82-UUURESOLUTION NO. 82-UUU A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA ADOPTING PAY PLAN FOR FISCAL YEAR 1982/83 AND ESTAB- LISHING JOB DESCRIPTIONS FOR CERTAIN MUNICIPAL POSTS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: SECTION 1: That the municipal employees' pay plans A, B, and C, attached hereto and made a part hereof, is. hereby adopted, ratified and approved. Plan A will cover all sworn members of the bargaining unit of the City's Fire Department. Plans B and C will apply to all other classified and non-classified positions described in the attached classification plan. SECTION 2: That the job descriptions for the following municipal posts, attached hereto and made a part hereof, are hereby adopted, ratified and approved: Preventative Maintenance Mechanic, License and Rehabilitation Inspector, Forester,/ Horticulturist, Assistant Utility Systems Supervisor, Special Project and Energy Control Officer, Planning Aide, Planning Graphics Technician, Maintenance Technician (Dumpster), Building Maintenance Mechanic I, Elevator Inspector, Assistant Supervisor of Meter Readers, Police Aide, and amending Finance Director, Library Page and Library Relief Clerk job descriptions. Ail other job descriptions for positions in the classification plan remain the same and are on file in the Personnel Department. SECTION 3: This resolution shall become effective September 30, 1982. Plan A is effective September 30, 1982 and is based on a 52 hour work week with the 48 hour work week effective on or before April !, 1983. Plan B will be effective September 30, 1982 through May 4, 1983 and Plan C will be effective May 5, 1983 for the balance of the fiscal year. PASSED and ADOPTED this C~~O day o , 1982. Employees hired as part-time, temporary or seasonal will be paid the rate indicated for such job title, hour for hour, and are not eligible for any City benefits. Addition or deletion to the Pay Plan will not affec~ members of bargaining units unless ratified as an amendment to their current contract.. GRADUATED RATE OF PAY IN THE CLASSIFIED AND NON-CLASSIFIED SERVICE: Employees entering step one (1) through step five (5) will remain az each o,f. these steps for one (1) year. --~,~,;F:'"":~ ':' "~.'~ :, -~ '~. The choice of whether to grant overtime pay or compensatory time rests solely .with management and depends on the most efficien-~ and economical delivery of set,rice. Department Heads will not allow the eligible employees %o accumulate over forty (40) hours of compensato~j time at aDS- one time. All department records musz show date compensatory time was earned and date it was taken. Employees who are noz eligible for overtime payment as indicazed in the pay plan, are expected to work the necessary hours to complete their assignments. These employees are eligible for such limited compensatory time off with permission of the Department Head or City Manager. GENERAL CONDITIONS: Employees are eligible for a fi~e percent (5%)=increase with a promotion or what- ever % is .Mequired to attain the enzrance rang~, if an emo!oyee does noz fulfill his six month probationary period on a promotion they will-be reinszated in the pay grade and step they were'promoted from. This increase does no~ affect their regular anniversary increase. Employees demoted whe~her~ voluntarily or not, will be placed' zn the step of the grade of the lower classification that the employee would have normally attained for that position based on their number of years of service with the City. - continued _ Page Employees that are promoted from a pay grade of 28 or less to a pay grade of or over will receive a minimum of 6% increase· Employees that are demoted would be reduced a minimum of 6% plus whatever other % is requi~ed to attain the new grade and step as outlined above. - Members of the Police Department who are authorized and qualified by the Chief to operate the motorcycle will receive 5% hazardous duty pay. Part-time employees filling regularly established classified positions under this pay plan receive no benefits and accrue no seniority. Persons filling vacancies created by regular civil service emo!~vees on leave of absence are considered part-time. - Employees may be reclassified at the start of a new budget year only mf ~ch reclassification has been approved by the City Manager and City Council during the budget sessions for which the reclassification is s hedu!ed. The only exception to this rule would be the sworn police and fi~e department personnel. New aopointments to a classified position may be designated as "trainee" provided the position isn't classified as such and shall be oaid ~t a rate of one step bel~v the normal minimum pay rate for that classification for a period not to exceed six months. Whenever the employee attains the oroficiency or certification during the six months they can be advanced to the n~rmal starting rate of pay