3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
4 BEACH, FLORIDA, AUTHORIZING THE CITY COMMISSION TO EXECUTE
5 A FIRST ADDENDUM TO THE SECURITY AGREEMENT WITH THE
6 SCHOOL BOARD OF PALM BEACH COUNTY AND THE CITY OF
7 BOYNTON BEACH, WHICH PROVIDES BOYNTON BEACH POLICE
8 OFFICERS AT DESIGNATED SCHOOLS WITHIN THE CITY OF BOYNTON
9 BEACH, WHICH SHALL RENEW THE SECURITY AGREEMENT THROUGH
10 JULY 31, 2026.

12 WHEREAS, in light of the Marjory Stoneman Douglas High School tragedy and the
13 enactment of amendments to section 1006.12, Florida Statutes, Safe-school officers at each public
14 school on March 9, 2018, it is the intent of both parties to work collaboratively to ensure a law
15 enforcement presence at each District-operated Palm Beach County school; and
16 WHEREAS, the Boynton Beach Police Department commits to providing Law Enforcement
17 Agency Officers ("LEAO") at schools, through the use of extra duty assignments, while the School
is District of Palm Beach County Police Department ("SDPBCPD") works to hire additional full-time
19 school police officers to staff a minimum of one School Police Officer at every non-charter District-
20 operated school; and
21 WHEREAS, the Security Agreement is intended to be temporary in nature until the school
22 district can hire full-time officers; and
23 WHEREAS, the parties seek to renew the Security Agreement through July 31, 2026, in
24 order to continue to have one Boynton Beach Police Department detail officer at Boynton Beach
25 High School and another at Congress Middle School; and
26 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
27 best interests of the city's citizens and residents to authorize the proper City officials to execute
28 the First Addendum between The School Board of Palm Beach County and the City of Boynton
29 Beach, in order to extend the Security Agreement through July 31, 2026, and execute all future
30 documents associated with the First Addendum and/or the Security Agreement.
31 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
32 BEACH, FLORIDA, THAT:
33 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
34 being true and correct and are hereby made a specific part of this Resolution upon adoption.
35 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
36 approve the First Addendum to the Security Agreement between the School Board of Palm Beach
37 County and the City of Boynton Beach, extending the Security Agreement through July 31, 2026,
38 in form and substance similar to that attached as Exhibit A.
39 SECTION 3. The City Commission of the City of Boynton Beach, Florida, does hereby
40 authorize the proper City officials to execute the First Addendum between the School Board of
41 Palm Beach County and the City of Boynton Beach, extending the Security Agreement through
42 July 31, 2026, and execute all future documents associated with the First Addendum and/or the
43 Security Agreement, subject to the approval of the City Attorney's Office.
44 SECTION 4. The City-executed First Addendum shall be forwarded to Ileana Diaz to
45 obtain execution by the School Board. Ileana Diaz shall be responsible for ensuring that one fully
46 executed Addendum is returned to the City, to be provided to the Office of the City Attorney for
47 forwarding to the City Clerk for retention as a public record.
48 SECTION 5. This Resolution shall take effect in accordance with law.

FIRST ADDENDUM TO THE SECURITY AGREEMENT BETWEEN
THE CITY OF BOYNTON BEACH AND THE SCHOOL BOARD OF PALM BEACH COUNTY, FLORIDA
This First Addendum ("First Addendum") to the Security Agreement is made by and
between the School Board of Palm Beach County, Florida, a political subdivision of the State of
Florida (hereinafter referred to as "School Board"), and the Boynton Beach Police Department
and the City of Boynton Beach, Florida (hereinafter referred to as the "City") (hereinafter be
referred to as "Parties.")
WHEREAS, the parties executed a Security Agreement effective the 1st day of August
2023, (the "Agreement"), whereby the City of Boynton Beach agreed to perform law
enforcement services; and
WHEREAS, the Parties wish to renew said Agreement for one (1) year, effective August 1,
2025, upon both parties' signatures, and to amend the expiration date of the Agreement to one
(1) year thereafter on July 31st, 2026.
NOW, THEREFORE, in consideration of the mutual covenants herein contained the receipt
and sufficiency of which are hereby acknowledged, it is agreed upon as follows:
1. The foregoing recitals are true and correct and are hereby incorporated herein by
reference.
2. Section VI of the Agreement is hereby amended to reflect that the Agreement shall be
renewed and the term of this Agreement shall be extended through July 31, 2026.
3. The City hereby delegates authority to the City's Mayor to approve any further renewals
related to this Agreement and authorizes the City's Mayor to execute any documents
necessary to reflect those renewals.
4. In all other respects and unless otherwise stated, the terms and conditions of the
Agreement shall continue unchanged and in full force and effect.
