved with the community in an effort to improve the quality of life.
Mr. Sciortino reported that last year's program raised $6,425.:[5. This year, a team of
1:[9 lady golfers raised $7,674.:[:[ for The Susan G. Komen Breast Cancer Foundation
and Mayor Broening and Mr. Sciortino presented the check to the representatives of the
Foundation.
Mr. Sciortino invited Ms..lean Wicken, Executive Director of The Susan G. Komen Breast
Cancer Foundation, to the podium. She thanked the staff at the Links and Carol
Corenthal, former president of the Ladies Golf Association. Ms. Wicken introduced the
president of The Susan G. Komen Breast Cancer Foundation affiliate, Ms. Debbie Price,
who stated that their organization was based almost entirely on volunteer support. Ms.
Wicken distributed small pink teddy bears with the breast cancer logo to the members of
the City Commission as a token of their appreciation.

Mayor Broening invited Kristina Kramer, 14 years of age, to the podium. Ms. Kramer
spoke of the events of September 11 and what a terrible time it had been for the
country. She decided to make something to encourage people to get beyond the worst
of their hard feelings and look towards making the country better than ever. The wall
sculpture she donated looked like the Statue of Liberty because she wanted those who
see it to remember what our country stands for. A banner on the statue contains words
from Abraham Lincoln's Gettysburg Address: "...that from these honored dead we take
increased devotion to that cause for which they gave the/ast fu/I measure of devotion.
That here we h/gh/y reso/ve that these dead sha// not have d/ed in va/n, that th/s nat/on,
under God, sha// have a new birth of freedom, and that government of the peop/e, by
the peop/e, for the peop/e, shou/d not perish from this earth."
Mayor Broening announced that the sculpture would be put in the lobby of City Hall and
other public places so as many people could see it as possible.

C. Resolutions:
Proposed Resolution No. R02-092 Re: Authorizing Mayor
to execute Partial Release of Lien for 1000 W. Tndustrial Avenue,
Boynton Beach Industrial Park North, Lots 5-8
Vice Mayor Weiland invited Scott Blasie, Code Compliance Administrator, to
explain the case.
Mr. Blasie indicated that the property had been a problem for quite some time and
involved some illegal fill operations going back to 1996. The request before the
Commission was for a partial release of lien on Lots 5 through 8. The City of Boynton
Beach still retains liens on Lots 3 and 4 and staff believed that this would be sufficient to
secure the City's financial interests. Mr. Blasie was aware of the concerns about the
heavy equipment and debris that remain on Lots 3 and 4. Staff is recommending
approval because the respondent has been extremely cooperative with all that the City
had asked them to do. There is no reason to doubt that they will finish the job.
Chuck t4illar~ Development Planner from Moyle, Flanigan, Katz~ Raymond &
Sheehan, P.A., stated that they had a contract to purchase Lots 5-8. The contract
purchaser plans to construct a 14,000 square foot building with parking and a
maintenance yard for construction equipment. The contract purchaser made several
large trenching ditches north and south along Lots 5-8 in order to determine what was
buried there. Mr. Millar's firm represents the property owner, not the tenant on Lots 3
and 4, Phoenix Wrecking. Mr. Millar investigated the trenches and determined that most
of the buried material was concrete and rebar from some demolished bridges. Mr.
Millar's client had just received a Final Judgment on Lots 3 and 4 and had posted a Writ
of Possession. They gave Phoenix Wrecking until last Friday to move as much of the
equipment as they could but there are still four cranes and some LP tanks. They have
gotten bids from contractors in excess of $35K to remove the remaining material. None

