2 BOYNTON BEACH, FLORIDA, RATIFING THE CITY'S
3 APPLICATION FOR THE FISCAL YEAR 2025-2026 FLORIDA
4 DEPARTMENT OF LAW ENFORCEMENT'S LOCAL LAW
5 ENFORCEMENT IMMIGRATION GRANT PROGRAM IN THE
6 AMOUNT OF $1,364,170.00, AUTHORIZING THE CITY TO
7 ACCEPT THE GRANT, IF AWARDED, AND EXECUTE ALL FUTURE
8 DOCUMENTS ASSOCIATED WITH THE GRANT, SUBJECT TO
9 REVIEW BY THE CITY ATTORNEY'S OFFICE; AND FOR ALL
10 OTHER PURPOSES.

12 WHEREAS, the State Board of Immigration Enforcement (the Board or SBIE) received
13 authority to administer $250 Million in funding for the Local Law Enforcement Immigration Grant
14 Program under Chapter 2025-1, Section 18 (s.908.1033, Florida Statutes). Funding received under
15 this award must be used for fostering cooperation and coordination with federal agencies to
16 enforce federal immigration laws and must adhere to the elements outlined in Rule 11QER25-1,
17 Florida Administrative Code; and
18 WHEREAS, the Boynton Beach Police Department is requesting authorization to ratify the
19 submission of an application to the Florida Department of Law Enforcement (FDLE) Local Law
20 Enforcement Immigration Grant Program. If awarded, the grant funding will be used to procure
21 the Peregrine operational intelligence platform and Axon automated transcription services for
22 body-worn camera (BWC) and in-car video systems; and
23 WHEREAS, the Peregrine platform is a CJIS-compliant, cloud-based software solution that
24 integrates existing law enforcement systems, including CAD, RMS, license plate reader data, and
25 Axon digital evidence platforms, into a unified and searchable environment. This system will
26 enhance the Police Department's ability to analyze data, identify patterns, and support
27 coordinated law enforcement operations through improved information accessibility and
28 situational awareness; and
29 WHEREAS, in addition, Axon transcription services will convert audio from BWC and in-
30 car video recordings into searchable text, allowing officers and analysts to more efficiently locate
31 and review relevant statements and events within recorded encounters. This capability
32 significantly improves the speed and effectiveness of evidence review and investigative processes;

34 WHEREAS, the City Commission, upon the recommendation of staff, has deemed it in the
35 best interests of the City's citizens and residents to ratify the City's application for the Fiscal Year
36 2025-2026 Florida Department of Law Enforcement's Local Law Enforcement Immigration Grant
37 Program in the amount of $1,364,170.00, authorize the City to accept the grant, if awarded, and
38 execute all future documents associated with the grant, subject to review by the City Attorney's
39 office.

41 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON
42 BEACH, FLORIDA, THAT:
43 SECTION 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
44 being true and correct and are hereby made a specific part of this Resolution upon adoption.
45 SECTION 2. The City Commission of the City of Boynton Beach, Florida, does hereby
46 ratify the City's application for the Fiscal Year 2025-2026 Florida Department of Law Enforcement's
47 Local Law Enforcement Immigration Grant Program in the amount of $1,364,170.00, and if
48 awarded, authorizes the City to accept the Grant.
49 SECTION 3. The City Commission of the City of Boynton Beach, Florida, does hereby
50 authorize the Mayor to execute the Grant application, Grant Agreement, and any other documents
51 associated with applying for and accepting the Grant that do not otherwise increase the financial
52 obligations of the City, subject to the review of the City Attorney's Office.
53 SECTION 4. This Resolution shall take effect in accordance with the law.
