R26-001 RESOLUTION NO. R26-001 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 2 BEACH, FLORIDA, AUTHORIZING THE CITY OF BOYNTON BEACH 3 POLICE DEPARTMENT'S USE OF FLORIDA OPIOID SETTLEMENT FUNDS 4 TO SUPPORT POLICE OFFICER TRAINING FOCUSED ON OPERATIONAL 5 READINESS, INCLUDING PRACTICAL STRATEGIES FOR ADDRESSING 6 OPIOID USE DISORDER AND CO-OCCURRING CONDITIONS, AND TO 7 FUND OVERTIME COSTS ASSOCIATED WITH ATTENDING THE R TRAINING, AND FOR ALL OTHER PURPOSES. 9 10 11 WHEREAS, the State of Florida has distributed opioid settlement funds to local 12 municipalities to support initiatives that address the impacts of the opioid epidemic, with such 13 funds intended to support evidence-based strategies, including prevention, treatment, and 14 response efforts related to opioid use disorder; and 15 WHEREAS, the Boynton Beach Police Department ("BBPD") routinely encounters In individuals affected by opioid use disorder and related co-occurring mental health conditions; 17 and 18 WHEREAS, in order to enhance officer preparedness and promote community safety, the 19 Police Department is requesting approval to use a portion of the City of Boynton Beach's ("City") 200 allocated opioid settlement funds for specialized training designed to improve operational 21 readiness; and 22 WHEREAS, the proposed online training course, "Operational Readiness for Police Officers 23 — Effective Strategies and Practical Techniques for Addressing Opioid Use Disorder and Co- 24 occurring Conditions," is provided by Zschool in partnership with the University of Miami, with 25 said training to equip officers with practical strategies for recognizing opioid use disorder, safely 26 interacting with affected individuals, and responding effectively to opioid-related incidents; and 27 WHEREAS, the quoted cost to train 172 officers is $77,400. In addition, overtime expenses 28 will be necessary to maintain adequate staffing levels while officers participate in the training. The 29 overtime cost is to be determined but will not exceed $50,000; and 30 WHEREAS, use of the opioid settlement funds for this purpose is consistent with allowable 31 uses established by the State of Florida and supports the City's public safety and public health 32 objectives; and RESOLUTION NO. R26-001 33 WHEREAS, approval of this item will enhance existing police services by improving officer 34 knowledge, skills, and preparedness when responding to opioid-related incidents, with the 35 training expected to support safer interactions, improve outcomes for individuals experiencing 36 opioid use disorder, and strengthen coordination between law enforcement and public health 37 efforts; and 38 WHEREAS, funding for this request will be provided from the City's allocated Florida 39 opioid settlement funds, with no impact to the City's General Fund, with expenditures including 40 training costs and related overtime for participating Police Officers, not to exceed the amount 41 allocated for this purpose within the opioid settlement fund; and 42 WHEREAS, the City previously approved R21-174, which authorized the Mayor to sign any 43 documents needed to formalize the City's participation in the State of Florida's opioid settlement; 44 and 45 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 46 best interests of the City's citizens and residents to authorize the Police Department's use of opioid 47 settlement funds for the training purposes described herein. 48 49 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 50 BEACH, FLORIDA, THAT: 51 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 52 being true and correct and are hereby made a specific part of this Resolution upon adoption. 53 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 54 authorize the City Police Department to use Florida opioid settlement funds to support police 55 officer training. 56 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 57 authorizes the Mayor to execute any further opioid settlement documents or documents 58 associated with the training or further necessary to implement this Resolution. 59 SECTION 4.
