R24-263 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 4 BEACH, FLORIDA, AWARDING AND APPROVING A PIGGYBACK 5 AGREEMENT WITH AMERICAN TRAFFIC SOLUTIONS, INC., D/B/A 6 VERRA MOBILITY, UTILIZING THE CITY OF TAMPA CONTRACT RFP 7 #611122923, FOR SERVICES RELATED TO SPEED DETECTION CAMERA 8 SYSTEMS FOR SCHOOL ZONES, IN FORM AND SUBSTANCE AS 9 APPROVED BY THE CITY ATTORNEY'S OFFICE; AND FOR ALL OTHER 10 PURPOSES. 11 12 WHEREAS, House Bill 657 was approved by the Florida Legislature and allows for the use 13 of speed detection cameras within school zones; and 14 WHEREAS, the City adopted Ordinance No. 24-010 upon second reading on May 7, 2024, 15 Amending Part II, Chapter 14, by creating Sec. 14.6 of the Code of Ordinances; Declaring Purpose 16 and Intent; Authorizing placement and installation of a School Zone Speed Detection System, 17 providing for the implementation of General Law and designation of Local Hearing Officer; Making 18 findings regarding relevant traffic data and evidence warranting additional enforcement 19 procedures and designating School Zone Speed Detection System locations, which constitute a 20 heightened safety risk; and 21 WHEREAS, On March 7, 2024, the City of Tampa issued Request for Proposal (RFP) No. 22 61122923 for Automated Speed Detection for School Zone Safety Enforcement, with a submission 23 deadline set for April 14, 2024.In response to this announcement,the City received four proposals. 24 An evaluation committee was convened to assess the submissions, and after thorough 25 consideration of the criteria outlined in the RFP, it was determined that Verra Mobility offered the 26 most advantageous solution for the City of Tampa; and 27 WHEREAS, per the City Boynton Beach's Purchasing Policy Manual, X. Alternatives to 28 Formal Sealed Bids 8. Piggy-backing is encouraged when it is determined that this method of 29 Purchasing will provide the best product/service at the best price without compromising any of 30 the specifications or quality desired and the originating entity complied with requirements that 31 are equal to or exceed the City's requirements; and 32 WHEREAS, the City desires to piggyback the City of Tampa contract for services related 33 to speed detection camera systems for school zones with the reduced pricing described in 34 attached "Exhibit A"; and 35 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 36 best interests of the City's citizens and residents to award and approve a Piggyback Agreement 37 with American Traffic Solutions, Inc., d/b/a Verra Mobility, utilizing the City of Tampa contract RFP 38 #611122923, for services related to Speed Detection Camera Systems for School Zones, in form 39 and substance to be approved by the City Attorney's office. 40 41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 42 BEACH, FLORIDA, THAT: 43 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 44 being true and correct and are hereby made a specific part of this Resolution upon adoption. 45 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 46 award and approve a Piggyback Agreement with American Traffic Solutions, Inc., d/b/a Verra 47 Mobility, utilizing the City of Tampa contract RFP #611122923, for services related to Speed 48 Detection Camera Systems for School Zones in form and substance to be approved by the City 49 Attorney's office with the reduced pricing as described in attached "Exhibit A." 50 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 51 authorizes the Mayor to execute the Piggyback Agreement with reduced pricing after approval by 52 the City Attorney's Office. The Mayor is further authorized to execute any ancillary documents 53 required under the Agreement or necessary to accomplish the purposes of the Agreement and 54 this Resolution. 55 SECTION 4. Capitalized terms used in this Notice to Proceed shall have the meaning given to such term in the Agreement. Customer hereby designates this implementation of cameras at designated intersections. Verra Mobility shall make its best efforts to install a Camera System within sixty (60) days of permits being granted and power delivered for each agreed-upon Approach, providing that Customer has received permission for all implementations in writing from any third-party sources. Below is a list of Approaches provided by Customer, which have been analyzed based on traffic volumes, road geometry, and existing infrastructure and are believed to be locations at which a Camera System would increase public safety.
