GESPW-1E-02-25 5 WITH WEST ARCHITECTURE + DESIGN, LLC FOR PROFESSIONAL 6 SERVICES AND DESIGN SERVICES FOR PROJECT FA2503 MARINE 7 COMPLEX, IN THE AMOUNT OF $334,515, PLUS A 10% ALLOWANCE 8 OF $33,452 FOR UNFORESEEN CONDITIONS, FOR A TOTAL OF 9 $367,967;AND FOR ALL OTHER PURPOSES. 10 11 WHEREAS, the City and West Architecture + Design, LLC ("Consultant") entered into a 12 General Engineering Consulting Services Agreement dated November 19, 2024, approved by 13 Resolution No. R24-291; and 14 WHEREAS,the City desires the Consultant to provide architectural and engineering design 15 services for the Marine Complex Project; and 16 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 17 best interests of the City's citizens and residents to approve Task Order No. GESPW-1E-02-25 with 18 West Architecture + Design, LLC for Professional Services and Design Services for project FA2503 19 Marine Complex, in the amount of $334,515, plus a 10% allowance of $33,452 for unforeseen 20 conditions, for a total of$367,967. 21 22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 23 BEACH, FLORIDA, THAT: 24 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 25 being true and correct and are hereby made a specific part of this Resolution upon adoption. 26 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 27 approve Task Order No. GESPW-1 E-02-25 with West Architecture + Design, LLC for Professional 28 Services and Design Services for project FA2503 Marine Complex, in the amount of$334,515 plus 29 a 10% allowance of $33,452 for unforeseen conditions, for a total of $367,967 (the "Task Order"), 30 in form and substance similar to that attached as Exhibit A. 31 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 32 authorizes the Mayor to execute the Task Order. The Mayor is further authorized to execute any 33 ancillary documents as may be necessary to accomplish the purpose of this Resolution. 34 SECTION 4. The City Clerk shall retain the fully executed Task Order as a public record 35 of the City. Task/Proiect. Marine Complex 2. Detailed Scope of Professional Services. A detailed scope of services under this Task Order, in accordance with the phases of service detailed in the Agreement, is attached as Exhibit A. 3. Deliverables and Schedule. For study/design related services: Consultant shall deliver to the City the deliverables specified at the time indicated on the attached Exhibit B. For project administration services: Consultant shall provide project/construction administration services in accordance with the Agreement and project schedule. 4. Compensation. The total estimated construction costs of the Project or the cost of the study or report for this Task Order may not exceed the amounts set forth in Section 287.055, Florida Statutes. The total Fee to be paid to the Consultant under this Task Order shall not exceed $334,515, based on the hourly rates currently in effect under the Agreement. A detailed fee schedule is attached as Exhibit A. The payment schedule (based on deliverables) is attached as Exhibit A. 5. Agreement Reference. This Task Order shall be performed under the terms and conditions described within the General Engineering Consulting Services Agreement, dated November 19, 2024 by and between the City of Boynton Beach and West Architecture +Design, LLC ("Consultant"), Contract No. 6. Insurance. Consultant shall maintain insurance coverages in accordance with the Agreement and hereby confirms that Certificate(s) of Insurance evidencing current policies meeting the requirements of the Agreement are on file with the City as of the date of this Task Order. 7. SCOPE OF SERVICES: Below are the Tasks to the development of the project include the following: Task 1.1 — Programming / Surveying I Conceptual Design: 1. PROGRAMMING SERVICES A. Coordinate with the Client to finalize the program requirements. B. Research Zoning and Land Development Codes for site requirements. C. Attend (2) meetings with the City of Boynton Beach to review the project. D. Coordinate with other applicable regulatory government agencies. 2. SURVEYING SERVICES A. The Surveyor shall provide a boundary survey which will meet the requirements for site plan processing. The boundary survey shall show aboveground improvements and platted easements in accordance with the minimum technical standards of the State of Florida. B. The survey shall also include the existing physical features and improvements on the site and the surrounding right-of-ways. The area within the project limits shall include any trees 2" and larger, existing parking lots, curbs, wheel stops, light poles, above ground utilities, buildings and other features that may be required in designing the project's development. Grades shall be located at any trees to be preserved, slope changes, edge of pavements, etc. The Surveyor shall also coordinate with a location service in order to locate underground phone, electric, gas or other services which may conflict with proposed piping of the new construction. 3. CONCEPTUAL DESIGN SERVICES A. Coordinate with the Client to finalize site design elements. B. Develop (up to 2) conceptual Site Plans, include the Site Data information on plans C. Provide a (up to 2) colored conceptual Site Plan for presentation purposes. Task 1.2 — Schematic Design / Design Development/ 30% Construction Documents: Based on the outcome of the Task 1.1, the following steps will be provided 1. PROGRAMMING SERVICES A. Coordinate with the Client to finalize the site and building program requirements. 1) Further develop the program for the site and the building. B. Research Zoning, Land Development Codes, Building and Fire Codes for site and building requirements. 