R26-075 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON 2 BEACH, FLORIDA, APPROVING THE FINAL RANKINGS FOR REQUEST 3 FOR QUALIFICATIONS NO. 26-011Q FOR COMPREHENSIVE 4 VULNERABILITY ASSESSMENT (GRANT FUNDED), AS RECOMMENDED 5 BY THE EVALUATION COMMITTEE AND AUTHORIZING CITY STAFF TO 6 NEGOTIATE A CONTRACT WITH THE RECOMMENDED TOP-RANKED 7 PROPOSER, COLLECTIVE WATER RESOURCES, LLC, IN ACCORDANCE 8 WITH SECTION 287.055, FLORIDA STATUTES,OTHERWISE KNOWN AS 9 THE CONSULTANTS' COMPETITIVE NEGOTIATION ACT; AND FOR ALL 10 OTHER PURPOSES. 11 12 WHEREAS, the City is updating its 2021 Climate Change Vulnerability Assessment to 13 comply with Florida's Resilient Florida Act, which now requires risk analysis across two planning 14 horizons (2050 and 2080), current NOAA sea-level rise scenarios, and detailed GIS asset 15 inventories. The update, funded through the Resilient Florida Program, will address the city's key 16 climate threats — including flooding, sea level rise, storm surge, and extreme heat — while 17 complementing existing plans such as the Climate Adaptation Plan and Stormwater Master Plan 18 to better protect infrastructure, residents, and quality of life; and 19 WHEREAS, therefore, in accordance with the Consultant's Competitive Negotiations Act 20 ("CCNA"), section 287.055, Florida Statutes, the City issued Request for Qualifications ("RFQ") No. 21 26-011Q on December 19, 2025, to select a qualified firm to develop a comprehensive 22 Vulnerability Assessment that will update the findings from the previous assessment completed 23 in 2021 to align with statutory changes outlined in Section 380.093, Florida Statutes; and 24 WHEREAS, the solicitation closed on January 21, 2026, with twelve (12) firms submitting 25 proposals; and 26 WHEREAS, an Evaluation Committee was convened to review and score the proposals in 27 accordance with section 287.055, Florida Statutes. On March 30, 2026, the Committee shortlisted 28 five (5) firms for interviews. Final presentations and interviews were conducted on April 14, 2026. 29 The Evaluation Committee ranked the firms as follows: 30 Rank 1: Collective Water Resources LLC 31 Rank 2: EXP US Services, Inc. 32 Rank 3: Aptim Environmental and Infrastructure, LLC RESOLUTION NO. R26-075 33 34 Rank 4: Stantec Consulting Services, Inc. 35 Rank 5: WSB Engineering & Design Consulting; and 36 WHEREAS, in accordance with section 287.055(5), Florida Statutes, if the City of Boynton 37 Beach is unable to negotiate a satisfactory contract deemed fair, competitive, and reasonable with 38 the highest-ranked firm, the staff requests approval to engage in negotiations with the second- 39 highest-ranked firm. This process will continue as necessary with lower-ranked firms until a fair, 40 competitive, and reasonable contract is achieved; and 41 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the 42 best interests of the City's citizens and residents to approve the final rankings for RFQ No. 26- 43 011Q for Comprehensive Vulnerability Assessment (Grant Funded), as recommended by the 44 Evaluation Committee and authorizing City staff to negotiate a contract with the recommended 45 top-ranked proposer, Collective Water Resources, LLC, in accordance with section 287.055, Florida 46 Statutes, CCNA. 47 48 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON 49 BEACH, FLORIDA, THAT: 50 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 51 being true and correct and are hereby made a specific part of this Resolution upon adoption. 52 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby 53 approve the final rankings for RFQ No. 26-011Q for Comprehensive Vulnerability Assessment 54 (Grant Funded), as recommended by the Evaluation Committee and authorizing City staff to 55 negotiate a contract with the recommended top-ranked proposer, Collective Water Resources, 56 LLC, in accordance with section 287.055, Florida Statutes, CCNA. 57 SECTION 3.
