INDICATING ~TscoNCU~RENCE WITH THE MANAGEMENT
RE£OMME~DATIONS PRESENTED IN THE PALM BEACH COUNTY
AREAWIDE WASTE TREATMENT MANAGEMENT PLAN,~HEREAFTER
REFERRED TO AS THE 208 PLAN , AND ITS UNDERSTANDING
OF THE WATER OUALITY MANAGEMENT AGENCY DESIGNATION

WHEREAS., %he City of Boynton Beach, Florida, recognizes that, pu.rsuant
to the Federal Water Pollution Control Act of 1972, as amended (PL 92-500),
the Governor of Florida shall designate a mana~mentsystem consisting of
one or more water quality management agencies to carry out ~ppropriate por-
tions of the 208 Plan developed for the Planning Area under Subsection
208(b) of said Act; and
WHEREAS, other affected general-purpose units of local government in
Palm Beach County have joined together to develop a 208 Plan resulting in a
coordinated waste treatment management system for designation by the Governor
of Florida; and
WHEREAS, the said 208 Plan has been prepared, in draft form, by the
Area Planning Board of Palm Beach County with the assistance of several
advisory bodies representing the various public and private interests of the
Planning Area.
NOW, THEREFORE, BE IT RESOLVED:
That the City of Boynto~ Beach, Florida, concurs with the basic management
recommendations of the 208 Plan,'namely:
1. That the South Florida Water Management District (SFWMD) upon the
enactment of appropriate enabling legislation, which would include but not
be limited to proper checks and balances of the SF~MD taxing authority and
financial responsibility to the local or regional electorate, be designated
Water Quality Management Lead Agency for its entire jurisdiction; and
2. That, until such time that the SFWMD is designated, the Palm Beach
County Board of County Commissioners be designated as ~nterim Water Quality
Management Lead Agency for the Plan Beach County Planning Area; and
BE IT FURTHER RESOLVED:
THAT the City of Boynton Beach, Florida, shall consider the adoption of the
attached Water Quality Management Strategies when preparing or revising its
Local Government Comprehensive Plan as required by Chapter 163.3167 of the
Florida Statutes; and
BE IT FURTHER RESOLVED:
THAT the City of Boynton Beach, Florida, shall continue to support the on-
going 208 Planning Effort by cooperating to the extent practicable in the
development and implementation of specific wa~er quality management tools,
as recommended in the 208 Plan and its annual updates.
UPON VOTE, after a motion was made and seconded, the Mayor declared the
Resolution duly passed and adopted this ~ day of

RECO~4ENDED WATER QUALITY IMPLEMENTATION STRATEGIES
Protect Water Quality with development review inc]uding analysis of
environmental impact, and land development regulations encouraging such
things as on-site retention, pervious surfaces, and native vegetation.
Ensure adequate drainage systems, sufficient capacity, acceptable quality
and quantity of discharge, in all areas of development through subdivision
and PUD regulations, master drainage plans, feriodic surveys, etc.
3. Encourage appropriate land use activitiesin flOOd prone areas.
Protect environmentally sensitive areas by controlling a jacen% actlvltles,
acquisition with interlocal agreements if necessary, and implementation of
density bonuses or transfers, etc.
Participate in and promote environmental planning programs, such as 208,
andinstitute intergovernmental cooperation and responsibility in water
suppty,.wastewater disposal and water quality management.
Protect and conserve water supply by envouraging the development techniques
to augment it.
Investigate.the use of streetsweeping, oil and grease separation equipment,
and sedimentation traps and consider Industrial Revenue Bonds for their
private construction.
8. Minimize and mitigate ero'siono
9. Make use of the services of an Environmental Control Officer.
10. Minimize, to the extent preferable, pollutants from entering C]ass I, II
or III Waters.
ll. Encourage development of water quality related non-structural controls and
ordinances.
12. Address water quality management in local comprehensive plans.
13. Avoid irretrievable commitment of resources where possible.