2. SCHEMATIC DESIGN SERVICES A. Develop a schematic Site Plan locating the building, driveways, parking, sidewalks and landscape areas, include the Site Data information on plans, based on the approved programming of the site. B. Elevations for the Building and Site Elements 1) Coordinate with the Client to finalize exterior architectural design features. 2) Research the existing neighborhood for existing architectural styles and the City code for the required Architectural guidelines. 3) Develop the Exterior Elevations detailing the architectural elements based on the previous approved Site Plan from the Programming / Conceptual design phase of the project. 4) Provide a colored Exterior Elevations for presentation purposes. 5) Major elevations with extent of doors, glazing indicated 6) Major materials identified 7) Floor lines, roof line and top of parapets indicated with dimensions 8) Finished grades clearly shown 4. CONCEPTUAL COST ESTIMATE A Coordinate with the Client to finalize budget related items. B. Research the existing building types and current cost data for similar buildings. C. Develop a Conceptual Cost Estimate based on the previous approved Site Plan, Floor Plans and Exterior Elevations of the Programming, Conceptual and Schematic Design phases of the project. D. Provide a final Conceptual Cost Estimate for presentation purposes. All services hereunder shall be performed under the direction of a licensed engineer when so required by law. Architect and Engineer shall furnish Client with copies of all design calculations, if required by code. F. Revised Cost Estimate Task 4— Permitting and Bidding A. The surveyor will prepare a Boundary and Partial Topographic Survey of the site. Survey will show the boundary lines together with surface improvements within the scope limits shown in the exhibit below, including buildings, roadways, pavement, sidewalks, traffic striping, walls, fences, surface utilities, etc. Trees will be noted by common name and trunk diameter. Storm and Sanitary structures will be noted with the pipe invert elevation, diameter, material, and direction. Survey will be referenced to the Florida State Plane Coordinate System (NAD83/11) and the North American Vertical Datum of 1988 (NAVD88). Elevations will be shown at an interval of approximately 50 feet, including intermediate changes in grade. Deliverables: 1. A base file and survey sheet in AutoCAD and a signed/sealed survey map sheet in pdf format. 6. GEOTECHNICAL Standard Penetration Test (SPT) A. The engineer will perform three Standard Penetration Test (SPT) boring in general accordance with ASTM D-1586 specification to a depth of 15 feet in the area of the proposed construction. B. Prior to performing the SPT borings, each location will be cleared via soft digs (Horizon Locating Service). We then propose to perform three Standard Penetration Test (SPT) borings (one at each mast arm location) in general accordance with ASTM D-1586 specifications to a depth of 25 feet utilizing a mini track rig due to limited space and the presence of overhead power lines at the locations Soil Samples Report A. Soil samples will be continuously collected at 2.5-foot intervals. The boreholes will be grouted after sample collection. Three samples (locations and intervals to be determined)will be designated for corrosion series analysis (sulfate, chlorides, pH, and resistivity). Underground utilities will be cleared by CALL SUNSHINE prior to our performing the on-site work. B. At the completion of the on-site work, the soil samples will be returned to our laboratory. We will provide an updated engineering report including a description of our findings, general site preparation, foundation design recommendations for support of the proposed construction, graphic logs of the test borings, and a test boring location plan. In order to provide information concerning the engineering properties of the soils encountered, it is anticipated that tests may be performed to determine natural water content, organic content, and sieve analysis on representative soil samples collected from the site. Using information provided by Palm Beach County and the Institute of Transportation Engineer's (ITE), we will perform a trip generation analysis for both the existing and proposed park development. The trip generation estimates will be provided in a tabular form. It is expected that the increase in trips associated with the new park will be small enough to be considered de minimis. B. If deemed necessary, a graphic figure will be prepared showing how the trip generation information will be distributed on the adjacent roadway network. Using this trip distribution information, an evaluation, in accordance with Palm Beach County's Article 12 —Traffic Performance Standards procedures, will be completed to demonstrate that the proposed project will not have a significant effect on any capacity constrained roadway links in the study area. Deliverables: a. A letter report summarizing the study methodology and findings will be prepared for submittal to Palm Beach County's Traffic Engineering Division for their review and approval. The letter report will also include a copy of the project site plan and will be signed and sealed by a Professional Engineer registered in the State of Florida. Parking Analysis A. It is possible that a parking analysis will need to be completed in support of the project. If so, a parking analysis will be conducted using techniques and parking demand characteristics data obtained from ITE's Parking Generation manual, 6 th Edition. The parking analysis will compare the existing parking demand to that expected due to the park's redevelopment and will contrast the parking demand per code with that predicted by the ITE's parking generation characteristics.
