I. CALL TO ORDER
Hilary Zalman, Community Standards Special Magistrate, called the Hearings to order
at 9:25 a.m. and explained the Magistrate's role and the procedures. Pursuant to Chapter
162, Florida Statutes, all orders are appealable only to the Circuit Court in Palm Beach
County and not to the City Commission. Also, a fine will be imposed if the violation(s) are
not corrected by the deadline.

carport. Ms. Dolphin said her son put down sod and seed. Mr. Dolphin stated the pine
tree cones killed the grass seed.
Ms. Zalman suggested an appointment with Planning and Zoning to discuss options for
the gravel area to the left of the driveway.

Officer Estime presented this case, which was a City official complaint. The initial
inspection date was April 10, 2024. This is not a repeat violator. A written notice was

This was a complaint from the Police Department regarding elderly abuse. Upon making
contact with the property owner's grandson, violations were observed. The property
owner met Officer Estime at City Hall on April 25, 2024 and sent an invoice for pest
control. No further has been made from the property owner regarding the other violations.
The property was last inspected July 15, 2024. This is a health and safety hazard. The
City recommends compliance by July 31, 2024, or a fine of $150 per day, plus
administrative fees in the amount of$384.12.
Ms. Gian Sigari, respondent, was present.
Ms. Zalman stated the smoke detectors need to be fixed immediately.
Ms. Sigari introduced her mom, Rose Kraml, and stated her mom transferred the property
to her in order to do missionary work. She said her mom lives there and not tenants. She
noted she was supposed to transfer the property back to her mom upon her return, but it
has not happened yet. She stated the people living there were homeless, and her mother
took them in.
Ms. Rose Kraml introduced herself and advised that all violations have been corrected.
Officer Estime said that no one has contacted him for a reinspection. He stated body cam
footage showed two people who indicated they were renting during the inspection. Ms.
Kraml read information about providing transitional housing.
Ms. Zalman emphasized the City code needs to be adhered to.
Officer Estime stated a business tax receipt is needed for the tenants. Ms. Kraml
reiterated the person living there is homeless. Ms. Zalman recommended Ms. Kraml
connect with Officer Estime on the issue.

Ms. Zalman tabled the case temporarily and then recalled when Officer Estime returned
to provide comment as the original officer. The case was tabled again for Officer Estime
to review the case.
Ms. Zalman recalled the case again.
Officer Estime recalled the case but noted he did not initiate the case. He recommended
tabling the case so the property owner can bring it into compliance.

Mr. Stanley Davis, on behalf of respondent, was present. He stated the respondent was
his aunt and he had a notarized affidavit. He noted his mom, Carmen Morris, is Ms.
Nereida's sister and is living there. He confirmed no one pays rent.
Officer Vasquez stated the water bill is under Carmen Morris' name. Mr. Davis stated Ms.
Morris is not paying the water bill either.
Supervisor Patrick Hart requested to temporarily table the case until a business tax
supervisor was present.
The case was recalled and Mr. Michael Griffin, Development Services Supervisor, noted
the specific code and confirmed a certificate of use and occupancy is required. An
exemption application should include an affidavit stating those living there are relatives
and pay no rent.
Mr. Davis claimed he could only get a form for rental property.

Mr. Griffin recommended Mr. Davis submit a Rental Exemption Form.
Supervisor Hart added that the water bill had been paid with cash for the last 12 months.