of the equipment on Lots 3 and 4 will be relocated to any other lot in the area, Mr. Millar
thanked Mr. Blasie and Mr. Livergood for their assistance in the matter,
Commissioner Fisher asked about the time required for total compliance. Mr, Millar
indicated that they would work as diligently as possible to do the work in the next 45
days.
Vice Mayor Weiland asked how much equipment had been removed since the
Commission released the lien on Lot 9 in February. Mr. Nlillar stated that the tenant had
not removed anything from the property until about ten days ago.
Motion
Commissioner Fisher moved that the lien be released on Lots 5-8 with the stipulation
that the remaining properties are to be brought up to Code within 90 days. Vice Mayor
Weiland seconded the motion.
Attorney Cherof asked if the intent of the motion was that the partial release of lien be
held for that 90-day period, contingent upon cleaning up the property. Vice Mayor
Weiland stated that this would delay their closing and Mr. Millar agreed that it would.
Attorney Cherof suggested that the $18,250 lien funds be held in escrow for that 90-day
time period with the contingency that they be released to the City if there is no clean
up. Commissioner Fisher amended the motion accordingly. Vice Mayor Weiland agreed.
The motion carried 5.0
D. Other:
Authorize the City Attorney's office to initiate foreclosure action
against the property located at 1102 North Federal Highway
Scott Blasie, Code Compliance Administrator, advised that this was a vacant
commercial building at the corner of Martin L. King Boulevard and North Federal
Highway. Currently, the Code Compliance Division has a fine on the property for $17K
plus. They had never been able to contact the property owner. Mr. Blasie believed that
there were several years of unpaid taxes on the property. Also, it appears that the
property has suffered extensive water damage and some ceilings are coming down. Mr.
Blasie brought the case forward in the hope that the City, the CRA, or some other
interested party might be interested in pursuing the property so that it could become an
asset to the City.

Commissioner Fisher moved to authorize the City Attorney to institute foreclosure
proceedings against the property located at 1102 North Federal Highway. Commissioner
Ferguson seconded the motion that carried unanimously.

Dom Desiderio, 2755 So. Federal Highway, stated that he wanted some
clarification. When the Core Grants were discussed on pages 20 and 21 of the subject
minutes, Mr. Bressner had stated, "We have $637K in the Utility Fund for these grants."
Mr. DesideriO asked why Mr. Bressner's statement was not in the minutes. Mr. Desiderio
also commented on his question to Attorney Cherof at the same meeting about using
the utility funds, in relation to the assessment against his building. Mayor Broening
advised Mr. Desiderio that this was not a correction to the minutes and that the City
would look into the voice recording of the meeting and amend the minutes.

Mr. Desiderio had a second correction for the minutes on page 16 in the discussion of
water and wastewater rate options when Mr. Sugerman was speaking. He had asked a
specific question and it was not in the minutes. "]:f ]: have 150 square feet of retail
space, ]: am required by Code to have one parking space; yet, on the ERUs, ]: am
penalized on that Code because ]: have to pay ERUs on that one parking space." Mayor
Broening asked if he wanted that language put in the minutes. Mr. Desiderio stated that
he did and that he wanted clarification on this point.
Mayor Broening advised that in the future, this kind of matter could be handled more
- efficiently by approaching One of the members of the City Commission or the City Clerk.

Attorney Cherof adminiStered the oath to all who would be speaking. Mayor Broening
asked that the applicant make a brief presentation about the project first.
Peter Sachs of Sachs, Sax & Klein, P.A., representative of the applicant, reviewed
some of the comments from the recent Planning & Development Board meeting. The
site being considered at Quantum Park was chosen after a very meticulous search
because 1) the area is essentially industrial, 2) it is on a cul-de-sac, 3) it is a quiet area,
and 4) it is not in or near any residential areas. They hope to create many jobs in the
medical and medical service area. The Watershed is a for-profit corporation and if
permitted this use, will add to the tax base of the City.
The Watershed does not treat any criminals or persons that are ordered to go into
rehabilitation by the Court, State, or Federal government. The only patients at
Watershed are volunteers who want to be there. They are either private-pay or have
insurance subsidies. All the patients are adults, 18 years of age or over. They have a
medical problem - a chemical dependency. The Watershed provides a service that
allows many of these individuals to return as productive members of society.
Comments were made at the Planning & Development Board meeting about the
potential for aggression, violence, sale of drugs, or other criminal activity if the use were
to be permitted. Their law firm undertook an investigation of the activities of The
Watershed in Boca Raton. The inquiry involved the Boca Raton Police Department, the
Police Department at FlOrida Atlantic University, and the School Board with reference to
Boca Raton Middle and High Schools. ]:n three and a half years, there were no cases
where a patient of The Watershed did anything to any of its neighbors of an aggressive,
criminal, or harassing nature. There were several 911 calls initiated by the patients, who

