Mayor Shelton called the meeting to order at 6:00 P.M.

Agenda Approval:
1 . Additions, Deletions, Corrections
Commissioner Turkin requested that a discussion regarding the Police Department,
including budgeting, organization, and public safety concerns, be added after Public
Audience.
Vice Mayor Hay requested that a proclamation for Women's History Month be added as
Item 2B.
2. Adoption
Motion:
Vice Mayor Hay moved to approve the agenda, as amended. Commissioner Kelley
seconded the motion. The motion passed unanimously.
2. Other
City Commission Meeting

A. Information Items by members of the City Commission.
Vice Mayor Hay reported that he attended the Mayor's Breakfast in West Palm Beach,
where he participated on a panel representing the City. He also shared that he attended the
Firemen's Award Ceremony and the monthly community meeting at the Carolyn Sims
Center.
B. Women's History Month Proclamation
Vice Mayor Hay recognized Women's History Month and spoke about the contributions that
women have made nationally and within Boynton Beach through leadership in government,
business, education, public safety, nonprofit service, faith communities, and neighborhood
advocacy. Vice Mayor Hay then read the proclamation into the record proclaiming March
2026 as Women's History Month in the City of Boynton Beach.
Following the proclamation, Mayor Shelton thanked Vice Mayor Hay for the recognition and
reflected on the significance of serving alongside Commissioner Cruz and Commissioner
Kelley.
3. Announcements. Community and Special Events And Presentations
A. City Announcements.
• Tuesday, March 10, 2026- Election Day for three Referendum Questions,
for the entire City of Boynton Beach. Residents are to vote at their precincts.
Interim City Clerk Stanzione announced that the City Election would be held on Tuesday,
March 10, 2026, from 7:00 A.M. to 7:00 P.M. She explained that although the candidates
ran unopposed, voters would cast ballots on three referendum questions. Deputy City Clerk
Stanzione directed residents to the City's website and the Palm Beach County Supervisor
of Elections for additional information regarding voter registration status, polling locations,
and eligibility.
4. Public Audience
Jerry Taylor, 2382 Congress Boulevard, thanked Vice Mayor Hay for service to the City and
said that Vice Mayor Hay consistently kept the interests of District 2 and the City in mind.
Mr. Taylor wished Vice Mayor Hay well.
Trey Heldorfer, a resident of Southwest 2nd Avenue, spoke about robberies, shootings, and
ongoing safety concerns in the Forest Park neighborhood. Mr. Heldorfer asked for
measurable plans, goals, and timelines to address crime, code enforcement, and
neighborhood conditions.
Cindy Falco DiCorrado expressed concern that the area near City Hall felt increasingly
unsafe due to frequent police activity. Ms. Falco DiCorrado also said that the east side entry

should reflect a more distinctive and attractive character for Boynton Beach and raised
concerns regarding nearby lighting and construction impacts.
Michael Corcoran spoke regarding the proposed e-bike ordinance and said that he rides an
e-bike and scooter on sidewalks because the roads feel unsafe. He asked the City
Commission to reconsider any prohibition against sidewalk riding.
David Katz read from a news article regarding the federal court ruling in favor of the City in
litigation filed by former Human Resources Director Tennille DeCoste. Mr. Katz expressed
hope that the City would seek attorneys' fees.
Robert Breen addressed recent crime in the neighborhood and described repeated break-
in attempts and fear among residents. He asked what steps would be taken to protect
residents as development continues and said that the Police Department should have the
resources necessary to respond effectively.
Charles Hunt argued that the City should not prohibit residents from parking in their yards.
Liz White and Kim Rogers, speaking on behalf of Save Los Mangos, said that their
community supported the upcoming charter referendum language regarding health,
welfare, safety, and responsive government. They also raised concerns regarding the
February 4 groundbreaking event near Los Mangos and requested a meeting with the City
Commission.
Mack McCray commented on the concerns voiced by Forest Park residents and said that
Police Department leadership should be present when residents raise public safety issues.

