3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
4 BEACH, FLORIDA, APPROVING THE FINAL RANKINGS FOR REQUEST FOR
5 QUALIFICATIONS NO. 25-018Q FOR THE CHAPEL HILL DRAINAGE
6 IMPROVEMENT PROJECT; AUTHORIZING CITY STAFF TO NEGOTIATE A
7 CONTRACT WITH THE TOP-RANKED PROPOSER, BAXTER &WOODMAN,
8 INC., IN ACCORDANCE WITH SECTION 287.055, FLORIDA STATUTES;
9 AND FOR ALL OTHER PURPOSES.

11 WHEREAS, pursuant to the Consultants' Competitive Negotiation Act (CCNA), section
12 287.055, Florida Statutes, professional engineering services must be procured through a
13 qualification-based selection process; and
14 WHEREAS, on February 14, 2025, the City advertised Request for Qualifications (RFQ)
15 No. 25-018Q for the Chapel Hill Drainage Improvement Project to select a qualified engineering
16 firm to provide comprehensive services for the project; and
17 WHEREAS, on February 3, 2025, the Purchasing Department opened and tabulated
18 fourteen (14) submittals in response to RFQ No. UTL25-005 and the Selection Committee
19 evaluated all fourteen vendors and determined to shortlist the top-ranked firms for Phase II
20 evaluation; and
21 WHEREAS, the solicitation closed on March 20, 2025, with the City receiving six (6)
22 qualified proposals in response to the RFQ. An evaluation committee was formed to review the
23 submittals utilizing the criteria outlined in Section 287.055, Florida Statutes, and the
24 requirements specified in the RFQ. On April 21, 2025, the selection committee shortlisted three
25 firms for presentations and interviews based on their qualifications and experience. The
26 interviews and presentations took place on May 9, 2025; and
27 WHEREAS, the final rankings established by the Evaluation Committee are as follows:
28 Rank 1 - Baxter & Woodman, Inc.
29 Rank 2 - Keith and Associates
30 Rank 3 - R.J. Behar & Company, Inc.; and
31 WHEREAS, in accordance with section 287.055(5)(b), Florida Statutes, should the City of
32 Boynton Beach be unable to negotiate a satisfactory contract with the highest-ranked firm, the
33 City will subsequently engage in negotiations with the second highest ranked firm and continue
34 this process as necessary with lower-ranked firms; and
35 WHEREAS, the Utilities Department will bring back the final contract to the Commission
36 for approval at a later date; and
37 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in
38 the best interests of the city's citizens and residents to approve the final rankings for Request
39 For Qualifications No. UTL24-031 No.25-018Q for the Chapel Hill Drainage Improvement Project
40 to select a qualified engineering firm to provide comprehensive services for the project as
41 recommended by the Evaluation Committee and authorize City Staff to negotiate a contract with
42 the recommended top-ranked proposer, Baxter & Woodman Inc., in accordance with section
43 287.055, Florida Statutes.
44 NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
45 BEACH, FLORIDA, THAT:
46 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
47 being true and correct and are hereby made a specific part of this Resolution upon adoption
48 hereof.
49 SECTION 2. The City Commission does hereby approve the final rankings for Request
50 For Qualifications No. UTL24-031 No.25-018Q for the Chapel Hill Drainage Improvement Project
51 to select a qualified engineering firm to provide comprehensive services for the project as
52 recommended by the Evaluation Committee and authorize City Staff to negotiate a contract with
53 the recommended top-ranked proposer, Baxter & Woodman Inc., in accordance with section
54 287.055, Florida Statutes.
55 SECTION 3. This Resolution shall take effect as provided by law.