did not want to complete the program. They do not have the patience for the procedure
and medical intervention involved when a patient declares his or her decision to leave.
Many of the comments at the Planning & Development Board meeting had to do with
safety and containment issues, primarily due to the proximity of the high school. Mr.
Sachs believed that many of the issues impinging on safety and containment would be
more properly addressed in a site plan review. His client will cooperate with staff, the
high school, and concerned parents. They do not want one incident to occur in Boynton
Beach. Tf the use is approved, they will work diligently with staff to create a safe,
aesthetically pleasing environment for their patients and for their neighbors.
Bill Russell, Chief Operations Officer, The Watershed, asked the Commission to
adopt the recommendation of staff and ratify the Planning lA Development Board's
unanimous 7-0 vote of approval for this use. They intend to cooperate fully with the
City and with their neighbors in Quantum Park. They are licenSed by the State of Florida
and the Department of Children IA Families and in an April audit, were found to be in full
compliance with their standards, with no corrective actions required. They have
received accreditation by the Joint Commission on Accreditation of Health Care
Organizations.
Mr. Russell displayed some artist's renderings of the proposed facility. They plan to
create a campus-like facility that will provide a setting of safety and privacy for their
patients. Mr. Russell reiterated that their neighbors in Boca Raton hardly know they are
there. That is what they want for Boynton Beach.
Mr. Russell spoke of the voluntary nature of the patients who go to them for treatment.
Even though participation 'is voluntary, when a patient expresses a desire to leave, staff
intervenes to see that their affairs are in order and that they have transportation to their
destination. :In rare cases a patient might decide to walk out without completing the
process that occurs when people ask to leave the program. Tn the last three years he
found three instances of people who left during this medical intervention process. They
contacted The Watershed after leaving and were encouraged to return to the facility,
but declined. '
Mr. Russell expressed his desire to be a good neighbor.
Mayor Broening asked if the patients had cars of their own. Mr. Russell stated that
when a patient is admitted to their facility, the staff puts any money, credit cards,
identification, or car keys into safekeeping. Patients are not permitted to drive their cars
while they are in treatment.
Commissioner McCray asked whether The Watershed had provided transportation away
from the facility for the three patients who had walked out. Mr. Russell stated that The
Watershed offered transportation to the patients as part of the medical intervention
program, but the patients chose not to complete the process and did walk out the door.
Commissioner Fisher stated that they did not walk out without anyone's knowledge or
escape and Mr. Russell agreed.

Commissioner McCray stated that everyone was concerned about the children in
Boynton Beach as wel as the new Boynton Beach High School. Commissioner McCray
read a letter from the School Board on this subject into the record. Dr. Debra Robinson
of the School Boarc~ asked Commissioner McCray to read the letter from Tom Lynch,
Chairman of the School Board. Dr. Robinson expressed regret that she would not be
able to attend the meeting. The letter advised that the proposecJ use must be consistent
with the intent and purposes of the PID and asked that any use approval be consistent
with other existing uses. The letter also asked that the use approval not pose a
detriment to the safety, health, and welfare of the school students and school
community. The letter is attached to the original minutes on file in the City Clerk's office.
Commissioner Fisher asked that a representative of the School Board be present during
site plan approval if the use was approved. The suggestion was made that they could
participate during the Public Hearing. Mr. Bressner stated that the information could be
made available to them, as a matter of courtesy and information, as the process moves
forward.
Eileen Schlechting, 230 N.E. 26th Avenue, was concerned about the proximity of
the facility to the children at the Boynton Beach High School and the fact that the
patients could leave the facility. She believed the property was originally for commercial
and residential use and that this would diminish the value of residential property. She
wanted to know why they wanted to come to Boynton Beach when they had a facility in
Boca Raton. She asked the Commission to deny this use and not let tax dollars cloud
their judgment over the future of their children.
Beverly Agee, 832 S.W, 33rd Place, spoke as an individual and not as a member of
any organization connected with Boynton Beach. She asked the Commissioners to
review the project on its merits. She had been concerned throughout her life about the
phenomenon known as "NTMBYT~SM", "Not in My Back Yard." Drugs are a serious
problem in our society. The number one way to effectuate change is treatment. This
organization is no different than the Betty Ford Clinic. Whether individuals or
organizations pay makes no difference. They are organized for profit and they want to
be successful. Their number one priority will be the safety of our children because they
know that this is our concern also. She was as concerned about high school students as
anyone but her concern recognizes that high school students are not na'ive any longer.
They are street smart and know about drugs and alcohol. Working with this organization
is an effective way to help our high school students and not reject an organization that
will help so many other people.
Brian Miller~ 2515 N,E, 2nd Court~ Apt, 112, spoke as a pharmacist and a former
inspector in New Jersey of drug and alcohol facilities and a retired police commissioner.
The people that live in the north end of Boynton live in a very high drug use and traffic
area. As an inspector for the New Jersey State Department of Health, he witnessed
much drug traffic around most of the drug and alcohol facilities that he personally
inspected over a period of five years. While a facility like The Watershed has a strong
and useful purpose, locating it just 1200 feet from the new high school and in a newly-

