R26-070 RESOLUTION NO. R26-070 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 2 BEACH, FLORIDA, APPROVING THE PURCHASE OF ANNUAL LICENSE, 3 MAINTENANCE, AND SUPPORT FROM UKG KRONOS SYSTEMS LLC, 4 THE PROVIDER OF THE CITY AND POLICE DEPARTMENTS' 5 TIMEKEEPING SYSTEM, IN AN AMOUNT NOT TO EXCEED $100,000 6 ANNUALLY, PURSUANT TO THE CITY'S PIGGYBACK PROCUREMENT 7 EXEMPTION; AND FOR ALL OTHER PURPOSES. 8 9 WHEREAS, the City desires to purchase from UKG software, licensing, maintenance, and 10 support services essential to workforce management, human resources, and payroll operations. 11 UKG also provides critical support to the Police Department through the Telestaff scheduling 12 platform, which is required for public safety staffing and operational readiness. This purchase 13 ensures uninterrupted services for both the City's core UKG system and the Police Department's 14 Telestaff solution, also provided by UKG; and 15 WHEREAS, the City will reevaluate future UKG spending needs after the full 16 implementation of the Workday system, at which time long-term requirements and potential 17 system consolidation opportunities can be assessed; and 18 WHEREAS, the City will purchase these services utilizing an Order Form and Purchase 19 Order,which are subject to the Master Agreement No 24-6833 entered into between Cobb County 20 Board of Commissioner("Lead Agency") and UKG Kronos Systems, LLC ("UKG") effective as of July 21 14, 2025 (the "Omnia Master Agreement No. 24-6833")and used by City as an Omnia Participating 22 Public Agency; and 23 WHEREAS, this purchase will be made under the Piggyback Exemption authorized by the 24 City's Purchasing Policy. Piggyback contracts provide significant value to the City of Boynton 25 Beach by offering a cost-effective and efficient method of procurement. Leveraging contracts 26 competitively awarded by other governmental entities allows the City to avoid issuing its own 27 formal solicitation, which can be time-consuming and resource-intensive. This process accelerates 28 access to needed goods and services while benefiting from favorable pricing achieved through 29 economies of scale. Additionally, piggyback agreements utilize vendors who have already 30 undergone a rigorous competitive evaluation, reducing administrative workload and mitigating 31 risks associated with vendor performance. Overall, piggyback procurement streamlines RESOLUTION NO. R26-070 32 operations, saves taxpayer dollars, and supports timely and effective service delivery for City 33 departments and residents. Negotiations yielded pricing more favorable than the piggyback 34 contract rate, producing additional savings for the City; and 35 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 36 best interests of the City's citizens and residents to approve the purchase of annual license, 37 maintenance, and support from UKG Kronos Systems LLC, the provider of the City and Police 38 Departments' timekeeping system, in an amount not to exceed $100,000 annually, pursuant to 39 the City's piggyback procurement exemption. 40 41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 42 BEACH, FLORIDA, THAT: 43 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 44 being true and correct and are hereby made a specific part of this Resolution upon adoption. 45 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 46 approve the purchase of an annual license, maintenance, and support from UKG Kronos Systems 47 LLC, the provider of the City and Police Departments' timekeeping system, in an amount not to 48 exceed $100,000 annually, pursuant to the City's piggyback procurement exemption. 49 SECTION 3. The City Commission of the City of Boynton Beach, Florida, hereby 50 authorizes the Mayor to execute any ancillary documents as may be necessary to accomplish the 51 purpose of this Resolution. 52 SECTION 4.
