4 BOYNTON BEACH, FLORIDA, APPROVING A LETTER OF
5 COMMITMENT FOR THE CITY OF BOYNTON BEACH TO
6 BECOME AN INTERSTATE RENEWABLE ENERGY COUNCIL
7 CHARGING SMART COMMUNITY; AUTHORIZING THE MAYOR,
8 TO APPROVE THE LETTER OF COMMITMENT AND EXECUTE ALL
9 FUTURE DOCUMENTS ASSOCIATED WITH THE CITY'S
10 PARTICIPATION, SUBJECT TO THE APPROVAL OF THE CITY
11 ATTORNEY; AND FOR ALL OTHER PURPOSES.

13 WHEREAS, Charging Smart is a national technical assistance and designation program
14 that supports local governments in setting and achieving electric vehicle ("EV") readiness
15 goals; and
16 WHEREAS, the Charging Smart program is funded by the United States Department
17 of Energy ("DOE"), to offer free technical assistance to help local governments adopt policies,
18 practices, and incentives that exemplify recognized best practices for enabling efficient and
19 equitable EV charger expansion; and
20 WHEREAS, the Charging Smart program is managed by the Interstate Renewable
21 Energy Council ("IREC"), the same organization that manages the SoISMart designation
22 program; and
23 WHEREAS, the City has participated in the SolSmart program since 2018 as a SolSmart
24 Gold community; and
25 WHEREAS, upon recommendation of staff, the City Commission finds it in the best
26 interest of the citizens and residents of the City to announce its commitment to become a
27 Charging Smart designated community in order to accelerate the local adoption of EVs and
28 EV charging and to reduce EV charger costs, and authorize the Mayor to execute the
29 commitment letter.

31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
32 BOYNTON BEACH, FLORIDA, THAT:
33 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
34 being true and correct and are hereby made a specific part of this Resolution upon adoption
35 hereof.
36 SECTION 2. The City Commission approves the proposed Letter of Commitment,
37 attached as Exhibit A, and authorizes the Mayor to execute the Letter of Commitment, subject
38 to review for legal sufficiency by the office of the City Attorney, and authorizes the City
39 Manager to take all administrative and budgetary actions necessary to implement the City's
40 participation as a Charging Smart designated community, including completion of a City
41 assessment using the criteria provided by Charging Smart's consultation directives, in form
42 and substance similar to that attached as Exhibit B.
43 SECTION 3. This Resolution shall become effective as provided by law.

On behalf of the City of Boynton Beach, I am proud to announce our commitment to
become a Charging Smart designated community. In partnership with the Charging
Smart team, Boynton Beach's dedicated staff members will work to accelerate local
adoption of EVs and EV charging. Boynton Beach will work with the Charging Smart
program to develop best practices to equitably serve their community EV charging
needs.
Boynton Beach will leverage Charging Smart to achieve the following goals:
• Review and successfully standardize EV charging infrastructure permitting and
zoning throughout the City.
• Develop and implement plans to successfully launch city-wide public EV charging
infrastructure.
• Educate the community on EV charging infrastructure and evaluate programs to
encourage deployment of EV charging infrastructure throughout the city.
These efforts demonstrate that our community is committed to driving continual
improvement in our community's EV readiness, and in the process of doing so, all the
related areas identified as community priorities in our Climate Action Plan, Climate
Change Vulnerability Assessment, and the City's Comprehensive Plan.
In order to measure progress along the way, Boynton Beach will track key metrics
related to EV and infrastructure deployment.

Objective and Description: This criterion requires communities to update zoning codes to
explicitly permit electric vehicle charging stations as an accessory use within parking lots
across all major zoning districts. Specifically, communities must codify in the zoning
ordinance that EV charging stations are allowed by right in parking lots as an accessory use
across residential, commercial, industrial, and other major zoning categories. Allowing
charging infrastructure as an accessory use provides clarity to property owners and
developers.