developed residential/retail complex is not in the best interest of the new and current
residents of Boynton Beach.
Allen Stepner, 2600 N.E. Ist Lane, Building 5, indicated that the distance from the
schools to the facility in its Boca Raton location was considerably greater than the
distance from the new high school to the proposed facility. He had seen what drugs and
alcohol could do to individuals and he was pleased to learn of facilities that help people
who have problems. He was also concerned about the proximity of the facility to the
new residential complex in Quantum Park. He asked the Commission to consider the
School Board comments and put safety over profit.
Alice Otis, 203 S.W. 13th Street, spoke to a School Board member last Saturday who
had spoken to personnel at the new high school, and indicated that the high school did
not have any problem with this facility. She was a new member/alternate of the
Planning & Development Board and if she had voted, would have voted with the rest of
the Board for the facility. A chain link fence surrounds the high school and she believed
that the fencing at the new facility would also be adequate. Ms. Otis believed that the
people that would be patients at the facility would be like people one would meet every
day and not even know that they had a chemical dependency problem.
Edward Tedtmann, 869 N.W. 8th Avenue, had no problem with having this facility in
the proposed area. He came here to discuss the visual impact of the property, since it
abuts his property, but then realized tha;c it was a "use" decision only. He had heard no
comments from his neighbors about the proposed facility.
Mike Friedland, 330 N.E. 26th Avenue, stated that he had been listening to people
talk about drug rehabilitation treatment facilities as if they were all the same. He
disagreed, saying there were good ones and bad ones. He spoke of personal family
experience with someone who was treated at the Hanley-Hazelden facility in West Palm
Beach and that it was an excellent place.
Mr. Friedland also spoke of his years as an educator and expressed his love for children
and his desire to see them cared for. He did not think anything would happen to the
children and the Board that voted in favor of this facility did not either, all seven of
them. Mr. Friedland gave the website address and suggested that skeptical people go
there and learn something about the facilitymwww.thewatershed.com.
.lim Wade, 9878 Sun Pointe Drive, was concerned about he facility being so close to
the high school. He was concerned that they did not find out about it until it came out
in the newspaper the other day, He wondered why they could not find a better site than
one that is right next to a high school.
Henrietta Solomon, 230 N.E. 26th Avenue, was told that she should not worry
because the clients would be executives and others of that ilk. A rich addict is no less of
a threat than a poor one. Ms. Solomon lives in a high crime area and she did not gain
any feeling of security after hearing the applicant's presentation. Ms. Henrietta stated
that Village Royale was more interested in safety than in improving the tax base. Since

