R25-012 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF 4 BOYNTON BEACH, FLORIDA, AUTHORIZING THE CITY OF 5 BOYNTON BEACH TO PARTICIPATE IN THE FPL 6 SOLARTOGETHER PROGRAM BY SUBSCRIBING TO 2.6 7 MEGAWATTS OF ANNUAL SOLAR ENERGY CONSUMPTION, 8 WITH AN EFFECTIVE DATE OF FEBRUARY 1, 2025; 9 AUTHORIZING THE MAYOR, IF AWARDED, TO EXECUTE ALL 10 FUTURE DOCUMENTS ASSOCIATED WITH THE PROGRAM, 11 SUBJECT TO THE APPROVAL OF THE CITY ATTORNEY;AND FOR 12 ALL OTHER PURPOSES. 13 14 WHEREAS,the City of Boynton Beach uses approximately 12.6 megawatts of electricity 15 annually, with most usage coming from operations of the City's water and wastewater 16 treatment systems; and 17 WHEREAS, the City joined the wait list for Florida Power & Light's ("FPL") 18 SolarTogether Program (the "Program") in 2021, which said Program is a community solar 19 initiative by FPL that allows customers to participate in solar energy production without the 20 installation of solar panels on their properties; and 21 WHEREAS, the proposed subscription to the Program would offset approximately 2.6 22 megawatts of electricity usage from demand accounts, with an initial credit rate for the 23 Program being $0.036 per kilowatt-hour, with a 1% increase each year; and 24 WHEREAS, the cost to participate in the Program in the first year is estimated to be 25 $8,097, or 0.32% of the City's annual energy bill, with the City forecasted to begin receiving 26 bill credits for its participation in the Program; and 27 WHEREAS, by year 7 of participation in the Program, the City is forecast to receive 28 annual energy bill credits in the amount of $8,106; and 29 WHEREAS, the City will also receive renewable energy certificates ("RECs"), which can 30 be used to offset carbon footprints, meet regulatory requirements, help meet sustainability 31 goals, and demonstrate environmental responsibility; and 32 WHEREAS, the City's participation in the Program will not change daily operations in 33 the City, with no up-front costs, no long-term contract, and the ability of the City to opt out 34 of the Program at any time; and 35 WHEREAS, upon recommendation of staff, the City Commission finds it in the best 36 interest of the citizens and residents of the City to participate in the FPL SolarTogether 37 Program by subscribing to 2.6 megawatts of annual solar energy consumption, with an 38 effective date of February 1, 2025, and authorize the Mayor, if awarded, to execute all future 39 documents associated with the program, subject to the approval of the City Attorney. 40 41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF 42 BOYNTON BEACH, FLORIDA, THAT: 43 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 44 being true and correct and are hereby made a specific part of this Resolution upon adoption 45 hereof. 46 SECTION 2. The City Commission of the City of Boynton Beach, Florida, hereby 47 authorizes the City to participate in the Florida Power& Light SolarTogether Program, with an 48 effective date of February 1, 2025, and authorizes the Mayor, if awarded, to execute all future 49 documents associated with the program, subject to the approval of the City Attorney. 50 SECTION 3.
