Hilary Zalman, Community Standards Special Magistrate, called the Hearings to order
at 9:23 a.m. and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

for outside storage in his carport. Officer Chevalier Bien-Aime noted, per code, the only
thing permitted under the carport is a car. Ms. Zalman read the section of the code that
applies to the violations.

Mr. Hunt disagreed and stated it is his work area. He suggested Chevalier Bien-Aime was
not treating him fairly.
Director Stone clarified outside storage in a rear yard cannot be viewed by anyone per
City ordinances and codes. She emphasized that the code applies to all residents.

further explained the patio design and why he initially did not obtain a permit.
Officer Estime stated Mr. Huber needs to reach out to the building inspector who issued
the red tag, confirming the phone number is on the red tag.

the original notice of violation. He stated the notices received had no dates on them. He
added there were two cases for the owner and Case 14 was confirmed as complied
yesterday by Officer Guillaume.
Attorney Weiner referenced state statute and argued the tiki hut does not need a permit.
He added that the tiki hut was hardly visible from the public roadway. He explained the
setback was unique to this property and a variance was not possible. He argued the
original builder installed the tiki hut without the correct setbacks and they have worked
with the City for a reasonable accommodation. Attorney Weiner requested a 12-month
extension in order to continue to work with the City.
A copy of the original notice of violation with the date was presented to Attorney Weiner.
The notice was issued on September 26, 2022 with compliance by October 2022.
Ms. Zalman asked Officer Guillaume for his opinion on an extension request. Officer
Guillaume recommended a 90-day extension. Ms. Zalman agreed.