they live in a high-crime area already, she did not understand how the Commission
could even consider putting this extra burden on them.
Mike Fitzpatrick, 101 S,W. 4th Avenue, spoke in favor of the project. He thought it
was good that people were concerned about the well being and safety of the students of
the Boynton Beach High School; however, at the Planning & Development Board
meeting, and at this meeting tonight, those who are against it have not made a case as
to how the 1/4 mile proximity to the high school threatens the students. Tf a patient left
the facility, they would not go to the high school because there are no drugs or alcohol
on campus. Patients know that. They also know about the Drug Free Zones around the
school. If they somehow managed to find drugs and were caught, they know they
would not be returning to the facility but to jail. He asked that people not "demonize"
the future patients. Addiction is a disease, The clients are patients, not career
criminals. Mr. FitzPatrick explained that they were relocating to Boynton Beach because
there was no room for expansion in Boca Raton.
Herb Suss, citizen of Boynton Beach, stated that he had been on the School Board in
New York State in the past and he wished that there were even more facilities to help
youngsters. He felt that if one human being were saved in that facility, it would be
worth it. He commended and respected the Planning & Development Board and felt
that they were looking out for the welfare of the City's residents. He felt that the
applicant would cooperate in every way with the City. He suggested that people get
NIMBY out of their minds.
Maurice Rosenstock, I Villa Lane, stated that most of the people in the audience
had not been around when Quantum had gotten started. The original conforming use in
Quantum Park at the beginning was for research facilities. From that we have jumped
to warehouses and various other uses. Times change and the need for facilities
changes.
Mr. Rosenstock noted that he had been a member of the Planning & Development Board
for eleven years. He made some calls on his own to inquire about The Watershed. The
final call was made to his daughter, Ellen Horehouse, the president of a very large, not-
for-profit company, called The Students Assistance Corporation, one of the foremost
organizations in the United States aiding students with drug abuse and alcoholism
problems. He asked her what the histori.ca! record was on this type of facility in various
states and what the relationship was between such facilities and their neighborhoods.
Ms. rvlorehouse stated that there were two types of places. If it is a place where
someone is going to be incarcerated or where they are mandated to be because of a
Court Order, with fences and police patrols, they have escapes and they have problems.
Facilities such as The Watershed, where people go voluntarily, do not have a police
problem. She emphasized this because the same emotional discussion of possibilities
takes place in every community where these places are going to be built. He believed
that once the Commissioners had weighed all the factors at hand, they would find that
most of the evidence would suggest approval of this use.

Commissioner Fisher asked Chief Gage to speak about the results of their research of
The Watershed and where a person would be taken if picked up.
Harshall Gage, Chief of Police, stated that if they picked somebody up they would
take them to South County Hospital. They do not take people to facilities that do not
accept committed patients. The facility in question only accepts volunteer patients and
is not a facility the police would deal with in normal circumstances. A search by staff of
the records of the Boca Raton Police Department in reference to this facility showed that
there were 68 calls for service since .lanuary of last year, which equates to one call per
week for service. There were no calls for service that indicated any concern for staff that
this was a type of business that would create anything other than the type of calls a lot
of businesses in this City already generate. There were no serious crimes reported in the
report from Boca Raton that raised any flags that would cause him to recommend a
second look at the facility. The specific Statute that governs these facilities requires the
facility to provide security for their patients and security in the event that any of their
patients need restraining. As long as they comply with these requirements, Chief Gage
did not see any issues that would create an inordinate amount of calls for service by this
organization and saw no indicators that would create "over-concern" with their proximity
to the high school.
Commissioner McCray inquired about how many males and females were in the patient
population. Mr. Russell stated that there were usually 60% male and 40% female.
Commissioner McCray asked if the patients that would be coming to their facility would
be coming from Palm Beach County only. Mr. Russell stated that patients would be
welcome to come to their facility from the local area or anywhere in the United States.
Commissioner McCray asked if the Police Department would be notified if they saw
someone walking out of the facility. Hr. Russell stated that in the rare event that this
happened, the physician in charge would review the patient's record, if the physician
felt that there was any possibility of harm coming to the patient, the police would be
notified. They would also notify the family members and friends of the patient.
Commissioner McCray believed that not all of the information had been discussed during
the Planning & Development Board meeting, specifically the instances of the three
individuals who had left the treatment program in the past. He felt this had misled the
Planning & Development Board.
vice Mayor Weiland echoed the comments of Beverly Agee and applauded The
Watershed for their efforts. He has four children of his own to be concerned about and
does .care about children. In his business, he had provided service to two different
rehabilitation facilities in the local area over the past twenty-two years. Although they
may be in business to make a profit, he had personally found that the operators of such
facilities are very compassionate and caring people. The facilities are normally placed in
a very serene setting and he believed this might be why they chose Quantum Park. in
reference to decreasing property values, he thought that Quantum Limited Partners
would not have entered into a contract with The Watershed if they believed it would
affect values in Quantum Park. Vice Mayor Weiland thought it was important to note
that the people who become clients of The Watershed do so voluntarily and that the

