A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
2 BEACH, FLORIDA, APPROVING THE FINAL RANKINGS FOR THE
3 REQUEST FOR QUALIFICATIONS (RFQ) NO. PWE25-009Q FOR
4 ENGINEERING DESIGN AND ENVIRONMENTAL REVIEW SERVICES FOR
5 THE SAN CASTLE INFRASTRUCTURE MITIGATION PROJECT (CDBG-
6 MIT FUNDED) AS RECOMMENDED BY THE EVALUATION COMMITTEE
7 AND AUTHORIZE CITY STAFF TO NEGOTIATE A CONTRACT WITH THE
8 RECOMMENDED TOP-RANKED PROPOSER, WADE TRIM, INC. IN
9 ACCORDANCE WITH SECTION 287.055, FLORIDA STATUTES,
10 OTHERWISE KNOWN AS THE CONSULTANTS' COMPETITIVE
11 NEGOTIATION ACT (CCNA); AND FOR ALL OTHER PURPOSES.

13 WHEREAS, the City of Boynton Beach received Community Development Block Grant-
14 Mitigation (CDBG-MIT) funds from the Florida Department of Commerce (FCOM), formerly the
15 Florida Department of Economic Opportunity (FDEO), to upgrade drainage, utilities, and roadway
16 infrastructure in the San Castle neighborhood; and
17 WHEREAS, any contract executed as a result of this Request for Qualifications (RFQ) was
18 funded, in whole or in part, through FCOM and the U.S. Department of Housing and Urban
19 Development (HUD) under Public Law 115-123 or other federal programs. All work was required
20 to comply with applicable federal laws, regulations, and HUD CDBG-MIT grant requirements,
21 including the provision of audit-quality documentation to support reimbursable expenses; and
22 WHEREAS, located east of I-95 and south of Hypoluxo Road, the San Castle project
23 provided critical infrastructure improvements to enhance public safety, mobility, and stormwater
24 management for a low-to-moderate income community. The project's purpose was to increase
25 disaster resilience and improve the overall quality of life in a HUD-designated Most Impacted and
26 Distressed (MID) area; and
27 WHEREAS, through this RFQ, the City sought a qualified Engineering Consulting Firm in
28 accordance with section 287.055, Florida Statutes, Consultants Competitive Negotiation Act
20 (CCNA) to perform engineering design and environmental review services in accordance with all
30 federal, state, and City standards and grant agency requirements; and
31 WHEREAS, on January 30, 2025, the City of Boynton Beach Procurement Division, in
32 conjunction with the Public Works Department, released Solicitation PWE25-009Q for Engineering
33 Design and Environmental Review Services for the San Castle Infrastructure Mitigation Project

34 (CDBG-MIT Funded). When the solicitation closed on May 22, 2025, the City received five
35 qualification submittals; and
36 WHEREAS, on June 30, 2025, the City held a publicly noticed evaluation meeting, open to
37 the public, where the submittals were reviewed in accordance with the evaluation criteria
38 established in the RFQ. In compliance with section 287.055, Florida Statutes, the Evaluation
39 Committee scored the proposals and shortlisted the top three firms to provide formal
40 presentations; and
41 WHEREAS, on September 5, 2025, the Evaluation Committee heard presentations from
42 the shortlisted firms and scored them accordingly to determine final rankings. The rankings are
43 shown below; and

46 WHEREAS, staff requests Commission approval to enter into negotiations with the top-
47 ranked firm, Wade Trim Inc.; and
48 WHEREAS, in accordance with section 287.055(5), Florida Statutes, if the City of Boynton
49 Beach is unable to negotiate a satisfactory contract deemed fair, competitive, and reasonable with
50 the highest-ranked firm, the staff requests approval to engage in negotiations with the second
51 highest-ranked firm. This process will continue as necessary with lower-ranked firms until a fair,
52 competitive, and reasonable contract is achieved; and
53 WHEREAS, all work under this project will comply with HUD CDBG-MIT requirements,
54 Executive Orders, and 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and
55 Audit Requirements), including all applicable audit and record-keeping provisions; and

56 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
57 best interests of the City's citizens and residents to approve the final rankings for the Request for
58 Qualifications (RFQ) No. PWE25-009Q for Engineering Design and Environmental Review Services
59 for the San Castle Infrastructure Mitigation Project (CDBG-MIT Funded) as recommended by the
60 Evaluation Committee and authorize City staff to negotiate a contract with the recommended top-
61 ranked proposer, Wade Trim Inc., in accordance with section 287.055, Florida Statutes, otherwise
62 known as the Consultants' Competitive Negotiation Act (CCNA).

64 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
65 BEACH, FLORIDA, THAT:
66 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
67 being true and correct and are hereby made a specific part of this Resolution upon adoption.
68 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
69 approve the final rankings for the Request for Qualifications (RFQ) No. PWE25-009Q for
70 Engineering Design and Environmental Review Services for the San Castle Infrastructure
71 Mitigation Project (CDBG-MIT Funded) as recommended by the Evaluation Committee and
72 authorize City staff to negotiate a contract with the recommended top-ranked proposer, Wade
73 Trim Inc., in accordance with section 287.055, Florida Statutes, otherwise known as the
74 Consultants' Competitive Negotiation Act (CCNA).
75 SECTION 3. This Resolution shall take effect in accordance with the law.
