3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
4 BEACH, FLORIDA, APPROVING TASK ORDER NO. CRSUTL-01-2025
5 WITH LORI LEHR INC., FOR COMMUNITY RATING SYSTEM (CRS) 2025
6 ANNUAL RECERTIFICATION AND CLASS 4 VERIFICATION SUPPORT;
7 AND FOR ALL OTHER PURPOSES.

9 WHEREAS, the City and Lori Lehr, Inc. ("Consultant") entered into a Community Rating
to System (CRS) and Climate Resilience Planning Professional Support Services Agreement dated
11 May 2, 2023, approved by Resolution No. R23-052; and
12 WHEREAS, the National Flood Insurance Program's (NFIP) Community Rating System
13 (CRS) was implemented in 1990 as a voluntary program for recognizing and encouraging
14 community floodplain management activities exceeding the NFIP's minimum standards. Flood
15 insurance rates, which are calculated by the Federal Emergency Management Agency's (FEMA's)
16 NFIP, are determined in part by the work that each community does to reduce the effects of
17 flooding in the community. The CRS uses a Class Rating System similar to fire insurance rating to
18 determine flood insurance premium reductions for residents.The CRS Class Ratings are rated from
19 10 (no premium reduction) to 1 (45% premium reduction). Each class rating improvement
20 accounts for an additional 5% premium reduction for the City's residents; and
21 WHEREAS, the City of Boynton Beach CRS Class 5 ranking provides a 25%flood insurance
22 discount for property and business owners in the City; and
23 WHEREAS, the scope of work to be provided by Lori Lehr, Inc. in support of the City's CRS
24 2025 yearly recertification, and Class 4 verification support includes:
25 • Extensive review of the City's Elevation Certificates;
26 • Yearly update of the Program for Public Information plan, outreach materials, and website;
27 • Reports and documentation for each department involved in the production of the
28 documentation for CRS compliance (Utilities, Public Works, Building Department, Fire
29 Rescue, Community Standards, Planning & Zoning, Information Technology Services, and
30 City Manager's Office);
31 • Providing additional activities to support advancement in the CRS program; and
32 • Provide Class 4 verification support; and

34 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
35 best interests of the city's citizens and residents to approve Task Order No. CRSUTL-01-2025 with
36 Lori Lehr Inc., for Community Rating System (CRS) 2025 Annual Recertification and Class 4
37 Verification Support.

39 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
40 BEACH, FLORIDA, THAT:
41 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
42 being true and correct and are hereby made a specific part of this Resolution upon adoption.
43 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
44 approve Task Order No. CRSUTL-01-2025 with Lori Lehr Inc., for Community Rating System (CRS)
45 2025 Annual Recertification and Class 4 Verification Support (the "Task Order"), in form and
46 substance similar to that attached as Exhibit A.
47 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby
48 authorizes the Mayor to execute the Task Order. The Mayor is further authorized to execute any
49 ancillary documents as may be necessary to accomplish the purpose of this Resolution.
50 SECTION 4. The City Clerk shall retain the fully executed Task Order as a public record
51 of the City. A copy of the fully executed Task Order shall be provided to Juan Manzano to forward
52 to the Consultant.
53 SECTION 5. This Resolution shall take effect in accordance with law.

Task Order
Task Order No. CRSUTL-01-2025
Consultant: Lori Lehr, Inc
1. Task/Project. Community Rating System (CRS) 2025 Annual Recertification and Class 4
Verification Support.
2. Detailed Scope of Professional Services.
A detailed scope of services under this Task Order, in accordance with the phases of service detailed
in the Agreement, is attached as Exhibit A.
3. Deliverables and Schedule.
For study/design related services: Consultant shall deliver to the City the deliverables specified at
the time indicated on the attached Exhibit A.
For project administration services: Consultant shall provide project/construction administration
services in accordance with the Agreement and project schedule.
4. Compensation.
The total estimated construction costs of the Project or the cost of the study or report for this Task
Order may not exceed the amounts set forth in Section 287.055, Florida Statutes.
The total Fee to be paid to the Consultant under this Task Order shall not exceed $99,050, based on
the hourly rates currently in effect under the Agreement.
A detailed fee schedule is attached as Exhibit A.
The payment schedule (based on deliverables) is attached as Exhibit A.
5. Agreement Reference.
This Task Order shall be performed under the terms and conditions described within the Community
Rating System (CRS) and Climate Resilience Planning Support Services-Grant Funded Agreement,
dated May 2, 2023, by and between the City of Boynton Beach and Lori Lehr, Inc ("Consultant"),
Contract No. UTL23-001.
6. Insurance.
Consultant shall maintain insurance coverages in accordance with the Agreement and hereby
confirms that Certificate(s) of Insurance evidencing current policies meeting the requirements of
the Agreement are on file with the City as of the date of this Task Order.
7. Exhibits.
All attached Exhibits are incorporated fully into this Task Order and the Agreement.

Dear Mr. Manzano,
Lori Lehr Inc. is pleased to submit a proposal for providing professional services to the City of Boynton
with support services for CRS Class 4 Support under the CRS for the National Flood Insurance Program
(NFIP). The timing of CRS Class 4 Verification will be contingent on the adoption of the in-progress
Watershed Master Plan and the Floodplain Species Plan to satisfy the CRS Class 4 prerequisites. The
current goal is to apply for a CRS Class 4 in August or September of 2025. The preparation for the
application will be ongoing from the execution of the contract.
1. Mr. Schwalls will conduct an extensive review of the City's Elevation Certificates for compliance
with the NFIP and the CRS Program conducted. Elevation Certificate compliance is a prerequisite
to participation in the CRS program.
2. Ms. Lehr will support the project by coordinating with staff to collect, review and process the
required documentation for the Class 4 submission to ISO.Ms. Lehr will assist Boynton Beach with
the following tasks.
a. Guidance with completing the Program Data Table.
b. Review of map services log and data sources.
c. Conduct annual Program for Public Information (PPI) meeting in March of 2025 and
prepare PPI progress report to include an evaluation of flood insurance trends with the
promotion of flood insurance.
d. Review annual outreach projects for compliance with the PPI.
e. Review flood protection information in the Palm Beach County Library and on the
Boynton Beach website.
f. Review open space calculations if new Flood Insurance Rate Maps(FIRMs) have been
adopted.
g. Review flood data maintenance mapping for compliance with the current CRS credit.
h. Prepare the required 5-year update of the Repetitive Loss Area Analysis (RLAA). The
updated RLAA must be adopted by the City.
i. Prepare the annual progress report for the Palm Beach County Local Mitigation Strategy
as it applies to Boynton Beach.

j. Review drainage maintenance activities for compliance with CRS commitment.
k. Assist with identifying required documentation for annual activities to maintain CRS
credit for flood warning and response activities. Boynton Beach is expected to conduct a
flood exercise and a test of the emergency broadcast systems annually.
I. Collate, format, and submit documentation to ISO for the CRS Class 4 Verification. Please
note that all documentation must be transmitted to Lori Lehr no later than 30 days prior
to the ISO scheduled Verification Visit.
m. Prepare for and conduct the ISO/CRS Verification. It is anticipated that this meeting will
be in person and require travel.
n. Coordinate with ISO and the City staff on follow-up documentation to satisfy the CRS
Class 4 requirements.