and will receive their next regular Day adjustment on their anniversary date. DISABILITY: Employees who are on disability leave will have their positions held for a maximum of six months after date disability claim is acceo~ed and approved by the proper agency, after which they will have their name plaSed on a re-=~ ...... .... ~u~ ...... ~ list as provided under the Civil Service Rules and. Director will review the case for a determination'of the empioyee's physical ability to perform his City employment after a report from the City p,hysician and considering all other relevant factors. In no case will the salary supplement, be extended beyond six (6) months from date of injury. The injured employee may elect to receive accrued sick leave and after exhausted vacation !eave, 'in a~cordance with his regular hourly wage, to the extent that his combined sick leave or vacation leave, City supplement (if less than the full amount authorized) and workers' compensation bene£izs equal his regular weekly net take home salary. The employee must contact the payroll clerk to qualify for the' combined check. It is incumbent on the employee to make application for pension disability in accordance with the pension plan they are members of. Failure to do this automatically cancels the additional City benefits. If the appropriate disability pension board denies the claim, the additional City salary supplement benefit will be canceled, i£ the appropriate disability pension board accepts the claim, the salary supplement will be canceled after . issuance of the disability pension check or at the end of the time duration outlined above which ever comes first. IF an employee who is receiving workers' compensation payment along with the City supplement, sick or vacation leave, is found to be working or compensation for his services, during %his period~ will be subject to reim~oursin~ the City for all medical expenses and supplemented, sick, or vacation pay taken. ' ' PF~VENTATIVE MAINTENANCE II~CHANIC NATURE OF WOP~f This is responsible, highly technical work performed under the general super- vision' of the Building Maintenance Supervisor and requiring close and continuous liaison with the Energy Coordinator and Building Official. Work involves the development and implementation of a full-time preventative maintenance and repair program for heating, ventilation and air conditioning (HVAC) and other energy related systems in all City-o~ned fa~' · · . ~mlltmes This position requires routine reports of independent technical assessments, the development of plans and priorities for corrective action in coordination with other members of staff and occasional supervision of personnel in pursuit of their accomplishment. ILLUSTRATIVE TAS~S (NOTE: These are intended only as illustrations of the various types of work per£ormed in this classification. Services and maintains heating and air conditioning systems by determining malfunction and replacing or repairing defective oarts or e!emen~s. Have full knowledge of all air conditioning ~ontrols--pneumatic, electronic and electrical. Maintain_ and repair all type of refrigeration equipment. Perform preventative maintenance on heating and air conditioning systems and other .City appliances and equipment. Changes filters in air conditioners; performs plumbing and e!ecvrical repairs on heating and air conditioning or other mechanical systems as required. Operates and maintains any other mechanical Systems or equipment on City property and assists in plumbing installations· Performs other duties as assigned. KN0?fLEDGE, ABILITY AND SKILLS Thorough kn~;~iedge of the basic principles of Air Conditioning, Refrigeration, Heating, Ventilation and Electricity. Thorough know, ledge of basic energy concepts, principZes~ terminology and their application. Working knowledge of the reiationshio between building energy systems (HVAC, Lmga~Ing, Machinery and Equipment Etc.) and the physical envelooa ~ ' ~tr~cture). Working knowledge of small (up to 30 tons), air-cooled HVAC component design and specifications for various manufacturers. Ability to make general technical recommendations concerning sizing and specifications of new and/or replacement components. Basic knowledge of local Building, Licensing, Construction and other applicable codes and ordinances. Ability to read~ interpret and create blueprints and other ~ ~' · ~e~anmcal drawings. Demonstrate ability vo communicate effectively and ~o develop and maintain detailed records and reports. LICENSE AND REHABILITATION INSPECTOR ~iTURE OF WORK Employees assigned this classification will work p~imarity in the field. An empl~ee in this classification will check on all reported violations of the municipal Code of Ordinances and survey the City '~or possible unreported ' ~- ~ vmo!aolo~s. This employee will also perform rehabilitation inspections within given target areas of the city.
