R25-038 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 4 BEACH, FLORIDA, AUTHORIZING THE CITY TO APPLY FOR THE 5 CUMATE SMART COMMUNITIES INITIATIVE'S GRANT PROGRAM TO 6 ADVANCE COMMUNITY-BASED CUMATE RESILIENCE EFFORTS IN THE 7 AMOUNT OF $100,000, AND IF AWARDED, AUTHORIZING THE CITY 8 TO ACCEPT THE GRANT, AND AUTHORIZING THE MAYOR TO 9 EXECUTE ALL DOCUMENTS ASSOCIATED WITH THE GRANT; AND FOR 10 ALL OTHER PURPOSES. II 12 WHEREAS, in 2023 NOAA's Climate Program Office Communication, Education, and 13 Engagement Division awarded $12.7 million in funding to advance the Climate Smart 14 Communities Initiative ("CSCI").In collaboration with NOAA, the CSCI is managed by a consortium 1; of partners, including the Climate Resilience Fund, EcoAdapt, Fernleaf, Geos Institute, ICF, and the 16 Environment, Equity, and Justice Center at NRDC. The initiative is made possible by funding from 17 the Inflation Reduction Act and is part of NOAA's efforts to help American communities prepare, ix adapt, and build resilience to weather and climate events; and 19 WHEREAS, the CSCI from NOAA is a program designed to help local governments address 20 the challenges of climate change by providing guidance, tools, and support for reducing 21 greenhouse gas emissions, increasing resilience to climate impacts, and promoting sustainable 22 development. The CSCI envisions a future where all communities in the United States have equal 23 access to the technical resources, expertise, and information that they need to understand their 24 vulnerability to the effects of a rapidly changing climate and increase their ability to adapt and 25 build resilience; and 26 WHEREAS, on November 21, 2024, CSCI announced a funding opportunity to help 27 communities accelerate their climate resilience planning and projects. The grants can help 28 communities at any step in the planning process and include funding, training, and technical 29 support. The funding, anticipated at $100,000 per award, can be used over a twelve-month period 30 to advance activities ranging from risk assessments and community engagement to project 31 prioritization and initial implementation. Funding from this opportunity would assist with long- 32 term planning for urban tree canopy and heat resilience within the City of Boynton Beach; and 33 WHEREAS, in order to be eligible for consideration, the community must be located in the 34 United States and face significant climate-related challenges based on environmental and 35 socioeconomic considerations. The application and the work must also be done as a collaboration 36 between a community-based organization, a local, regional, or Tribal government partner, and a 37 climate adaptation professional; and 38 WHEREAS, the initiative will be accepting grant applications into March 3, 2025, and 39 expects to announce multiple awards in the summer of 2025; and 40 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 41 best interests of the city's citizens and residents to authorize the City to apply for the Climate 42 Smart Communities Initiative's Grant Program to advance community-based climate resilience 43 efforts in the amount of $100,000, and if awarded, authorize the City to accept the Grant and 44 execute all future documents associated with the grant. 45 46 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 47 BEACH, FLORIDA, THAT: 48 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 49 being true and correct and are hereby made a specific part of this Resolution upon adoption. 50 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 51 authorize the City to apply for the Climate Smart Communities Initiative's Grant Program to 52 advance community-based climate resilience efforts in the amount of $100,000, and if awarded, 53 authorize the City to accept the Grant. 54 SECTION 3. The City Commission of the City of Boynton Beach, Florida, does hereby 55 authorize the Mayor to execute the Grant application attached hereto as Exhibit A, and if 56 awarded, the Grant Agreement, and any other document associated with applying for and 57 accepting the Grant that does not otherwise increase the financial obligations of the City, subject 5s to the approval of the City Attorney's Office. 59 SECTION 4. The CSCI recommends that the adaptation professional take the lead in completing this form; however, another member of the Applicant Team may choose to do so. In addition to completing this form, the CB0 or government partner also must submit the community sign-up form, and the adaptation professional's organization needs to have been accepted into, or have applied to join the Registry of Climate Adaptation and Resilience Professionals.