Discussion Added by Commissioner Turkin - Police Department
Administrative Review
Commissioner Turkin said that the public comments regarding crime in Forest Park were
troubling and warranted a serious response. He requested a comprehensive administrative
review of the Police Department to determine whether visible patrol presence could be
increased and whether staffing and resources were being used as effectively as possible.
Commissioner Turkin clarified that the request was not intended as criticism of patrol
officers, but reflected concerns regarding patrol activity, command structure, compensation,
and overall public safety outcomes.

Mayor Shelton agreed that the discussion was necessary and said that residents have
raised safety concerns for years. She noted reports of suspicious activity and questioned
whether patrols were occurring at the most effective times.
Vice Mayor Hay agreed that increased patrolling would be beneficial and said that the City
should work collaboratively with residents and staff to identify practical ways to improve
service and public trust.
Mayor Shelton also expressed concern regarding response times in Forest Park.
Commissioner Kelley supported the review and said that crime is a citywide issue. She
noted that officers must have adequate support, staffing, and recovery time for operations
to be effective.
Commissioner Cruz said that the City Commission had invested heavily in public safety and
that residents deserve to see results. She supported reviewing whether staffing or
organizational changes could place more officers in the field.
City Manager Dugger acknowledged the concerns raised by residents, apologized to the
affected residents, and said that he would meet with public safety staff and administration
and return with recommendations for visible and meaningful improvements in the
community.
5. Administrative
A. Advisory Board Appointments (Senior Advisory Board Appointment by
Commissioner Cruz tabled at the February 17, 2026, Commission Meeting)
City Commission to reappoint and appoint eligible members of the community to
serve in vacant positions on City Advisory Boards.
Motion:
Commissioner Cruz moved to remove the item from the table. Vice Mayor Hay seconded
the motion. In a voice vote, the motion passed unanimously.
Motion:
Commissioner Cruz moved to appoint William Perkins as a regular member of the Senior
Advisory Board. Vice Mayor Hay seconded the motion. In a voice vote, the motion passed
unanimously.
Mayor Shelton encouraged residents to apply for vacancies on the Art Advisory Board,
Building Board of Adjustments and Appeals, Education and Youth Advisory Board, Historic
Resources Preservation Board, Library Advisory Board, and Senior Advisory Board.

6. Consent Agenda
A. Commission Meeting Minutes.
Approve minutes from the February 3, 2026 City Commission Meeting.
Motion:
Commissioner Turkin moved to approve the Consent Agenda. Vice Mayor Hay seconded
the motion. In a voice vote, the motion passed unanimously.
7. Consent Bids and Purchases
A. Proposed Resolution No. R26-031- Approve Amendment No. 1 to Task Order No.
GESUT-3C-03-25 with Carollo Engineers, Inc. in the amount of $100,000 for a
new total amount of $500,000 for professional engineering services required for
the Wastewater and Potable Water Models Update and Calibration Project.
Staff recommends approval of Proposed Resolution No. R26-031.
B. Proposed Resolution No. R26-032- Approving a Piggyback Agreement between
the City and Herc Rentals, Inc. for Rental Equipment, Products, and Related
Services in an amount not to exceed $150,000 per year.
Staff recommends approval of Proposed Resolution No. R26-032.
C. Proposed Resolution No. R26-033- Approve increasing the annual expenditure of
the Advanced Metering Infrastructure Agreement between the City and Sensus
USA, Inc. for meter replacement, parts, and services to $4,000,000 per year, and
approve the second amendment to the agreement, in form and substance
approved by the Utilities director and the City Attorney's office.
Staff recommends approval of Proposed Resolution No. R26-033.
D. Proposed Resolution No. R26-034- Ratifying the approval of Change Order No. 2
and No. 3 to the Professional Service Agreement with Koa Hills Consulting LLC,
and approving the expenditure increase in an amount not to exceed $275,000, for
data cleansing and validation services, and authorizing the City Manager to
execute all future necessary documents.
Deputy City Manager Mack requested to table Item 7D to March 23, 2026.

