1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
2 BEACH, FLORIDA, RATIFYING AND APPROVING A MEMORANDUM OF
3 UNDERSTANDING BETWEEN THE CITY OF BOYNTON BEACH AND THE
4 BOYNTON BEACH ASSOCIATION OF FIRE FIGHTERS, FLORIDA, LOCAL
5 1891, IAFF, TO ESTABLISH THE LOGISTICS QUARTERMASTER POSITION
6 WITHIN THE FIRE DEPARTMENT; PROVIDING AN EFFECTIVE DATE; AND
7 FOR ALL OTHER PURPOSES.

9 WHEREAS, the City of Boynton Beach maintains a fire rescue department and is party to
10 a collective bargaining agreement with Local 1891, Boynton Beach Association of Fire Fighters,
11 IAFF (the "Union"), covering the period October 1, 2024, through September 30, 2027; and
12 WHEREAS, the City has identified a need for improved logistical support services within
13 the Fire Department to enhance operational efficiency, equipment readiness, inventory
14 management, and departmental preparedness; and
15 WHEREAS, the City and Union have reached mutual agreement regarding the creation
16 of a new Logistics Quartermaster position to be included in the Union's bargaining unit, as
17 memorialized in the Memorandum of Understanding ("MOU"); and
18 WHEREAS, the Logistics Quartermaster position was previously budgeted for and
19 approved in the City's Fiscal Year 2024-2025 budget, and establishment of this position will not
20 increase personnel costs; and
21 WHEREAS, the City Commission of the City of Boynton Beach, Florida, deems that
22 ratification and approval of the MOU is in the best interests of the City and its residents and will
23 enhance the operational effectiveness of the Fire Department.
24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
25 BEACH, FLORIDA, THAT:
26 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
27 being true and correct and are hereby made a specific part of this Resolution upon adoption
28 hereof.
29 SECTION 2. The City Commission hereby approves and ratifies the Memorandum of
30 Understanding between Boynton Beach Association of Fire Fighters, Florida, Local 1891, IAFF,
31 and the City of Boynton Beach to allocate the construction costs to establish the Logistics

32 Quartermaster position (the "MOU"), in form and substance similar to that attached as "Exhibit
33 A".
34 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby ratifies
35 the City Manager's execution of the MOU and authorizes the City Manager to execute any
36 ancillary documents required under the MOU or necessary to accomplish the purposes of this
37 Resolution.
38 SECTION 4. This Resolution shall take effect as provided by law.

MEMORANDUM OF UNDERSTANDING
by and between
BOYNTON BEACH ASSOCIATION OF FIRE FIGHTERS, FLORIDA, LOCAL 1891, IAFF
and the
CITY OF BOYNTON BEACH
WHEREAS, the City of Boynton Beach (the "City") maintains a fire rescue department;
WHEREAS, Local 1892 Boynton Beach Fire Fighters and Paramedics Association of Fire
Fighters (the "Union") represents a bargaining unit consisting of the City's Firefighters, Lieutenants,
Captains, Battalion Chiefs, Fire Marshal, and Division Chiefs;
WHEREAS, the City and Union are parties to a collective bargaining agreement covering the
period October 1, 2024, through September 30, 2027 (the "CBA").
WHEREAS, the City intends to create the new classification of Logistics Quartermaster, which
the parties agree will be included in the Union's bargaining unit and will be covered by the CBA; and
WHEREAS, the City and Union have engaged in impact bargaining concerning the creation of
this position and have reached an agreement as to the applicable terms and conditions of employment
for this position of Logistics Quartermaster.
NOW, THEREFORE, it is agreed by and between the City and Union as follows:
1. The Union and City agree to include the position of Logistics Quartermaster in the bargaining unit
represented by the Union.
2. The Union and City agree to follow the following Career Ladder in order for an employee to be
qualified for the Logistics Quartermaster position:
a. Minimum of nine (9) years of service with BBFR; and
b. Minimum of three(3) years serving as an Operator Engineer; and
c. State Certified Pump Operator; and
d. Successfully obtain the following Certifications:
i. BBFR Officer Candidate School
ii. Any other certification required at the time of application, determined by the Deputy
Fire Chief
3. The Union and City agree that Hours of Work for the position of Logistics Quartermaster shall consist
of a forty (40) work week with the ability to use Flex Time. The schedule may be amended by both
the Fire Chief and the Union President.
4. The Union and City agree that the Logistics Quartermaster shall receive a cell phone allowance and
take-home vehicle at the discretion of the Fire Chief or designee.
5. The Union and the City agree that the Logistics Quartermaster will fulfill all requirements and
responsibilities outlined in Appendix A and all other duties as assigned by the Fire Chief.
6. The Union and City agree that the Logistics Quartermaster will be considered on-call 24/7 unless on
scheduled leave, sick usage, FMLA, or on pre-determined unavailability approved by the Deputy
Fire Chief(or designee)
7. The Union and City agree that the pay plan shall mimic the Operator Engineer Plan in the most

current CBA, except as adjusted in Section 8 below.
8. The Union and City agree on a 40-hour assignment wage adjustment at a pay rate increase of$1.92
per hour.
9. The parties agree that an employee filling the position of Logistics Quartermaster will continue to
move through the step pay plan for Operator Engineer on his/her anniversary date in that position.
10. The Union and the City agree that this position shall be filled by direct appointment of the Fire Chief
or designee and shall not be subject to a promotional process.
11. The Union and City agree that the current member assuming the role of Logistics Quartermaster
shall be grandfathered into that position regardless of the conditions set forth herein.
The Union and the City agree that, for and in consideration"pie conditions stated herein, the terms and

Appendix A
Responsibilities Qf the Logistics Quartermaster:
• Responsible for the procurement, storage, and distribution of various supplies, equipment, and provisions.
• Ensure the readiness of all equipment and supplies necessary for operations.
• Performs regular inventory and maintains records of uniforms, supplies, and equipment.
• Coordinate with other personnel or departments to fulfill logistical needs.
• Manage and maintain all forms of communication devices and vehicles.
• Conduct inspections and maintenance of facilities, ensuring they meet health and safety standards.
• Provide training and guidance to subordinates or new staff on inventory management and other logistical
procedures.
• Repair and maintain fire department equipment and vehicles.
• Paint and repair minor projects within fire stations.
• Installs and maintains equipment on fire apparatus.
• Operate all fire department and heavy equipment during both emergencies and non-emergencies.
• Responding to logistical needs of significant incidents and natural disasters.
• Attend all vehicle spec meetings.
• Assist in station buildouts and construction committees.
• Reports directly to the Deputy Fire Chief(or designee).
• Other duties as assigned by the Fire Chief