people to worry about are the ones that do not check in to these facilities. Vice Mayor
Weiland expressed the belief that this was a great opportunity to help our society and
make Boynton Beach a better place in which to live.
Commissioner Ferguson was disturbed by the stigma that still surrounds chemical
dependency. He wondered whether a facility for treating disabled veterans would have
generated the same concerns. He indicated that chemical dependency is a disease, just
like any other medical problem. He was in favor of this project because there were no
problems in Boca Raton. Also, seven people from different walks of life on the Planning
& Development Board had considered the matter and voted in favor of it and he found
this quite persuasive.
Mayor Broening stated that he had some knowledge of chemical dependency from his
own family circle and that there would have been no way to tell that this person was an
addict with all of its ramifications and stigma. On November 7; 1975, he met a lady at
Luke Air Force Base in Phoenix, Nevada, who made quite an impression on him because
she was an addict. Nobody knew at that time that she was an addict. Her name was
Betty Ford, First Lady of the United States. She was no threat to national security or to
anyone. She was a charming and gracious lady who had a chemical dependency
condition based upon prescription drugs. :[n Mayor Broening's former corporate life at
Pratt & Whitney, there was a very close relationship with Hanley-Hazelden because they
had 13,500 employees and in a group that large, many suffer from the disease of
chemical dependency. They invested a lot of money in recovering many very valuable
people. The recovery rate in the program is extraordinarily high. That is what this is.
This is not a bunch of drug people like you see on television but respectable and useful
people, once they are rehabilitated. :It is not wrong to makea profit on it because there
are a lot of hospitals that make a profit and treat everything imaginable.
Commissioner McCray stated that he was concerned with the safety of all citizens in
Boynton Beach, including the children and the elderly. The high crime district mentioned
earlier is his district. He was concerned about the elderly people who are at home with
the drug addicts that are running around now during the days not locked up.

Commissioner Ferguson moved to approve the request for use approval for The
Watershed Act :[:[, :[nc. for a rehabilitative hospital within the Quantum Park P:[D on lots
with a master plan designation of Office/:[ndustrial (OI). Vice Mayor Weiland seconded

aspect was expenses, which range from $375 to $450 a month. He suggested that each
year on .luly 1, a cost of living increase be granted, based on the Bureau of Labor
Statistics and Consumer Price Index, and that it be incorporated in each year's budget at
the beginning of the fiscal year. The last time that the expenses were changed was in
1991.

Commissioner Ferguson moved to have a ResOlution produced reflecting his statement
relative to an annual cost of living inc_rease for Commissioners tied to the Bureau of

Dom Desiderio, 2755 So. Federal Highway, stated that he was unable to find any
backup information on this item when he picked up the agenda at the City Clerk's office.
Mr. Bressner stated that Mayor Broening would report on this at the meeting.
Commissioner Fisher offered Mr. Desiderio his copy to read.
Herb Suss, citizen of Boynton Beach, said that he was more than satisfied with the
work being done by the City Manager and thought he should be paid at the same level
as other City Managers in other municipalities. He thought Mr. Bressner was grossly
underpaid in comparison to other City Managers around the State. He praised Mr.
Bressner as a tireless worker and someone that was always available to speak with the
residents of the City.
Dom Desiderio~ 2755 So. Federal Highway~ stated that he had no problem with
anyone getting a raise based on what that person does for the community. He knew
Mr. Bressner had done a lot for the community but stated that as a small
businessperson, his cost of doing business had increased since Mr. Bressner had come
to the City. He asked Mr. Bressner if there would be any way that he could work with
him to alleviate some of the problems that had come to his small business on Federal
Highway. ]:t was Mr. Desiderio's belief that the small businessman in the City was getting
the brunt of all these increases and that something had to be done because it was not
fair. He asked that the City do something for the little guy.
Mayor Broening noted that the request before the Commission was a request by Mr.
Bressner to increase his annual salary to $118,000 from his present salary of $105,000
and to adjust the City's contribution to his deferred compensation program to the lesser
of ten per cent of salary, or $11,500, based on new [RS rules which allow for increased
contributions.
Commissioner Fisher addressed Mr. Desiderio, saying that Mr. Bressner presents options
to the Commissioners and that the Commissioners can either approve or disapprove
them. He recalled his experience in the City under other administrations and pointed to
the financial improvements the City had experienced based on Mr. Bressner's ideas,
including Mr. Bressner's success in reducing the storm water ERUs and in garnering
more than $7M in grant money for the City. Commissioner Fisher noted the disparity
between Mr. Bressner's salary request and the salary of the Delray Beach City Manager,
which is $10K higher, in a city with one thousand fewer people. He thought the increase
should be granted but wanted the Commissioners to consider the fact that Mr. Bressner
could go to work in a neighboring city for more money and to remember this when the
issue comes up the following year.
Commissioner Ferguson stated he was going to vote in favor of the increase to show a
unified vision to the community, but believed something in the vicinity of $114K would
be more appropriate.
Commissioner McCray noted that he had an opportunity to go to a conference lately and
after listening to the problems other cities were having, came away with even more
respect for the City Manager. Commissioner McCray was absolutely amazed to discover