I, Section 2 "Types of Land Development Applications;" and Chapter 2, Article II,
Section 4.B "Community Design Appeal" to add an administrative approval
process; providing for codification; conflicts; severability; and an effective date.
Staff recommends approval of Proposed Ordinance No. 26-004, at second
reading.
B. Proposed Ordinance No. 26-006- First Reading-Approve the Sara Sims Memorial
Cemetery Future Land Use Map Amendment request from MeDR (Medium
Density Residential) to PPG' (Public & Private Government/Institutional)
consisting of approximately 0.94 acres, located at 201 Northwest 9th Court.
Applicant: City of Boynton Beach.
Staff recommends approval of Proposed Ordinance No. 26-006, at first reading.
C. Proposed Ordinance No. 26-007- First Reading - Approve the Sara Sims
Memorial Cemetery rezoning request from R2 (Single- and Two- Family
Residential) to PU (Public Usage District) consisting of approximately 0.94 acres,
located at 201 Northwest 9th Court. Applicant: City of Boynton Beach.
Staff recommends approval of Proposed Ordinance No. 26-007, at first reading.
D. Approve request for a Variance from Part III, Chapter 4, Article II, Section
4.B.3.c.(2) Table 4-4 "Urban Landscape Buffer" to remove the requirement of a 6-
foot concrete wall within a required buffer, on a property located at 201 Northwest
9th Court, in a PU (Public Utility) zoning district. Applicant: City of Boynton Beach.
Staff recommends that the approval be tabled until the second reading of the
companion Sara Sims Memorial Cemetery Future Land Use Map Amendment

E. Approve request for a Major Site Plan Modification (MSPM 2025.10.6783) to the

Public Works Director Kevin Ramsey presented the following: A Place of Memory &
Community; Cemetery Site; Renovation & Expansion Plan; and Sara Sims Cemetery—Site
Map.
Vice Mayor Hay asked how long the expansion would last and what future locations were
being considered. Mr. Ramsey said that staff was evaluating additional options, including
Barton Park, which could include up to 800 more plots.
Principal Planner Gabe Sevigny then reviewed the following: Location Map; Proposed
Amendments FLUM and Rezoning; Future Land Use Map; Rezoning Map; Variance
Request; Major Site Plan Modification; and Recommendation.
Commissioner Turkin thanked Planning and Zoning for their hard work.
Mayor Shelton opened public comment.
Mack McCray Mr. asked for clarification regarding the number of available plots and
whether the total cemetery capacity would be approximately 1,700 plots after the expansion.
Mr. McCray said that the City appeared to be in good shape for the near term, but urged
continued planning for additional cemetery space before capacity becomes limited.

Interim City Clerk Stanzione swore in those intending to speak on the Item 8H.
Mr. Jeff Costello, JC Planning Solutions, on behalf of the applicant, presented the following:
The Hammock of Boynton Beach; Site Plan; Renderings; Future Land Use Map
Amendment; Rezoning; and Criteria for Future Land Use Map Amendment and Rezone.
Commissioner Cruz asked if there were fee-simple and Mr. Costello affirmed.
Staff noted their presentation was similar to the applicant's presentation.
Commissioner Turkin said that Commissioner Cruz had previously raised concerns
regarding the rezoning and asked staff to clarify for the record that the request would not
create the potential for an assemblage or allow a different type of project.
Development Director Amanda Radigan clarified that the property was being rezoned to
IPUD, a residential zoning district, which would not allow a hotel use. She also explained
that the property had different ownership from the Josie's site, was separated by another
parcel, and was consistent with the adjacent residential IPUD zoning to the north.

9. City Manager's Report
There was no City Manager's Report.
10. Regular Agenda
A. Update on combining City properties together to create senior affordable
housing. Requested by Vice Mayor Hay.
Deputy City Manager Mack presented the following: Project Overview; Property
Portfolio; Development Program; Strategic Advantages; Developer Engagement;
Financial Framework; Recommended Next Steps; and Questions.
Vice Mayor Hay thanked staff for bringing the item forward and said that he hoped the
project would continue to move ahead.
Mayor Shelton said that the concept would provide an important benefit for senior
residents.
Commissioner Kelley also expressed support and said that it was encouraging to see
the project progressing.

12. Adjournment
Vice Mayor Hay reflected on more than 30 years of service to the City through the City
Commission, Planning and Development Board, and Housing Authority, and said that it had
been a pleasure to serve. Vice Mayor Hay added that he would remain involved and
continue offering input to the City in the future.

voice vote, the motion passed unanimously.
