A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON
_2 BEACH, FLORIDA, APPROVING THE FINAL RANKINGS FOR REQUEST
3 FOR QUALIFICATIONS NO. 25-045Q FOR NW 3RD STREET- SFWMD C-
4 16, (HEART OF BOYNTON), FLOOD RISK REDUCTION (GRANT
5 FUNDED)-ENGINEERING SERVICES AS RECOMMENDED BY THE
6 EVALUATION COMMITTEE AND AUTHORIZING THE NEGOTIATION OF
7 A CONTRACT WITH THE RECOMMENDED TOP-RANKED PROPOSER,
8 KEITH AND ASSOCIATES, IN ACCORDANCE WITH SECTION 287.055,
9 FLORIDA STATUTES; AND FOR ALL OTHER PURPOSES.

12 WHEREAS, in accordance with the Consultant's Competitive Negotiations Act (CCNA),
13 section 287.055, Florida Statutes, the City issued Request for Qualifications ("RFQ") No. 25-045Q
14 on August 19, 2025, to select a qualified engineering consulting firm to provide design,
15 environmental assessment, permitting, bidding, and construction phase services for the NW 3rd
16 Street— SFWMD C-16 Flood Risk Reduction Project within the Heart of Boynton area; and
17 WHEREAS, the solicitation closed on September 24, 2025, with five (5) firms submitting
18 proposals. One firm, Kimley-Horn and Associates, was disqualified due to participation in the
19 preparation of the grant application; and
20 WHEREAS, an Evaluation Committee was convened to review and score the proposals
21 consistent with section 287.055, Florida Statutes. On November 12, 2025, the Committee
22 shortlisted three (3) firms for interviews. One shortlisted firm declined to continue, and the next
23 highest-ranked firm was advanced to interviews to ensure that three firms participated. Final
24 presentations and interviews were conducted on December 10, 2025. The Evaluation Committee
25 ranked the firms as follows:
26 Rank 1: Keith and Associates
27 Rank 2: Craig A. Smith & Associates
28 Rank 3: Civil Works, Inc.; and
2Q WHEREAS, consistent with section 287.055(5), Florida Statutes, if staff is unable to
30 negotiate a satisfactory contract with the top-ranked firm, the City will proceed to negotiate with
31 the next highest-ranked firm, and so forth, as necessary; and

33 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
34 best interests of the City's citizens and residents to approve the final rankings for RFQ No. 25-
35 045Q for NW 3rd Street- SFWMD C-16, (Heart of Boynton), Flood Risk Reduction (Grant Funded)-
36 Engineering Services as recommended by the Evaluation Committee and authorize the
37 negotiation of a contract with the recommended top-ranked proposer, Keith and Associates, in
38 accordance with section 287.055, Florida Statutes.

40 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
41 BEACH, FLORIDA, THAT:
42 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
43 being true and correct and are hereby made a specific part of this Resolution upon adoption.
44 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
45 approve the final rankings for RFQ No. 25-045Q for NW 3rd Street- SFWMD C-16, (Heart of
46 Boynton), Flood Risk Reduction (Grant Funded)-Engineering Services as recommended by the
47 Evaluation Committee and authorize the negotiation of a contract with the recommended top-
48 ranked proposer, Keith and Associates, in accordance with section 287.055, Florida Statutes.
49 SECTION 3. This Resolution shall take effect in accordance with the law.