how "on track" Boynton Beach was under Mr. Bressner's leadership. He was in favor of
granting the request.
Vice Mayor Weiland stated that the City Manager had reduced his salary request at the
urging of indiVidual Commissioner(s) during their weekly one-to-one meetings with him.
While Mr. Bressner's talents could command more mOney, Vice MaYor Weiland believed
that Mr. Bressner's heart was in the job here in Boynton Beach and that he planned to
stay in Boynton Beach.
Mayor Broening did not believe that the salary being requested was competitive
compared to the salaries of other city managers. He pointed to the extraordinary
credibility and respect Mr. Bressner is given by his peers, throughout the country, not
just in the cities in which he served. He has expertise in finance, public works, writing,
and all aspects of government, and is as good as the best in his game. Mayor Broening
believes in Mr. Bressner's loyalty but is keenly aware of the disparity in the salary he
requested and the salaries paid to his peers in other cities with similar climates. A
fundamental issue of fairness exists. While he planned to vote in favor of the increase,
it was a personal concession to go along with anything less than a competitive salary.
Motion
Commissioner Fisher moved to approve an annual salary of $118,000 for City Manager
Kurt Bressner and to adjust the Ciys contribution to his deferred compensation
program to the lesser of ten per cent of salary, or $11,$00. Commissioner Ferguson
seconded the motion.
Mr. Bressner noted that a unanimous vote on this issue was as important to him as any
money or benefits and that this was why he had made the suggestions that he had
regarding the salary amount. He appreciated Commissioner Ferguson's comments and

regulations for Subs;anco Abuse Trea~.ment Facilities are consistent with state legislation
relatin9 to substance abuse services; and
WHEREAS, the City Coundl of'ihe City of Boca Raton finds that the pertained uses in
the MC Medical Center District and conditional uses in the R-B.-1 Mctel-Business District are
necessary to provide needed services to the citizens cf Boca Raton; and
WHEREAS, the City Council of' the City of Boca Raton finds that it is in the public
interest to amend Sections 28-;'43 and' 28-922, Code of Ordinances, to establish minimum

/eL)~m} The following accessory uses are permitted to a hospital, convalescent home,
adult congregate living facility or nursing home: heliports; {]iff shops; floral shops; cafeterias;
snack bars; quarters for employees and personnel, including nurses, interns, doctors and
medical technicians; beauty shops; barbershops; recreation facilities; auditoriums cr any other
uses which are accessor! to or incidental to the normal operation of a hospital, conva!escent
home, adult congre~;ate living facility or nursing home, provided that thoro be no signs or
advertisements or I:romotional materials directed to the general public relating to such
accessory uses except for informational and directional purposes.
Section 5. tf any section, subsection, clause or provision of this ordinance is held
invalid, the remainder shall not be affected by such invalidity.
..Section 6. All (:rdinances and resolutions or parts of ordinances and resolutions and
a!l sections and parts of sections in conflict herewith shal! be and hereby are repealed.
Section 7. Ccdificatk~n of this ordinance in the City Code of Ordinances is hereby
authorized and directed.

