1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
2 BEACH, FLORIDA, RATIFYING THE CITY'S APPLICATION FOR THE
3 FISCAL YEAR 2025 OFFICE OF JUSTICE PROGRAMS COMMUNITY
4 BASED VIOLENCE INTERVENTION AND PREVENTION INITIATIVE
5 GRANT THROUGH THE BUREAU OF JUSTICE ASSISTANCE,
6 DEPARTMENT OF JUSTICE OFFICE, FOR THE BOYNTON BEACH GUN
7 VIOLENCE INTERVENTION AND INTELLIGENCE EXPANSION PROJECT,
8 AND IF AWARDED, AUTHORIZE THE MAYOR TO ACCEPT THE GRANT
9 AND EXECUTE ALL FUTURE DOCUMENTS ASSOCIATED WITH THE
10 GRANT, SUBJECT TO APPROVAL BY THE CITY ATTORNEY; AND FOR
11 ALL OTHER PURPOSES.

13 WHEREAS,this initiative is designed to strengthen the City's ability to reduce violent crime
14 by integrating advanced technology and expanding investigative capacity focused on violent
15 crime reduction and gun violence intelligence; and
1( WHEREAS, a major component of the proposal includes the acquisition of the BrassTrax
17 Integrated Ballistics Identification System, which will allow the Police Department to process
is ballistic evidence internally and immediately upload data to ATF's national system. This capability
lo will significantly improve the timeliness of investigations, enhance the ability to link gun-related
20 incidents, and provide stronger evidentiary support for prosecutions. The funding request covers
21 the cost of hardware and software, installation, training, and a three-year service agreement, as
22 well as technical integration with the ATF's National Integrated Ballistic Information Network; and
23 WHEREAS, the second component of the proposal provides overtime funding for
24 detectives and specialized units engaged in violent crime investigations. These funds will enable
25 sustained investigative operations, ensuring timely response to shootings and homicides,
26 extended follow-up work, and ongoing collaboration with regional and federal partners. The
27 additional staffing resources will also support community engagement efforts in areas
2x experiencing higher levels of violent activity; and
29 WHEREAS, together, these two components form a comprehensive strategy to address
30 violent crime through both the application of advanced forensic tools and the allocation of
3 personnel resources necessary to act on investigative leads; and
32 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
33 best interests of the City's citizens and residents to ratify the City's application for the Fiscal Year

35 Grant through the Bureau of Justice Assistance, Department of Justice Office, for the Boynton
36 Beach Gun Violence Intervention and Intelligence Expansion Project, and if awarded, authorize the
37 Mayor to accept the Grant and execute all future documents associated with the grant, subject to
38 approval by the City Attorney.

40 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
41 BEACH, FLORIDA, THAT:
42 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
43 being true and correct and are hereby made a specific part of this Resolution upon adoption.
44 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
45 ratify the City's application for the Fiscal Year 2025 Office of Justice Programs Community Based
46 Violence Intervention and Prevention Initiative Grant through the Bureau of Justice Assistance,
47 Department of Justice Office, for the Boynton Beach Gun Violence Intervention and Intelligence
48 Expansion Project, and if awarded, authorize the Mayor to accept the Grant.
49 SECTION 3. The City Commission of the City of Boynton Beach, Florida, does hereby
50 authorize the Mayor to execute the Grant Agreement and any other documents associated with
51 applying for and accepting the Grant that do not otherwise increase the financial obligations of
52 the City, subject to the approval of the City Attorney's Office. The Chief of Police is authorized to
53 execute ancillary certifications.
54 SECTION 4. This Resolution shall take effect in accordance with the law.
