He stated that the boat can be parked on the property, but it has to be placed on a hard surface or placed behind the roof line on a soft surface. Mrs. Ziebarth questioned if rocks could be used as a hard surface. Mr. Lawson recommended that Mrs. Ziebarth speak with someone in Planning & Zoning. Magistrate Zalman informed Mr. Frederico that the outside storage also has to be removed and hidden from street view. Jonathan Cane, Solid Waste Supervisor, was present. He stated that some of the materials they observed in the dumpster were not recyclable. He commented that there were drywall and dirt inside the dumpster. Mr. Green commented that on the construction site, they use Coastal Waste. He stated that Coastal Waste sorts everything themselves at their facility and that the recyclable material is taken out. Mr. Patrick provided Magistrate Zalman with photo evidence of the dumpster contents and stated that Coastal Waste does not have the jurisdiction to service the City's dumpsters. Mr. Patrick explained that within the City limits it is required that the roll-out dumpsters be rented from the City and adhere to the City's removal process. He stated that he would like to request a full reduction on the lien. Magistrate Zalman explained that for an investment property it is usually a 20% reduction. She inquired about the $50K used to repair the property. Mr. Minguez said that when he took control of the property, he had to remove an unauthorized tenant through eviction. He stated that the interior of the home was in terrible condition and that he had also replaced the roof. He said that the property is currently listed for $390K and that he would like a reduction in the amount of $5,000. Magistrate Zalman requested Mr. Minguez to make another offer. Mr. Minguez countered with a $10K reduction. Mr. Hart commented that he would agree to whatever Ms. Zalman recommends but that the minimum he would like to see is at least $15k. Magistrate Zalman stated that she was considering a 2.5% reduction to the amount of $14,043.75. Mr. Minguez made a counteroffer of$12,500.00. Magistrate Zalman agreed to Mr. Minguez's counteroffer.