Building Confidence One Child at a Time
OBJECTIVE
The MAD DADS of Boynton Beach Academic/Learning Camp is for children in need of greater
academic structure and individualization. Our camp is unique because we incorporate reading,
writing and arithmetic with all the fun of summer camp. We work on academics in the mornings
and socially enriched activities in the afternoon. Each camper receives an individual education
program based on their needs. Needs are determined by their schools, parents and our staff.
All programs are in small groups. Children have no homework, but work very hard on practicing
the basics. We incorporate many different types of instructional strategies, including but not
limited to, Multi-Sensory Reading techniques, phonics, and whole language based approaches.
PHILOSOPHY
The MAD DADS of Boynton Beach Academic/Learmng Camp program is based on the
philosophy that every child needs to experience success in order to develop a positive self-image.
For many children this success comes naturally in the day-to-day interactions with their peers,
teachers and coaches. However, for a large population of middle school adolescents, a more
structured and professionally supervised setting, is necessary to create an environment more
conducive to success.
Our camp provides a support system that allows adolescents to have successful experiences while
participating in a variety of traditional camping activities. We feel that middle school adolescents,
in general, function best in a noncompetitive environment in which they are provided with a great
deal of instructional and social support. Activities are broken down into their most elementary
skills and instructors do not assume that campers have mastered age appropriate skill levels. The
campers are helped to pursue the mastery of a skill at a pace that is comfortable.
Most critical to the success of MAD DADS of Boynton Beach's program is our emphasis on the
development of age appropriate social skills. As with athletic and artistic talents, social skills and
appropriate social behavior must be directly addressed, practiced and reinforced in order to
develop at an age appropriate level. By viewing each of our activity areas as vehicles fbr
approaching social skill development, our campers experience numerous successes throughout the
day in all aspects of the MAD DADS of Boynton Beach Academic/Learning Camp program.
PROGRAM DE SCRIPTION
The MAD DADS of Boynton Beach Academic/Learning Camp is designed to expose each Camper
to a wide varietv of academic activities while at the same time providing a meaningful social
experience. Exposure to social situations is a critical factor in social skill development. The camp
uses each of our diverse academic activiues as vehicles for which we can address social skill
development. Immediate positive feedback or rektirection for inappropriate actions enables our
campers to experience continual social skill guidanlze in an activated learnin~ enviromnen~.

PULLING IT TOGETHER: STUD Y PRACTICES:
Grade 6 - 8
This class will begin with the how, when, and where to study, and then progress to note
taking, outlining, vocabulary, index carding, and highlighting. Students will gain expertise
in how to follow directions, dig into their textbooks for the main ideas, read for meaning,
and gather needed information for studying. Basic studying and time-management
techniques will be introduced to enable students to pull it together! Each class will
progressively reflect more in- depth skill development as appropriate by grade level. The
last week will have activities involving study skills with library research, and hands on
study.

Students in this class will learn to use PowerPoint to make organized, professional-looking
presentations. Students will choose a topic of interest to them and will develop and design
their own web pages. This course is a great opportunity for students to acquire computer
skills that will serve them well all the way through high school, college, and beyond.

This enrichment course is designed to provide hands-on practice to those Students in need
of review or reinforcement of their Pre-Algebra skills. Students will build their math skills
through games and problem-solving activities that will give them a more concrete

operations. Students will build their problem-solving strategies through games, puzzles,

strengthen students arithmetic operations, logic and problem solving skills.

Everybody loves a mystery! Some students may claim that they don't like science, but
they all love to investigate, explore, and do experiments. As student detectives unravel
"The Case", they will conduct numerous hands-on forensic science tests on evidence found
at the "crime scene". They will dust for fingerprints, perform paper chromatography,
decipher a secret note with silly putty, perform tape lifts on suspects' clothing, and much,
much more! Student detectives will be refining their skills in deductive reasoning, problem

PUBLIC SPEAKING AND VIDEOBROADCASTING

This part I of a two-week intensive course will develop oral skills and in particular public
speaking skills. Students will explore concepts of effective communications such as eye.
contact, body language, organization, delivery techniques, and more. Storytelling, reader's
theater, dramatization, and improvisation techniques will lead to more confidence in
presentation. The second week will focus on video broadcasting. Students will be doing
several speeches "live" and one big project with a live presentation and a video production.
For a final project students will prepare a demonstration video, utilizing PowerPoint,
Imovie, and other sOftware, and present it "live".
