RESOLUTION NO. 77-~ A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA ADOPTING PAY PLAN FOR FISCAL YEAR 1977/78 AND ESTABLISHING JOB DESCRIPTION FOR CERTAIN MUNICIPAL POSTS. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1: That the municipal employees'pay plan for the fiscal year 1977/78,attached hereto and made a part hereof,is hereby adopted, ratified and approved. Section 2: That the job descrip~ons for the following municipal p©s~,attached hereto and made a part hereof,are hereby adopted, ratified and approved: Customer Relations Supervisor, Customer Relations Clerk II, Customer Relations Clerk I, Keypunch Operator and Computer Operator. Work requires the use of judgment gained through experience, such judgment and/or decisions to be made in accordance with established departmental procedures and policies. Work involves considerable public contact during which minor administrative decisions are made, regulations explained, or tecbmica! information obtained or given. The variety and difficulty of work varies. Unusually difficult or very important work may be performed under the supervision of the department head :~ho also offers assistance in ~ach cases. Supervision may be exercised by employee over employees assisting with routine details or division work. Supervises and aids in the preparation and mailing of all utility bills, the posting and maintenance of billing register and other records, and the collection of current and delinquent accounts. Assumes responsibility for the direction of clerical and commercial activities cor~nected with the billing and collection of water, sewer, and garbage fees and service charges. ' Maintains d{visiona! records, including water service frontage, tapping accounts and supporting records, sewage accounts and supporting records and garbage service charge records. Prepares periodic records as required. Supervises and aids in %he handling of inquires and complaints concerning u%i!i%y bills and service charges, requests for service or re~0_nds; works c!oselywith meter readers and other service personnel in -atilities division of public works and utilities department. CUSTOMER RELATIONS CLERK NATURE OF WORK This is responsible and varied clerical work requiring a thorough knowledge of the procedures in the Utilities division of the Finance Department. The employee in making decisions must base them on established departmental policies and practices. Work involves considerable contact with the public and the employee must be able to explain the City's regulations and procedures relating to water billing accounting system; Work is performed under the general supervision of the Customer Relations Supervisor who reviewswork through discussion and review. The employee is required to exercise independent j~dgment and initiative and when required will act in the Customer Relations Supervisor's place. Assists in the direction of the preparation and mailing of all~tility bills, the posting and maintenance of customer's billing register and other' records and the collection of current and delinquent accounts. AssiSt the Supervisor in operating all phases connected with the billing and collection of water, sewer and garbage fees and service charges. Processes work orders relating to customer service and investigation of complaints. Prepares periodic reports as required. Handles and assists staff members with inquiries an~ complaints concerning utility bills and sewer charges, requests for service or rez~unds; works, closely with meter readers and other service personnel in the Utilities Division. Coordinates collection activities with the operating personnel in the water department and the building department. KNOWLEDGE; ABILITY AND SKITJ, Ability to assume the responsibilities of the supervisor when required. Considerable knowledge of modern office and accounting practice and proce- dures as applied to the billing and collection of utilities account and ability to instruct and/or supervise the work of one or more employees engaged in routine and duties of the Utilities Division. Must have the ability to assume all work assignments an~ to organize work schedules in the absence of the supervisor; ability to establish and maintain effective working relationships with other employees and the general public. DES~RABI,E EXPERIENCE AND TRAINING Experience in the billing and collection of a Utility System. Graduation from a standard high schoot, preferably supp!ementedbya course in Business Administration or any equivalent co~0inat, ion o£ training and ex- perience. CUSTOMER RELATIONS CLERK NATURE OF WORK Employees in this class perform routine clerical assignments as well as customer relations with the public. Employees are responsible for answering or giving information concerning utility, rates. Work is performed under the direction of the Customer Relations Supervisor who gives instruc- tions and new assignments. Employees, ,however, work w~th some independence as procedures become familiar and routine is learned. Work is reviewed or verified by the supervisor, or is checked through internal control procedures. Employee is responsible for all utility customer contacts, including complaints. Responsible for'checking out lost utility bills as well as researching customer accounts for any other billing problems. Responsible for preparing written work orders of the meter readers and wa%er Distribution Department. Responsible for new customer deposits as well as customer refunds. Responsible for noting billing change of addresses. Operates office machines and maintains a nea% and orderly office. KNOWLEDGE~ .ABYL_I.T. IES AND SKILLS Considerable kno?~ledge of Business English, spelling and commercial math. Some knOWledge of modern office practices and procedures Ability to learn assigned clerical tasks readily and to adhere to prescribed routines. Ability to write legibly. Ability to maintain a neat and pleasant appearance to meet the public daily. Ability to establish and maintain effective working relationships with other employees and the general public. DESIRABLE EXPERYENCE AND TRAINING Graduation from a standard high school including courses in business or any equivalent combination of training and experience. KEYPUNOH OPERATOR NATURE OF WORK Employees in this class are responsible for the opera%ion of the Key- punch and Verifying machines. The Keypunch Operator works under the direction of the Programmer and prepares all the data for processing by the computer and operates assigned equipment until completion of assignment., Employees work with some independence as procedures become familiar and routines are learned. Work is performed with written and oral instructions and reviewed through results by the Programmer. Responsible for punching coded and uncoded data into tabulating cards. Accuracy of punched cards is determined through operation of verffying machine. Clerical duties include all routine office assignments as well as maintaining the sequence and control of source documents. KNOWLEDGE~ ABILITIES AND SKII,LS Thorough knowledge of the operation of the keypunch machine and verify- lng machine. Ability to operate these machines accurately and effecientIy.~ Ability to code data. Ability to perform clerical work and maintain files. Ability to establish and maintain effective working relationships With co-workers and the general public. DESIRABLE EXPERIENCE AND TRAINING Graduation from a standard high school. Completion of an approved training course in the operation of card punch machines. Any equivalent combination of experience and training which provides the necessary knowledge, skills, and abilities. COMPUTER OPERATOR NATURE OF WORK Employees in this class provide operating support to the computer system. Work is performed using great accuracy and proficiency. The' Computer Operator works under the direction of the Programmer and parti- cipates in preparing all the data for job processing and operates s~l the equipment until completion of a scheduled assignment. Employees work with some independence as procedures become familiar and routines are learned. Work is performed with written and oral instructions and reviewed through results by the Programmer. KNOWLEDGE ABILITIES AND SKILLS Thorough'knOWledge of the operation of the IBM System 3 computer and related equipment. Ability to operate this computer and any other assigned equipment, accurately and efficiently. Ability to operate keypunch and verifying machines. Ability to perform clerical work and maintain files. Ability to adhere to prescribed department routines. Ability to establish and ~mintain effective working relationships with co-workers and the general public. DESIRABLE EXPERIENCE AND TRAINING Graduation from a standard high school supp!emen%ed with experience and training which provides the necessary requirements; orally equivalent combination of experience and training which provides the necessary knOWledge, skills and abilities.
